WHAT'S DOING IN POLITICS
What Will Orange County Do With the State Committee's Recommendation For The "Unofficial Primary"
The question is being asked, What will Orange county do with the State committee's recommendation for an unofficial primary May 2d to take the sentiment of voters upon presidential candidates? This unofficial primary is an innovation in the politics of the state. It means merely that the machine-ridden state central committee has taken California temporarily out of the dominion of national politics. The fight against Taft on the part of the machine in states north and south continues, although the big war secretary seems to have effectually disposed of Mr. Foraker in Ohio, and the California machine is simply taking a hand in the game. It knows as well as you do, Mr. Reader, that this state, which gave Roosevelt a majority of 125,000 four years ago, is a unit for Taft this year. It could not for a moment think of declaring for Taft, in its recent meeting in San Francisco, and thus add the twenty votes of the state to the Ohioans column. It could not come out openly against the secretary. What was left for it to do but to call an "informal primary" and set the date away off in May, on the very eve of holding the also announced that an meeting of over thirty leagues publicans was held the night before to find a substitute and that had picked upon John Mead suitable candidate.

San Francisco has refused to follow the advice, and there is evidence that many other counties in the state are preparing to follow the bay county's example.
The game of politics as it is now being played by machine republicans of the north is somewhat of a puzzle. The regular organization, or the "railroad," as it is frequently styled, does not appear to be taking any hand or even interest in the contests preliminary to the opening of an active campaign. With them it appears to be "hands off," with the result that the organization men are to be found in all branches, or factions, of the up-north machine.
At the last meeting of the San Francisco county committee seven of the regular organization men went over to the Ryan combination and voted for the resolution indorsing Taft for president of the United States. Five other organization followers fell in with the Sullivan wing and voted against the Taft resolution. The result of the vote showed that had the organization men been opposed to Taft, as some have claimed, all they would have had to do to defeat the resolution

A rather nice question that is being wafted about in the political atmosphere, says a San Francisco writer, is whether the recommendation of the state central committee, that a popular and unofficial primary be held on May 2 to permit the electors to express their choice for president at the polls shall be followed. The local governing body of the party having already declared for Taft, the calling of a direct primary to enable the electors of the city to express their preference would appear to be rather inconsistent and one of the proceedings, possibly the first, absurd.

was voted by the machine without knowing it, or, with full knowledge of
what was going on in the convention,
he chose the “program” end of the deal. In either event his course in
that crisis is sufficient to establish the fact that he is not a proper person in whom to repose the responsibility of protecting the interests of two great counties at Sacramento. If he really knew what he was doing at the Santa Cruz convention, which was notoriously a Southern Pacific conducted affair, then from this experience we may fairly conclude that he would quite as easily be gathered into the “program” camp in any crisis which might come up should he be elected senator. On the other hand if he was not clever enough to understand that he was being programmed and voted at the Santa Cruz convention, then the machine would be able to vote him in the legislature without his even knowing it. Neither horn of the dilemma is a pleasant one to take. We should scarcely feel complimented to have at Sacramento a senator who was not wise enough in the ways of politics to know for whom he was voting when the roll was called; and we should not feel safely represented by a man who did not know what he was doing and marched straight into the Southern Pacific camp.

The amendments to the election laws have added so many restrictions that it is hard to construe them in harmony with the fundamental law. The new laws make it difficult for bolters, or those who undertake to run independent of everything, to get a sufficient number of signers after a large caucus to secure a place on the official ballot, as may be seen in the following extract:
"Each such certificate must be a separate paper and contain the name of one signer thereto and no more. In addition to the other matter required to be set forth in such certificate it must also set forth that the signer * * has not joined in any manner in nominating any other candidate or candidates for the same office, or in nominating the same candidate or candidates for the same office under another, or different political party name or designation. The signature must be made by the party signing at the end of the certificate, and must add thereto his place of residence and occupation, * * Each such signer must verify such certificate by making oath that the same is true, before an officer authorized to take an oath in this state, * * Any person who signs any name other than his own to such certificate or makes a false oath to such certificate shall be punishable by fine not exceeding five hundred dollars, or imprisonment in a states prison for a term not exceeding five years."
It is the season of intricate politics in the national field, when the effect of moves in the game is difficult to estimate, largely, of course, because the circumstances that prompt or affect them are kept under cover as much aa possible. That is to a great extent the case in New York, where two factions of the republican party are contending for the privilege of naming the delegation that will give the vote of the state

It might seem a matter of small consequence whether this vote was delivered by one set of men or another, but, as a matter of fact, important issues hang on the character and affiliations of the New York delegation. It is quite true these issues have for their basis the assumption that Hughes is not a real candidate, at least, not likely to receive the nomination. This is, at least, a possible contingency, and, assuming it to come true, in the opinion of the Call, the constitution and character of the delegation become a matter of the highest importance. In this situation three courses are possible. The delegation might be named by the Harriman-Odell faction, whose second choice would be Joe Cannon in all probability. The delegation might be named by the Woodruff-Parsons clan, whose second choice would be Taft. Lastly, a delegation might be chosen from men of high character, not connected in any way with politics whose second choice would not be dictated by personal affiliations. It is understood that the Taft managers have requested Hughes to name a delegation of that character himself, but this he has refused to do, in pursuance of his settled policy of noninterference. It is assumed that if Taft does not get the nomination on the fruit interest that it around usism from one end of the State other.
