YORBA RESERVOIR GOES; SO SAYS WATER BOARD
Engineer Kellogg’s Plans Approved, and He is Instructed to Proceed with work
The water board at its meeting on Saturday finally approved Engineer Kellogg’s plans and specifications for the Yorba reservoir, by a vote of 5 to 2, and thereupon instructed him to begin forthwith its construction. This step the company has had under consideration for fifteen years. It has been an issue at annual elections, and while it has had strong supporters, its insidious enemies have conspired to defer its construction until the vast body of irrigators on the south side of the district rose up and demanded that it be constructed.
From Secretary Krick's minutes of the meeting we quote as follows:
Engineer Kellogg presented plans and specifications for the Yorba reservoir showing a total cost of $27,548.95 for the dam.
Moved by Director Gunderson seconded by Director McLauchlin that the plans and specifications of the Yorba reservoir as presented by Engineer Kellogg be and they are hereby accepted and that we immediately proceed to execute the same. A call of the roll resulted as follows: Directors Crowther, Bradford, Gunderson, McLauchlin and Kraemer voted in the affirmative, and Directors Hale and Sherwood voted in the negative. Director Hale requested the secretary to and the committee to report meeting. Carried.

On motion of Director Bradford, Mr. Kellogg was authorized to employ Chas. S. McMillan as foreman of the construction of the Yorba dam.
On motion of Director Gunderson the president was authorized to appoint the old reservoir committee and also President Crowther to co-operate with Mr. Kellogg in the construction of the dam.
On motion the bid of H. H. Gardner for the construction of a pipe line was accepted, and the president and secretary were authorized to sign a contract for the same.
On motion the secretary and superintendent were authorized to order 400 barrels of cement, to be delivered at Yorba.
On motion of Director Hale, seconded by Director McLauchlin, the pumping plant committee was instructed to ask for bids for the sinking of a pit at the south-east corner of the Crowther place.
The secretary reported that he had been asked to investigate whether the payment for the condemned rights of way had ever been paid to Porfiro Yorba and F. Vejar. He reported that the required sum of $1497.37 with which to pay not only those parties but all others interested had been paid into the court in Los Angeles immediately upon the issue of the decree, and that if said parties had not received their shares it must have been waiting for them and in the hands of the court for the past twenty years.
The secretary was instructed to write to the said Yorba and Vejar and explain the situation to them.
Wm. Loftus appeared before the board and presented a proposal for the La Habra reservoir site for a term of fifty years for oil purposes. The lease was discussed at considerable length, and on motion the president and secretary were instructed to submit the said

A party will be given in grove, located across the street Mr. Porter's residence, by the mores of the Fullerton high school honor of the freshmen of that institution. The evening will be played games and social conversation freshments consisting of ice cream will be served. It is noted that the students expect a "training" seniors and juniors and some esting developments are looked at.
Dr. Hasson has disposed of lots to Mr. Hemphill.

On motion of Director Hale duly seconded the secretary was instructed to communicate with Dr. Johnson of the Olinda ranch regarding the pipe line recently put in by him.
Petitions from Chas. Schneider and A. S. Bradford for the privilege of purchasing from the company cement, were granted.
J. Lemke presented to the board the written and signed assent of stockholders for the change of the articles of incorporation. The same was filed.
On motion the president was instructed to appoint a committee of three to investigate and report at next meeting as to what the company needs as a right of way along the property of J. Lemke et al.

Political Meetings
Theodore A. Bell, democratic nominee for governor, will be in Anaheim on Friday, Oct. 12th, from 2:30 to 4:30,
during which time he will deliver a political address. He will also speak at Orange and Fullerton, and will travel in an automobile. He will speak at Santa Ana in the evening.
W. H. Langdon, candidate of the Independence League for governor, will speak in this city today (Thursday) at 1:45. He will remain in town until 3 o'clock. Mr. Langdon will travel in an automobile, and will depart from Los Angeles in the morning, speaking at Whittier and Fullerton, in the latter place at 11, leaving at 1:30. He will take lunch at Fullerton. After speaking here he will proceed to Orange where he will speak at 3:30. He will be at Santa Ana in the evening, speaking at Spurgeon's hall.
C. A. Barlow, democratic candidate for congress in the Eighth district, will address the voters at the opera-house the evening of the 19th.
N. A. Richardson of San Bernardino, socialist candidate for congress in the Eighth district, will speak at the band stand (near the post-office) on Friday evening, Oct. 12th.

Hughes is spoken of, although I hardly think a New Yorker will be selected to head the ticket."

General John A. Koster appeals for more cordial support and recognition for the National Guard, and he refers to the patient and timely service given by men and officers in the six weeks following the fire in this city. He admits that some of the men were guilty of "indiscreations" during that period and he fears that prejudice has grown up in the public mind in consequence thereof.
General Koster and the officers of the guard take a just pride in their work, but some of them have with difficulty been dissuaded from resigning their commissions. They believe that the militia has come to

They believe that the militia has come to be regarded with public disfavor owing to the aforesaid "indiscreations" and they have therefore concluded that this state of mind must make their work additionally arduous and difficult, because if the service is unpopular the recruiting of desirable men will be greatly hindered. A right performance of National Guard duty calls for intelligence and training and this implies high character as a necessary requirement of the personnel. To quote General Koster:
"The personnel of a National Guard organization, in order to acquire this knowledge in a comparatively limited time, must of necessity be composed of a class of men of a higher intelligence than in similar organizations of the regular army. To induce these to enter the state's military service it is primarily necessary that it be made as attractive as possible. The respectable citizens, not only of the city of San Francisco but of the state, could by a greater display of interest in the organization render most valuable assistance."

The Bary Berry Co. of Tropico, Los Angeles county, is erecting a 40-horsepower pumping plant on the 80-acre tract it recently purchased three miles north-east of this city. About 50 acres will be set to strawberries and the remainder of the tract to other berries and small fruits, making it one of the largest berry farms in Southern California. The company has incorporated for $50,000 and will spend at least $25,-000 on the property within the next few months. A real estate company of Los Angeles is also building a 40-horsepower pumping plant on adjoining property.
