Advt. Prohibition Makes "Drug Fiends" Dr. A. P. Grinnell, of Burlington, Vermont, made in 1902 a critical investigation of the consumption of stimulants in that state, chiefly the narcotic drugs, and of so-called medicines into which such drugs enter as components of chief efficacy. The difficulties of the inquiry were very great for the reason that those in possession of the information hesitated to give it, doubtless fearing that it might lead to enactments interfering with the most profitable part of their trade. Only part of the dealers responded to the inquiry. From those that did it was learned that they dispensed every month, of morphine, paregoric or laudanum, what is equivalent to 3,300,000 doses of opium—the standard for a dose being one-eighth grain of morphine, one-half ounce of paregoric and twenty drops of laudanum. The amount thus reported, which by no means covers the total sales, would give a full dose of opium daily for half the population of the state. In one month the sales from drug stores from 69 towns of Vermont, aside from what was dispensed by physicians from their own medicine closets, included the following items: Gum opium...47 lbs., 12 oz. Morphine powders...19 lbs., 15 oz. Morphine pills...3,338 gr. Dover powder...25 lbs. Paregoric...32 gals., 1 qt. Laudanum...32 gals., 1 qt. Cocaine...27 oz., 1 dr., 30 grs. Chloral...321 lbs., 4 oz. Indian hemp...37 oz. Quinine was also largely used as a stimulant. The amount consumed in Vermont was equivalent to two grains a day for each adult inhabitant of the state. Dr. Grinnell, admitting the incompleteness of his data, is of the opinion that the totals reported might be multiplied by five without exceeding the actual consumption. One little village, so small that it appears only on the county map, used every month three and a half pounds of gum opium, six ounces of morphine, five pints of paregoric, five pints of laudanum, and three ounces of quinine powder. COCAINE EVIL IN MISSISSIPPI Prohibition under local option laws exists in the greater part of Mississippi. Since the adoption of this policy, an alarming growth of the use of cocaine as a stimulant is reported. So widespread and demoralizing has this become that earnest appeals for legislation to check it are coming from many sections of the state. While the evil has until recently been largely among the negroes, it is beginning to spread steadily among the whites, and is causing much apprehension. The Okolona (Miss) Messenger, of October 29, 1902, said: "The alarming growth of the accused use of cocaine among the negroes of Mississippi has caused the suggestion to be made that more radical laws should be enacted for the suppression of the evil. The cocaine habit is demoralizing the race in this state, and its growth in recent years has been phenomenal. Thousands of victims have been found among the negroes, and in the delta section the habit is almost general. The drug has a quick and demoralizing effect, and the negro succumbs quicker to its seductions than a white man, and when the habit has fastened upon him he rarely reforms. "It has been suggested that a law should be passed making it safer for any person to use cocaine except on a physician's certificate. In 1900 the legislature passed an act forbidding the sale of the drug except upon a physician's certificate, but the law is ignored and usually more harmful." THE SILO HABIT In some of the farming districts of Kansas and Iowa, where local sentiment had pronounced so strongly against any traffic in intoxicating liquors that they could only be brought in at the risk of subjecting the importer to prosecution and persecution, it was noticed that drunkenness of a particular violent and insanity-producing kind was largely on the increase among the farm laborers. Ultimately the explanation was found in the fact that the craving for stimulants, which was denied a more reasonable gratification, had led to the tapping of the vegetable juices of ensilage from the silos in which an alcoholic fermentation was produced in the vegetable masses. The Lincoln-Roosevelt Republican League surprised even many of its own supporters when it went into San Francisco, which has been so badly split up by contending factions that there seemed no hope of uniting them in any movement, and formed a strong organization there representing all the best elements of the party. It was a ten-strike and the San Francisco branch of the League is going to be one of the strongest in the state. But it was one thing to realize this and another thing to stem the rapidly rising tide of reform. The exposure of corruption in public office, so notorious in San Francisco, which has been fostered and protected by machine methods, had created a public sentiment for reform that needed only an oppor- concentrated in favor of candidate; just now it looks that the New England practically solid for the president as standing for a continuous Roosevelt policies.
