[CORRESPONDENCE OF THE GAZETTE]
Washington, D. C., Nov. 19.
Now that the elections are over, members of congress will soon be turning their steps toward the capital city to begin the closing session of the 59th congress. Coming with them will be the vast throng of people from all parts of the country who make it a practice to take up a residence in Washington during the congressional season—some to transact business with one or the other of the legislative bodies, others to reside at the seat of government just to participate in the social excitement. For these the hotel men, boarding house proprietors, real estate men and shop keepers are wearing the smile that won't come off, in anticipation of the harvest that is to be. All lines of business expect a prosperous period, and judging from the numerous hotel bookings already made, the late comers will be obliged to take about anything that is left in the line of accommodation.
Senators and representatives upon returning to the capitol building, will find that during their summer vacation a thorough housecleaning has taken place and everything put in tiptop shape for a "clean" session. Not a single nook or corner from the sub-basement to the very top of the dome has failed to receive a scrubbing, with the result that the marble walls shine brilliantly, the stone floors are as clean as the kitchen til the new house of represen office building will be finished.

Owing to the carelessness of many people who send money through mails with the envelopes improperly addressed or with no address at the work of the dead letter office, the post-office department has widely increased in volume during the last six months, and this is commented upon in a bulletin just issued by the department. One case given where the dead letter office received a letter from abroad, which had been addressed to a mission in Africa. The letter had been handled by various post-offices there as well as Europe, and then returned to the United States. It was opened in Washington and found to contain $400 in gold certificates. The department has learned the name of the sending office and believes that money will be restored to the sender. It is said the letter is signed by a woman, but her name or address will not be made public. In addition to the bulletin referred to, post-masters will receive a new place for posting in offices, making speculation that all matter be properly addressed.

President's Message
What purports to be a forecast of the president's next message to congress has gained publicity in Washington. It is said that the message is practically written and that it will be edited and revised on the president's present trip, but that the paragraphs noted are an essential part of the document. They are given for what they are worth, and those who are interested in it may estimate the relative value of the various propositions advanced. The most important proposition of all is said to relate to progressive inheritance tax. This is a subject which has been before congress hitherto, but the likelihood that the discussion would be renewed was forecasted in the president's famous speech at the corner stone laying of the senate office building last summer.
It is said that President Roosevelt has taken the advice of some of the best lawyers in the country and is convinced that it is possible to draw an inheritance tax law that will meet all the requirements of the case and will still be considered constitutional by the supreme court. The object of the law will be to prevent an individual from handing down to his heirs an unduly swollen fortune.
