The Southern California Horticultural Society have received the balance of their State appropriation—$1,250—and finished paying their Pavilion lumber bills.
That chronic nuisance, Juan Baptista, or "Quaty," was arrested by Officer Bohn on Thursday for vagrancy, and sent to jail for sixty days by Justice Bailey.

Result of the Meeting.
Porenant to call, the electors of the Town of Anaheim met on Wednesday night at Mr. Chmenn's establishment, Kroeger's Hall being in use by the Amateur Clash. Mr. T. L. Gannon was called to preside over the meeting, and Richard Melrose was elected Secretary. The Chairman having asked some one to state the object of the meeting, Mr. Montgomery said that he understood it had been called for the purpose of nominating candidates to fill the town offices for the ensuing term. He had seen in the Gazette of that morning a ticket, the paternity of which no one seemed to claim, and no one seemed to know how it came into existence. We want the nominations made publicly, and he believed that the people wanted a hand in making them. He therefore moved that nominations for five Trustees be declared in order. The following were placed in notice: Messrs. Zeyn, Luedke, Werder, Kroeger, Leonard, F. Packs, Korn, D. E. Miles, E. A. Saxton. Messrs. Reiser and Kirby were also nominated, but gentlemen present stated that they were authorized to announce that the gentlemen would not accept the nomination. Messrs. Frank Ey, D. R. Payne and J. Backs were appointed tellers. Forty-one votes were cast, and the following is the result:

Mr. John Fischer was nominated for Assessor, and the formality of balloting again became the duty of the Secretary.
Richard Melrose was nominated for Clek, and with a refinement of cruelty the meeting insisted that he, as Secretary, should vote for himself.
Messrs. Payne, Wartenberg, Schaffer and Bohn were nominated for Marshal. Forty-five votes were cast, as follows:

"The Ladies' Social will be held Presbyterian Church Tuesday evenin-29. Notwithstanding the hard time and harvest, cold and harshe winter, and day and night do so also the season of ice cream and rises has again returned, and we will return next Tuesday night forms as numerous as the delicate abundant. Barley-catting for hay has come the crop fit for grain is reserved part of it; there will not be envoiced in Westminster and Garden home consumption. The Episcopal Social announced for the 1st inst. has been postponed, and will be held at the residence of C. E. Leonard on Thursday, the 8th.
At the request of a number of residents in that locality, the Rev. Mr. Trew will hold Episcopal services in the Centralia school house at 3:30 o'clock on the afternoons of the second and fourth Sunday of each month.
The appeal of Knox, Superintendent of Irrigation, vs. the Board of Supervisors of Los Angeles county, was argued by Ross for respondent and Hutton for appellant in Supreme Court on Monday and the cause submitted.
A movement is in process of formation by which an emigration society will soon be formed, the objective point of which will be Guatemala. The association is composed of some of our best citizens. Los Angeles Commercial.
Wallace Woodworth, Mr. Burns, Mr. Bigelow and Mr. Dupuy, were thrown from a carriage on Tuesday, between Downey and Los Angeles. Mr. Bigelow was severely bruised; Mr. Dupuy had his nose broken, and Woodworth and Burns received slight injuries.
On Wednesday Mr. Mendelson, of San Juan Capistrano, was kicked in the face, head and neck by a horse. He was insensible for some hours, and then wildly delirious for some time. Fortunately, Dr. Crane was on hand, and rendered efficient medical assistance. Mr. M. A. Mendelson, of our town, went to San Juan on Wednesday. He returned on Thursday, and reported his brother as recovering.
The Town Water Works.
The town engine and pump was put to test on Wednesday by Mr. Sorenson. With a pressure of fifty pounds, it pumped 5,230 gallons of water in ninety minutes. It was running on Thursday with a pressure of about 40 pounds, and doing its work well.
Considerable anxiety has been felt as to whether the water in the well would seriously diminish, but no fears are now entertained of such a disaster. During the ninety minutes' run on Wednesday, a record was kept which showed that in the first thirty minutes the water was lowered 38½ inches; in the second 30 minutes, 3½ inches; and in the third thirty minutes, 2 inches. On Thursday the lowering was scarcely perceptible.
Notwithstanding that the tank had been several cases of dress goods, notions, etc., yesterday. Call and examine the new stock to-day.

Considerable anxiety has been felt as to whether the water in the well would seriously diminish, but no fears are now entertained of such a disaster. During the ninety minutes' run on Wednesday, a record was kept which showed that in the first thirty minutes the water was lowered 38½ inches; in the second 30 minutes, 3½ inches; and in the third thirty minutes, 2 inches. On Thursday the lowering was scarcely perceptible.
Notwithstanding that the tank had been empty for three weeks, scarcely a drop of water leaked through. Mr. Wille did a fine piece of work on the tank, as this severe test conclusively shows.
The editor of L'Union sends the following communication to the Herald, in reference to the rencontre published in the latter paper and reprinted in the Gazette:

The present spell of hot weather is causing vegetation to wither rapidly in our neighborhood. From present indications we judge that the grain crop will be very light indeed. Hay harvest has already commenced and will include the greater part of the crops that are worth cutting at all.
There is considerable interest manifested for and against the proposed new Constitution, and a discussion will take place at the Orangethorpe school house on Friday evening, April 25th, on the question, Received. That the new Constitution should be adopted. Leaders appointed by the Literary Society: Mr. Alfred Metcalf, affirmative; H. R. Wiley, negative.
Our Literary Society is strongly supported and well attended. The school will close on May 9th, ending a session of nine months. Below we give the standing average of the pupils for the month ending April 11th, it being an average of their record in deportment, scholarship and attendance. Westminster Items.
PARTIAL CORRESPONDENCE OF THE GAZETTE.
"The Ladies' Social will be held at the Reebytterian Church Tuesday evening, April 1st. Notwithstanding the hard times, seed time and harvest, cold and heat, summer and winter, and day and night do not cease; also the season of ice cream and strawberries has again returned, and we hope the apples have kept pace with the delicacies, and will return next Tuesday night in bodily terms as numerous as the delicacies will be foundant. Our hours are from 7 o'clock, being not later than eleven. There will be short programme, but good for the money. Admittance free."
Barley-cutting for hay has commenced. If the crop fit for grain is reserved, or any large part of it, there will not be enough hay raised in Westminster and Garden Grove for some consumption. If all is cut for hay there will be a surplus for the surrounding towns, and grain will probably be imported from San Francisco for seed and feed. It is hard to say which will pay the best. In any case the amount of grain will be less than for several years. Alfalfa hay will be made in large quantities, and will probably command ready sale. New potatoes are in the market. The crop is a fair one.
Halfway between Westminster and Anaheim the ground is covered with young grass-coppers. We do not, however, think they will do any material damage, except to sheep feed.
Joseph Caldwell has finished a well for Sampson Edwards, flowing 1½ inches at 190 feet.
We are authorized to state that Judge Brunson will speak on the new Constitution in Fountain Valley and Westminster next week, probably the latter part of the week. His well known ability and interest in this section will make everyone eager to hear him.
We have unintentionally omitted to give the names of some new residents of Westminster. As they had not applied for registration we were not aware of their rettilent. An attempt has been made to purchase the apparatus of the Garden Grove cheese factory and to establish it here, where there are more cows. The factories in Central California are paying institutions, and if farmers could see their way to take hold of this, it would greatly relieve the depressed butter market.
The Registrar has entered fourteen new names on the County Register for the coming election. A full vote will doubtless be polled and it will be a good guide to the number of
Good Bread from Odessa Flour.
Barton Garrett—Mr. Miller gave us a sample of Odessa wheat flour for a test in order to give it a fair trial. The cook handled it at the same time and in the same manner with a baking of Starr's Extra. It sponged as well and as readily as the other, and to the taste was very good—on good or better than the white wheat flour bread. It has a good sweet, native wheat taste.
We have down about 15 acres, none of which was grown very early, a part of it very late. It is looking well for wheat of its age and the chance it is having. Respectfully, N. D. and D. M. Harwood.

No one can vote whose name does not appear on the printed register election day.
If no great change comes, Westminster precinct will favor the new Constitution by a two-thirds vote. But our people are intelligent, and there is still time far them to understand the mischief to all classes and to all industries which this instrument will work.
The many friends of Mrs. Webber, widow of the late Rev. L. P. Webber, will be pained to hear of her serious illness in New Jersey, and that her recovery is not expected.
LOCAL OPTION.
We understand t' at many votes will be cast for the new Constitution on account of its local option clause i.e. permitting any city, town or township to decide whether it will license any drinking saloons in its bounds or not. If the right was unequivocally asserted in the new Constitution, we could overlook and swallow a great deal for the sake of it. Of all the woes in this State and every State, the woe of drinking and drunkenness sends up the loudest and most pitilable wail. It is estimated that there are over 8000 drinking saloons in California, and who can estimate the evil they do, and what they cost the State in loss of productive labor, the misery and poverty of families, the crimes committed and the cost to be met by taxation. Yet we would not favor at present a prohibitory law. Local option simply prohibits within certain boundaries the licensing and opening a saloon when a majority of the people say they do not want it. In the question of a nuisance and an evil let the majority rule. Now this subject came squarely before the Convention by immense petitions, and it was squarely rejected. So much worse for the Convention and the Constitution they framed. But t' ey adopted following: "Any county, city, town, or township may make and enforce within its limits all such local police, sanitary and other regulations as are not in conflict with general laws." And the lawyers of San Francisco say this will include local option unless presented by general laws. Our solos have cumingly taken out the meat and offered us the shell. If the Legislature pass a general license law, that is the end of local option, until the next Legislature. If one Legislature favors it, then we may have it until the next one, and so on. It will not take the temperance question out of politics, but it keeps it there, ready to be submerged under the supposed pressure of greater interests, and involves a continual fight. What we want and what we must have is local option secured to us by Constitutional enactment, protected from chance majorities in Legislatures. Under either Constitution this will involve an amendment. But under the new effort will be nearly hopeless, for the saction interest, like the railroad, has only to control one third of either house of the Legislature to prevent its being sent down to the people. Will not our temperance friends think of this? They at least think soberly. The clause we think, was meant as a bait!
