CLABAU WASHINGTON LETTER [BY OUR SPECIAL CORRESPONDENT.] Washington, D. C., June 24. There is a noticeable state of restlessness among members of the house as "getaway" day draws near. The anxiety to bring the present session to an end is shown by the fact that the house now convenes at 11 o'clock instead of at the usual noon hour, and plans are already being made to hurry the remainder of the work by holding night sessions during the balance of the month. This week there has been a general discussion among the leaders about the work yet to be done and the short time in which it can be disposed of most quickly. If an agreement can be reached on the railroad rate bill and a solution can be had of the statehood problem, the balance of the work will be fairly plain sailing. Many members have "political" reasons for wanting to reach their homes, while others are anxious to get away in order to save a month's rent on their apartment or residence in Washington, which will have to be paid if the session goes over until July. Those in charge of the appropriation bills say that all talk of adjourning before the end of June is misleading, and those who are counting on June 23, or a few days later, will be disappointed. Mr. Woods received a reply from Senator Flint as follows: "Bill provides entrance to agricultural lands within forest reserves of State of California, except Inyo, Tulare, Kern, San Luis Obispo, Santa Barbara, Ventura, Los Angeles, San Bernardino, Orange, Riverside and San Diego counties." The new law therefore applies to this State except in the seventh and eighth congressional districts. The presumption is that these counties prefer to have the agricultural tracts in forest reserves remain intact as affording possible means for the conservation of water supplies for irrigation. No other reason can be thought of at this time, for stock interests as a rule were not opposed to the act.
