WHAT'S DOING IN POLITICS
Double Sets of Conventions This Year,
Beside the "Informal Primary"—Sentiment Against Machine Politics
The machine-ridden republican state central committee at its recent meeting in San Francisco called for an unofficial primary on Saturday, May 2d, to vote upon the party's choice for the presidential nomination. Of course the reason why an out-and-out endorsement of Taft was not promulgated was simply because Mr. Harriman gave such orders. That much is understood by even the merest tyro in politics in California. The puppets of the machine have been going up and down the state saying this and that against Taft for a year. They have the audacity to attempt to discuss politics with members of the party who are republicans for the sake of principle, and seek to place themselves upon an equality with such party men. These chaps get their orders from Harriman, and are simply trying to earn a bit of easy money. California voted a majority of 125,-000 for Roosevelt four years ago. These republicans, as well as thousands of others who have since become citizens of the state, are for Taft. Probably if the election were to be held tomorrow Taft would carry the state by 150,000 majority.
An editorial symposium on Harriman and the suit to his merger of Southern and Pacific accumulates opinion and serves to point the way the diverse streams of thought agitate the country. One of we find Mr. Harriman arranges one of the chief causes of the panic by reason of his stock operations and condemned efforts to create a great monopoly, while on the other another school of thought lashes as a wonderful railroad building a man who gets results. There can be no question this was done to confuse the mind of the voter, so that every advantage might be taken by the machine, which has its stronghold in the larger centers of population. Three days later, on Tuesday, May 5, occurs the regular primary for the selection of delegates to the county convention, which in turn selects delegates to the state convention nine days later, on Thursday, May 14. Between May 5 and 14 the county conventions must be called, primaries held and delegations to the state convention selected. The result of the unofficial primary on May 2d will probably not be known until the state convention meets May 14th, and perhaps complete returns will not have been received from Harriman, and are simply trying to earn a bit of easy money. To put off the matter of instructions to a primary held at the eve of the national convention is a slap in the face of the rank and file of the party. These orders come from New York. California republicans repudiate them. They have been betrayed and sold out by their state central committee. The answer will come May 2d.

The manner in which Senator Foraker was skinned in Ohio by the big war secretary is indicative of the rebellion rampant against the machine in all parts of the nation. Foraker had behind him one of the most powerful political machines in the union, but it was swept aside as if it were a wisp of straw. Once the idol of the republican party, the senior senator from Ohio sold himself to the railroads, and thus sealed his doom. He has been the acknowledged champion of the "interests" in the upper house for years past, his especial activity in behalf of his masters dating only four or five years back. Once in line for the presidency, Foraker is a wreck politically, and has been cast aside by the voters of his own state. Ohio

It is a campaign all along the line to eliminate the bad Mr. Harriman and leave us something of the good Mr. Harriman. We hope to convert him with the help of a club.
The Boston Transcript prints an interesting and suggestive interview with a United States senator, who reviews the political situation and lays bare the program mapped out by the influences working to beat Taft. The senator is not named, but is stated to be neither Murray Crane of Massachusetts nor Foraker of Ohio.
This anonymous senator finds that the hinge of the position lies in the national republican committee. It is on that body that political influence will be brought to bear in a way to shape the convention. Starting with figures on which there is no serious dispute, the senator finds that 491 votes will be required to nominate. He finds that the total vote of the favorite sons, including Hughes, Knox, La Follette and the rest, will aggregate 286. He goes on:
But the pivot on which the convention swings is the southern contingent. The democratic party has no counterpart to this, because there are some real democrats even in Vermont. But here we have a great territory with no real party, and no real public sentiment, but instead possessing a national convention franchise, which is a law unto itself. You have noticed that the Taft people, especially since they have secured First Assistant Postmaster General Hitchcock as their manager of the southern situation, are claiming practically the entire south. Let me explain why they will not get it.

To be sure, contests may be made against its decisions before the convention itself, and these go to a committee on credentials, but their report comes for decision before the full convention, whose members have got there by the action of the national committee.
The senator declares that the Taft people do not control the national committee, although they claim that they do. He points out that in two recent instances the committee has ruled against the Taft forces, as in the selection of Chicago as the convention city and in the reduction of the representation accorded to the territories. Assuming that such is the committee's attitude, the program is to send contesting delegations from all the southern states. The committee would have power to seat them on the temporary roll call and they would take part in organizing the convention, including the appointment of a committee on credentials hostile to Taft.
It is a frankly dishonest program and they will not dare attempt anything so raw. The plan assumes the undisguised dishonesty of a majority of the national committee. No man who was concerned in such a vicious plot to
