[CORRESPONDENCE OF THE GAZETTE]
Washington, Feb. 3, 1907—It was a great surprise to the members of the Senate Committee on Military Affairs to learn that the soldiers wanted as witnesses in the Brownsville inquiry, which opens before that committee next week, are scattered from Maine to California. Most of them are without funds and the government must bring them to Washington to testify. All this will entail much expense and trouble, the cost of the investigation being estimated at $75,000.
The secretary of war and members of the committee have been in conference for the purpose of coming to an agreement, so that the demand for certain witnesses would not conflict with the same witnesses at a court-martial of officers of the battalion discharged. It was finally agreed that the witnesses wanted for the court-martial should first testify at Brownsville and then come to Washington as early as possible.
Just now the telegraph wires are kept hot in the endeavor to locate many of the discharged soldiers in order that the investigation may be completed and a report made to the Senate in the few remaining days of the session.
While the president has committed himself to the proposition for an increase in the salaries of government employees, he has not as yet endorsed any particular plan for proportioning the increase. It is thought, however, that he looks with favor on the bill which provides for increases as high as forty per cent for employees receiving as low as $240 per year and from then on up the increase grows smaller until it reaches those receiving $2,000 to $2,500, when the increase is from 8 to 10 per cent. One thing about which the president is firm is that army and navy officers and enlisted men shall be included in any bill making an increase.

Third Naval Power
The United States ranks third naval power in the world bureau of naval intelligence of navy department has recently lished a table for the informa officers of the service, which conclusively that this country above Germany and just France.
The Naval Year Book, which just been published by author of the senate, and which is a coition of the utmost interest to officers, also places the United third in the list of great navalers.

The bill favored by the president and by many Representatives and which is likely to receive some consideration before the close of the present session, would increase the expenses of the government about $15,000,000 a year, as rural and city letter carriers, railway mail agents and all classes of government employees would be included. While the question of increase is up, some talk is heard of placing an amendment on the bill which would prohibit the employment of both a man and his wife in the government service. This question has been up before but action was never taken upon it. Ever since the members of Congress obtained an increase in salaries, the army of Uncle Sam's clerks in most every state, and especially those here in Washington, are pressing the point for salary increase and the outlook for success is considered bright.
Considerable interest is manifested throughout the country in the plans of co-operation for the improvement of roads and for road building, recently authorized by the Postmaster General and the Secretary of Agriculture. Reports received by the Postoffice department from many states indicates forceably the immediate need for carrying on this work with the utmost dispatch for in some States the country roads are almost impassible and the rural mail delivery is impeded seriously. This has resulted in numerous complaints reaching the Department from people along the rural routes and while the object of the postal officials in cooperating with the Agricultural Department and with the various State and county road commissioners, is primarily to facilitate the delivery of mail, the resulting road improvements incident thereto are of great benefit to all the people of the communities affected, in maintaining ready communication between the farms and towns.
All applications received for government advice in the matter of road building and improvement are given prompt attention and should be addressed to the Postoffice Department. After the applications have been considered by the postal authorities, referred to the public

According to the table published by the active United States navy January 1, 1907, consisted of ten battleships, eight arm cruisers, sixteen torpedo boats, stroyers, forty-four cruisers, two torpedo boats, eight submarines and twelve coast defense vessels including the big monitors.
Besides these ships, this country has under course of construction nine battleship, of which four Nebraska, Kansas, Minnesota Vermont, will be completed March, 1907; four armored cruisers of which two, the California South Dakota, will be completed next March; three cruisers, torpedo boat destroyers and submarines.
The next nation after the United States in point of naval strength Germany. The bureau of naval intelligence report says that on January 1, 1907, the navy of Germany consisted of twenty battleships armored cruisers, thirty-seven officers, forty-nine torpedo boat destroyers, forty-four torpedo boats submarine and eight coast vessels.
There are under construction Germany six battleships, three mored cruisers, seven cruisers twenty-four destroyers. But it is a foot note which says that many has a continuing shipbuilding between 1906 and 1918 eighteen battleships, thirteen mored cruisers, twenty-eight sn cruisers and 114 torpedo vessels.

Year after year the big pillars on both sides of the treasury building have been crumbling and falling away. In late months they have become a menace to the safety of the structure and to the thousands of people who daily enter and leave the building. Now the officials have awakened to the necessity of doing something to protect the pillars from further disintegration and it is probable that the sundry civil bill will carry an appropriation of $360,000 to replace the old sandstone columns with blocks of granite.
At present these columns are so black that they seriously detract from the appearance of the Treasury building, generally recognized as being one of the finest examples of architecture in the United States. The sandstone long ago began to give way against the attacks of the elements and slices of the pillars occasionally fall to the ground. Attempts have been made to clean these columns but owing to their porous character this has been impossible.
The automobiles of Senators become unruly just the same as do those owned by less noted folk. Senator Knox of Pennsylvania, whisked up to the White House one cold day this week, stepped out of his "palace on

Notice is hereby given that at a meeting of the directors, held on the second day of February, 1907, an assessment of two dollars per share was levied upon the capital stock of the corporation, payable on or before March 5, 1907, to the Secretary of the corporation, at the office of the corporation, in the Backs building, Los Angeles street, Anaheim, California.
Any stock upon which this assessment shall remain unpaid on the 6th day of March, 1907, will be delinquent and advertised for sale at public auction, and unless payment is made before, will be sold on Friday, the twenty ninth day of March, 1907, to pay delinquent assessment, together with costs of advertising and expenses of sale.
