WILHELM INSPECTS TROOPS
Yearly Examination to be More Severe than In Former Years—Company E Shows Up Well—Team to Go East
Major Wilhelm of the United States army (retired) is in Southern California making the annual inspection of national guard companies, and is expected to reach Anaheim in a few days. This year's inspection is more rigid than ever, but officers and men of Company E are certain the company will be found up to its usual high standard in every particular.
Major Wilhelm has been detailed to make the inspection of Southern California troops and to report the findings to the war department. He is accompanied by staff officers from Sacramento. The first to be inspected will be the brigade commander and his staff. Then the local companies will be inspected on various dates, and today the first company, the signal corps of Los Angeles, will undergo inspection. The brigade inspection will not be completed until March 12.
The companies are well equipped and drilled, and it is believed that in nearly every instance the companies will turn out and make a creditable showing in numbers. The law requires that each company must have at least fifty-eight men and three officers.

Following the inspection of the troops there will be target contests. The government will send two new army rifles for each company within the next thirty days, and these will be tried by all the men, to make them accustomed to the guns. As fast as these guns can be manufactured they will be supplied to the militia.
A team of local marksmen will be sent to the national target contest to be held in August at Camp Perry, Ohio. Competitive shooting will determine the men to be selected for the trip east. The team will consist of twelve men and three officers.
Each company will send its best marksmen to a regimental company which will hold contests in May to determine the relative standing of the men. The final winners will receive transportation and their expenses from the government, as well as pay for the time required for the trip.
Among the officers of the militia there is much speculation regarding who will be selected for commissions in the regular army. The President has authorized competitive examinations in each state. But one man will be selected from each state. The contest will be open only to commissioned officers of the militia. The date for the contests has not been announced.
Adjutant General Lauck has returned from Washington, D. C., where he conferred with the war department concerning the California militia. He will soon make known the result of his trip east.

Lillian Braythwaite Hill, the very successful writer of humorous advertisements, spoke at a business men's dinner in Chicago on "Fun in the Ad." Miss Hill began in this way:
Does it pay to advertise? Well, I should say so. A man came to an editor in the town of Shelbyville one day and asked that question.
"‘Does it pay,’ said the man, ‘to advertise in your paper?’"
“‘Does it pay to advertise in my paper? You just bet it does,’ the editor replied. ‘Look at Sands, the cash

Cruiser Smashes Record
Newport News, Va., Feb. 16. — With brooms at her mastheads and yardarms announcing that all previous records had been swept aside, the new armored cruiser North Carolina returned to the shipyards today, having completed her trial speed test, the success of which places her in a class by herself as an armored cruiser.
