The Weekly Gazette, ISSUED EVERY THURSDAY Henry Kuchel, Charles Kuchel, EDITOR AND PROVINCE THURSDAY JULY 15, 1890 The communication, from an irrigator, which appears elsewhere will be timely reading to everybody who believes in irrigation and who recognizes the fact that our present irrigating facilities are barely capable of supplying the present demand. Water bus takes into consideration the fact that new irrigators are constantly adding their demands for water; the prospect is not very pleasant, looking three or four years into the future. A careful survey of the field consensus our correspondent and this conclusion is reached by an overwhelming majority of our people, that to organize the district under the Wright bill is the only way out of our interminable water situations. There is a disposition among some irrigators to look with disdain upon the matter, but the reason why is not plain. A low dealightly in the premises many are too busy at this season to take the initiative and the rest of our irrigators seem disposed to persistent with letting matters alone. With a well-digested scheme which insures an unfailing water supply at a moderate cost, such security should be the best in the money market. The experience of those portions of California where irrigation has been tried shows that the greatest increase in the value of land which immediately results, is justified by its increased products, but that will not justify irrigation districts in basing a loan upon the maximum prospective value of the land. That would be to mortgage their future profits at a high rate of interest which would surely be charged on such a loan. On the other hand, bonds proportioned to the present or minimum prospective value of the land would be secured ten-fold by its rise in value and productivity, and ought to command the lowest rate of interest. United States bonds offer no better security than such an investment would afford, and an approximate rate of interest should be obtained. It is not expecting too much that a district with a well-matured scheme of irrigation might raise money at 4 per cent on bonds bearing a small proportion to the prospective value of the property. At that rate settlers on the and lands of the State could bring their farms to a high state of productiveness at a cost which they could well afford to pay; but debt and embarrassment will follow-extravagant and ill planned schemes. The decision by the Supreme Court confirming the constitutionality of the Wright Irrigation Act furnishes the farmers of California with a general and definite system by which they can combine to bring the surplus mountain water to the arid plains. To render this system useful it must be effectively and economically administered. A scheme of irrigation that barrens the participants under debts which the increased products of the soil scarply raise will defeat its object. The cost of bringing water upon any given locality will vary, first, with the natural advantages of the district, and second, with the business ability engaged in the task.
