The esteemed Santa Ana Register solemnly avers its conviction that our references to that city's fiscal policy, as evidenced by a deficit for the first six months of this year amounting to $11,800, are "ridiculous." The Register sets up the claim that this hiatus is no "unusual condition in growing western towns," and declares it is frequently run across in places where "many improvements demand attention." "Rarely indeed do you find a city in the west (it continues, never turning a hair) that does not each year face just such a situation." That may be the accepted notion of fiscal propriety at Santa Ana, but we doubt if it finds any great degree of favor elsewhere. This deficit, as we have hitherto endeavored to point out, was caused on the one hand by a shrinkage of municipal revenues, and on the other by a failure on the part of the governing body to increase the tithes to figures commensurate with the deficiency. If revenues decrease and municipal improvements be not curtailed, higher taxes must inevitably result. That seems to us to be perfectly plain. How will Santa Ana meet this deficit? First by raising its property valuation at the hands of its newly chosen city assessor, instead of accepting the figures of the county assessor as formerly, and next by a raise in the municipal tax rate. Now it is altogether probable the county assessor will adopt these increased figures, and so the patient taxpayer at the county seat will be caught "going and coming" by the policy now in vogue in that beautiful washed city. The Register says this is ridiculous. Perhaps it is. We ante and pass the buck.
The announcement of George E. Peters, candidate for county recorder, will be found under its appropriate heading in this issue. It is doubtful if a more popular or efficient officer of the county ever tenanted the courthouse. That he will be renominated by acclamation, is indicated by the fact that while there seems to be a multiplicity of candidates for all other offices, none has yet appeared to contest the honors with him. We are anxious to hear his speech to the assembled delegates in Spurgeon's hall when, with the acclaim of the convention ringing in his ears, he sets himself about the task of expressing himself fittingly to those assembled about it. That it will be a good one and live in party annals, we doubt not. The boys in the bleachers will in coming years tell of Peters' mighty hit. If there were nothing before us in the approaching county campaign but Peters, the campaign would inevitably be stale, flat and unprofitable, for there would be nothing to it. He will be renominated by acclamation, and elected by much the same process. The party knows how to reward a competent official, and the voters know how to keep a good man in their service.

The call for the republican primary election will be found in another column of this issue, and will doubtless prove interesting reading to republicans throughout the county. Primaries will be held on Saturday, June 23d, and the county convention the following Tuesday, the 26th, at Spurgeon's hall, Santa Ana. Candidates for all county offices, including assemblyman, will be nominated except superior judge and state senator, and delegates to the state, congressional and equalization district, railroad district and appellate district conventions will be chosen. The convention will be composed of 234 delegates, which will make it the largest convention ever held in the county. Sixty-eight delegates are apportioned to the third supervisor district, as follows: Anaheim 14, West Anaheim 9, Buena Park 10, Fullerton 16, La Habra 3, Olinda 8, Orangethorpe 2, Placentia 6. Primaries will be held at the usual places. The test for voting is not severe. Voters must pledge themselves to support the republican ticket, and no voter who has signed a pledge card to treacherously knife party candidates will be permitted to vote at the primary. We suggest to our readers that they preserve their copy of the call. It contains useful information, and will doubtless be of assistance to them at the inception of a campaign which begins early and bids fair to be filled with human interest until the end comes in November.
Bryant Williams, the present deputy county clerk, will be a candidate for county clerk before the approaching republican convention. Thus far no opposition has manifested itself to him, and he stands to receive the nomination by acclamation. This will be a deserving tribute to a capable and efficient public servant. Mr. Williams lives at Orange and will come to the convention with the united support of his home and
