WASHINGTON CHAT
[CORRESPONDENCE OF THE GAZETTE]
Washington, D. C., Oct. 7.
Treasury Department officials are in a dilemma, in fact they are placed in a very embarrassing position because of their inability to meet the demands for silver certificates of small denominations necessary to the moving of the Western crops. So urgent is the need for relief in this direction that in New York, one dollar premium is being paid on every $1000 in small certificates. Officials attribute the shortage to the failure of the Senate at the last session to pass the bill providing for the issue of smaller gold certificates, which were to be exchanged for silver certificates of the larger denominations, and thus release a great number of silver dollars as security for the issue of new silver certificates of $1, $2 and $5 denominations. So great is the pressure for small bills from banks all over the country that the seven million silver dollars which were on hand two months ago, have dwindled down to fifty thousand. There is some tall hustling being done in the Treasurer's office with a view of relieving the strained situation but just how the problem will be solved has not been made plain.

Unless President Roosevelt "vetoes" the purchase, his carriage during the next few months will be drawn by two sorrel horses instead of by the pair of bays which have performed this service for some months. The new team, which was procured by the quartermaster's department, has arrived at the White House stables and the president will pass judgment upon them soon after his arrival in Washington. It is very doubtful, however, whether he will favor them as each horse weighs 1600 pounds which is rather a heavy weight for carriage horses.
The bays which drew the presidential carriage for two years are pretty well run down, and their emaciated condition caused considerable comment last year. Even with expert care, it seems impossible to keep the horses in the government stables up to form. The situation of the stables is responsible for a great deal of sickness among the thoroughbreds there. The place reeks with dampness, and not more than a year ago the president lost a $900 saddle horse after it had been for only a short time in the government stables. About the same time the stables were thoroughly modernized and the walls cemented, but this did not do awaow with the dampness.
Of all the wonderful improvements taking place in Washington none are of more interest nationally than the changes which are now being made in the surroundings of the capitol building. On the east side, the erection of the senate and house of representatives office buildings

Of all the wonderful improvements taking place in Washington none are of more interest nationally than the changes which are now being made in the surroundings of the capitol building. On the east side, the erection of the senate and house of representatives office buildings has progressed to such an extent that a clear idea can now be formed as to the ultimate beauty these buildings will lend to that part of the capitol plaza when they are completed. Great as this change makes for the better, it is upon the west side that the most startling improvement is being made, for here ever since before the war, has stood a long row of unsightly shacks inhabited by Italians, negroes and gypsies, but which at one time was peopled with representative citizens whose names are a part of the history of the city. The government is responsible for the improvements on the east front but to private enterprise is due the credit for the removal of the tenements which have so long been an eyesore and blot on the beauty of Washington. In place of the frames, now being torn down, will be erected a modern apartment building which will number among its tenants when completed, many senators and representatives who will desire a home during the congressional season nearby the big white done.
There is no end of trouble between

Hooray for Dr. Freeman
From the Fullerton Tribune
That a man could have a minute pierce his eighth rib, pass in his vision through his lung and liver; close to his spine, and yet be adorned professional life forty-three years ward, would seem incredible, and Fullerton presents this remarkable case in the person of Dr. Wm. man. The doctor was carried from field of Chicamauga on Sept. 19 with the wound we have described with his right side paralyzed from shock. To add to the discomfort situation young Freeman and the tire camp hospital force were caught by the confederates and held prison for eleven days, following which was transferred in succession to tanooga and Murfreesboro in the hope to make the hospital service meet exigencies in that storm center war. At the end of six months, he was taken by his father to his Indiana, he had not stood up feet, and not until six months later he measurably recovered.
And yet Dr. Freeman now, three years afterward, at the age
Government printing office and of the officials in the various department departments, all due to new spelling order put into effect direction of the president. New rules are explicit and the print shop is following instruction of the order to the very letter many cases when the proofs are submitted to the office of the department for which the being done, the proofs will be returned to the public printer. The spelling changed and made going to the old way. One conspiracy which has reached an acute between Secretary of the Monaparte and Printer Stillman the disagreement is over the word "passes." Let telephone messages and private letters have been hurried back from one official to the other the case is no nearer set now than a week or more when it commenced. A truce signed and both are wait-return of the president will be called upon to act of peacemaker as well as a man spelling.
New book issued by the government printing office and sold by twenty-five cents per copy, give complete list of the words in the new way, is in great from people in all parts of entry. Several large editions exhausted and Uncle Sam it profitable to play the book-seller.
is answering professional calls day and night, besides performing numerous other duties, among them those of surgeon of the Southern California veterans' association, and president of the Orange county veterans' association.
The case of the doctor's wound and recovery is placed in the list of those that are designated "historic" and which by their remarkable features command wide attention from the medical fraternity. It is described at length in Part two, Surgical Volume of Surgical History of the War of the Rebellion.
Those who observe Dr. Freeman's industry and virile energy in his more advanced years, may readily believe that his youthful will power and dauntless purpose had something to do with bringing him through the ordeal we have described.

COZY HOMES
The discovery of a new wick principle—so effective and yet so simple that it's a wonder no one thought of it before—has so revolutionized the manufacture of oil heaters and lamps that explosions, smoke and smell, caused by imperfect wick arrangement, may be regarded as things of the past.
This new wick attachment is to be found on the Perfection Oil Heater. Interesting tests show that, although the heater gives intense heat, the wick cannot be turned too high or too low—absolute safety thus being assured. One other feature which is worthy of mention is the smokeless device which prevents all smoke and odor. The portability of the heater also commends it for general household use. Heat is very light and be easily carried about. Its simple operation, usefulness in heating water and warming cold rooms make it a most handy and useful article in any home. This heater is so far superior to other oil heaters, and is of such fair price that its universal adoption is but a matter of time.
The Rayo Lamp, which is made by the manufacturers of the perfection Oil Heater, is without doubt the best lamp for all-round household use. Is equipped with the latest improved burner, and gives a bright, steady light at small cost. Suitable for any room, whether library, dining-room, parlor, or bedroom.
The Perfection Oil Heater and the Rayo Lamp form a combination that for real home comfort cannot be equalled. When consideration is taken of the simple operation of both heater and lamp, their absolute safety, the intense heat generated by the one, and the bright and steady light given by the other—all without smoke or smell—their value in any home, large or small, can be somewhat appreciated. Sold by all good dealers.
