JOPLIN AND THE PUBLIC FUNDS Candidate Joplin has done us the honor of a visit, and has gone up and down the highways and byways of this third supervisor district twanging the single string to his lyre, that in the improbable event of his election as county treasurer, he will distribute the public moneys among the different banks of the county. Candidate Joplin has been singing this tuneful lullaby to the lambs so long, all the way from Trabuco to the sea, wandering through the villages and the plains, piping his roundelay, that the poor old man almost believes his own story now himself. For Candidate Joplin sang another tune during his occupancy of the office four years ago. With the exception of a small deposit at Tustin, and another at Fullerton, the public funds were carried intact in one Santa Ana bank. This was the state of affairs when County Treasurer Potter took charge of the office, and this had been the manner of "distributing the public funds among the various banks of the county" during the four years of his predecessor's incumbency. That may sound all right up in the forests of Trabuco, but it will hardly pass current here in the valley where these things present themselves in a different light. Imagine a commercial institution with resources of a quarter of a million dollars, and with individual deposits of, say, half a million, offering money at a lower rate of interest because Candidate Joplin had a paltry $5000 on deposit with it—and this deposit subject to withdrawal at any time! What would be the incentive for this bank’s lending money “more advantageously” with this small percentage of public funds on deposit with it? How could it afford to loan money at a lower rate of interest because of this deposit? Moreover, how long would it continue to do business—how long would it enjoy the confidence of the public—if its affairs were transacted upon this peculiarly Trabuco plan? Candidate Joplin’s lyre, it will be seen, is out of tune. But taking this Wandering Minstrel at his word, would he not impose upon the taxpayers extra burdens of expense in his plan to scatter the public funds to the four winds of heaven?
