These relations are not fixed, there being large acreage which is irrigated with surface water when this is abundant but with well water when the streams are low. But the irrigation from developed water alone is increasing, while that from streams is at a standstill, or is shrinking, the flow of certain important streams which are due to rising ground waters having diminished during recent years.

PATHOLOGICAL STATION
The following official statement concerning the pathological station is from the commission appointed to select a site therefor:
A laboratory and experiment station for the study of plant disease is to be established at once in Southern California through financial support furnished by the state that the work may be undertaken by the University of California, as a part of the activities of its Department of Agriculture.
The State Commission for the selection of a location for the pathological laboratory and experiment station, a board consisting of Gov. Pardee, President Benj. Ide Wheeler of the University of California and Professor E. J. Wickson of the chair of Agricultural Practice in the University of California, is now ready to receive proposals in regard to a site. The pathological laboratory must be located in one of the seven southern counties of the state. The commissioners are empowered to select the location, to perfect title to it, and to provide for the purchase of lands or for the receipt of lands as a gift.
When the site has been fixed, either upon land already belonging to the state, upon land presented by communities or individuals, or upon lands purchased, the Regents of the University of California are directed by the appropriation act to proceed with the construction of a laboratory building, to keep and maintain the laboratory, and to receive and manage gifts, leases, or bequests for promoting the purposes of the act.
The Regents are directed to select not less than two experts in plant pathology, and such assistants as may be needed. These men are to have active charge of the laboratory and of the investigations and field experiments. They must reside at or near the laboratory and devise their entire time to the investigations required by the Regents. The results of their work are to be pub-

Their salaries are to be fixed by the Regents.
The State Commission is to select a location, also, which may be on the same lands as the pathological laboratory, or elsewhere if preferred, for a branch Agricultural Station or Stations, to carry on experimental investigations in connection with the other agricultural work of the University of California to ascertain the best methods of agricultural management; for the investigation of fertilization; of irrigation; of improved methods of handling fruits for market; for the introduction of new varieties of fruits; and for such other investigations as may be deemed advisable to promote the horticultural interests of Southern California.
The Commissioners may accept gifts of lands for these purposes or may select lands already owned by the state in Southern California. It is provided that if the station be located at the Whittier State School or at Patton, the site of the Southern California State Hospital, not less than fifty acres of land shall be devoted to the experiment station. Land must be selected which is supplied with sufficient water for its proper irrigation.
The Regents are required to adopt a general plan and schedule before the beginning of each fiscal year which shall describe the investigations and experiments to be pursued during the year, and it is to be the duty of the Regents to receive and consider written statements from individuals and associations in various branches of horticulture, con-

These pre-historic lakes are said to be of very recent origin—that is, cent by the geologists' count—haps 30,000 or 40,000 years old. Few have been found showing the presence of primitive man along their shores and embankments, which many instances are as perfect in tour and as distinct as if the wolf had receded only a few years ago. A mineral discovery has been made in San Diego county that may be worth millions to California. Phosphate rock has been picked up as float near Escondido and samples have been forwarded to the State Mining Bureau for examination.
The value of phosphate rock is that it contains fertilizing material that can be used for enriching the soil. If the rock is as rich as is supposed and the deposit is large the result of this discovery may be to add great values to the mineral output of this state.
Two years ago, according to the report of the United States Geological Survey, the phosphate rock product of the United States amounted to 1,570,288 long tons. The value of this rock was $4,993,912. That is, as will be seen readily, the value per ton ran on the average as high as many low grade gold properties, that, worked economically, are pay-ing largely.
Phosphate rock has never been known to California as a native product until now. North Carolina, South Carolina and Florida have afforded the principal if not the only native supply of mineral fer-
