City Council
The city trustees met in regular session on Thursday evening to receive the engineers' report upon the bids offered for supplies for the improvement of the municipal electric light and water works plants. The engineers were not prepared to submit their report and were given further time. In all probability their report on the bids will be presented to the council at their regular meeting to be held this evening.
A. J. Stevens and H. C. Gleason of Los Angeles submitted a map of the re-subdivision of Vineyard E 7 on West Broadway for approval. The board decided to accept the map on condition that the parties open the streets, grade same and construct cement sidewalks.
The city clerk was instructed to advertise for bids for a re-enforced concrete tank and tower, for drilling and casing two wells, and for sinking pit and lining same with concrete. The bids will be opened Friday, Nov. 30th, at 8 p.m. The proposals appear in another column.
The Standard Oil company's contract and bond for furnishing oil to the city was received and accepted.
Building permits were granted as follows: W. C. Brumagin to construct building 28x48 on South Los Angeles; cost $1500.
Alex Vaughn to construct building on Emile street, between Adele and Cypress, 24x24; $800.
Joseph Backs addressed the board, protesting against the opening of an alley from Lemon to Los Angeles streets, in the block between Chartres and Center. The alley as proposed would take off seven feet of Mr. Backs' residence, practically destroying it, and then leaving him only ten feet frontage on Los Angeles street between

The council has not as yet taken official action in the matter.
A communication was received from the city surveyor, that official asking that the board provide means of checking up daily on his work, thereby making matters more satisfactory to all concerned. It was agreed that the surveyor make daily report to the street superintendent, and that official to report to the trustees.
Complaint was made of the overhanging branches of walnut trees that protrude and obstruct highways in certain parts of the city. To the street superintendent.
Bills to the amount of $117 were audited and ordered paid. Adjourned.
A new investigation is progressing in the course of the developments in the San Francisco graft scandal. It now appears that many sums of money both large and small that were sent from different States to San Francisco for the relief of the sufferers from the April calamity never reached the relief committee. Some of these amounts which aggregate a large sum were mailed to the care of Mayor Schmitz. F. J. Heney, Detective Burns and over one hundred government agents have been making an investigation. President Roosevelt is the moving spirit behind the inquiry and he declares that no man guilty of diverting the relief funds shall escape justice. The cases come within the jurisdiction of the federal authorities because of the interstate character of the postal service which it is alleged was criminally tampered with. Dr. Holmes' Revenge.
When "The Last Leaf" was published by Oliver Wendell Holmes a critic attacked it savagely and cruelly. Dr. Holmes, though importuned by friends, did nothing in revenge. He waited for time to avenge him, which time did liberally. The critic fell upon evil days and ended his existence with suicide. The only morceau of personal revenge which the good doctor allowed himself was to cut out the paragraph about his enemy's career and paste it in his scrapbook on the same page which contained the original criticism and the announcements of the successive editions of the poem. This was a mild revenge, but even this was unworthy of Dr. Holmes.

Tea Houses In Japan.
In Japan nourishment is to be obtained by the traveler chiefly at the picturesque and omnipresent tea houses scattered all over Japan. When tourists stop at one of these places the "runners," who carry the jinrikishas, bathe their own feet and wash their mouths with cold water, after which they are served with their meals on the benches outside the tea houses. Their meal, which they eat with avidity, consists of salt fish, rice, pickles and a soup made of almost everything odious. After they have eaten they will smoke tiny pipes, with only three whiffs for each filling. Next comes the delicious nectar, world famed, and of this "cup which cheers, but not inebriates," foreigners also are always glad to partake. It is tea (cha) and when brewed by the Japanese is perfection. A pretty tea house girl presents it on a lacquer tray, bringing with it a china or bamboo charcoal holder and ash pot.
