Southern Californian AND C. KROX...EDITOR. SATURDAY...SEPTEMBER 5, 1874 The successful termination of Mr. Henry's endeavor to obtain artesian water will be a great thing for Anaheim. The attempts heretofore made have been frustrated by coming in contact with a stratum of earth, filled with large boulders, and it was generally believed that on that account artesian wells could not be obtained in the immediate vicinity. Mr. Henry's well however, furnishes satisfactory proof that the belief was unfounded. The Board of Regents, yielding to some extent to the pressure of public opinion regarding the removal of Professor Carr, have prepared a series of charges against that gentleman. These charges are: That he is incompetent; that he is uncleanly in his person; that he drinks too much; and that he has been inciting hostility among Grangers against the University. Were it not for the last charge, one might be tempted to believe that they had mistaken the beams in their own eyes for an imaginary mote in that of Professor Carr. In noting the retiring of Capt. Robt. N. White from the agency of the Anaheim Lighter Company, we feel it our duty to make mention of the efficient and satisfactory manner in which he has worked to advance, not alone the interests of his company, but those of shippers as well. The fact that the Lighter Company have entirely relieved themselves of a heavy load of debt during his term of service speaks more forcibly than ought else in behalf of his business fact, whilst the general regret, experienced at the announcement of his resignation, shows UNDERSERVED CENSURE. The Los Angeles Express of Tuesday in an article referring to the organization of the Los Angeles Coast Railway Company, insuddenly makes certain admissions, which have long been recognized as truths outside of the section, directly interested. The Express states that; "The great oppression of which our people complain is lighterage. As long as there existed a hope that ship and rail could be brought together at Wilmington, they were willing to bear the great burthen imposed on commerce by unavoidable lighterage." It is true that these remarks are followed up by a covert attack upon the Southern Pacific Railway, whose chief source of offending appears to be a refusal to connect its Wilmington terminus with the wharf of the Co-operative Wharf and Warehouse Association, and that the directors of that railroad are saddled with a charge of continuing an oppressive system, which in all candor should be attributable to the natural defects of the locality in question. Admitting that the allegations made against Messrs. Stanford & Co. of selfishness and indifference were true, still it can not be denied that the "half million of dollars" expended by the Federal Government upon the Wilmington works has been productive of no visible practical benefit, that lighters are necessary to trans-ship freight, even from the wharf of the Cooperative Association, and that the Steamship Companies are equally culpable in not constructing light draught steamers, capable of running on a heavy dew. It is a singular phase of California feeling that in its likes and dislikes, in its praise or censure it is always in the extreme. When the question of subsidy was first agitated in Los Angeles County there was no limit to the lighterage charge. This can be advantageous account of the taxing interest on boating done away with was called into comodation for neither intended institution or most endearment to best ciple upon which it stands. Among the Steamer Pacific We present to our readers today a communication, rendering much interesting information regarding the past history of the Anaheim Lighter Company. The Company certainly deserve great credit for the praiseworthy manner in which they have hitherto transacted the shipping business of this section, and we are pleased to learn that they have so largely added to their forwarding accommodations. In this section however, rapidly increasing as it daily is in wealth and population, there is ample work for both a lighter company and wharf, and we trust therefore that the financial soundness and prosperity of the former company will serve to add a new impetus to the wharf enterprise. The tender-heartedness of a British jury, when the matter in question involves the peace of mind of the gentle sex, has been time and again a fruitful theme for the satirist's pen, but it is seldom that truth exceeds caricature. In a late case, occurring in London however, the exception to the rule has been made. The defendant in a breach of promise suit was a lodger in the house of the parents of the plaintiff, and during a temporary absence from home, wrote the fair damsel, earnestly advising her to "take some beer every day," and that "he had left his tooth-brush, which she could use until his return." Such convincing proofs of matrimonial intent needed not assistance from the eloquence of a Buzfuz, as the Jury without retiring found for the plaintiff in £250 damages. The mass meeting, held at Memphis on Friday of last week to express the indignation of the representative South at any resort to lynch law, and which was especially called to denounce the murderers of the colored prisoners taken from the Trenton jail, is fitting rebuke to the uncalled-for and sensational assertions that are being constantly made by numbers of Northern newspapers to the effect that the South is insufficient ripening for riot lighters are necessary to trans-ship freight, even from the wharf of the Cooperative Association, and that the Steamship Companies are equally culpable in not constructing light draught steamers, capable of running on a heavy dew. It is a singular phase of California feeling that in its likes and dislikes, in its praise or censure it is always in the extreme. When the question of subsidy was first agitated in Los Angeles County there was no limit to the good to be derived from a business agreement with the directors of the Southern Pacific Company. In consequence of this unanimity of sentiment in their favor the propositions of the Company were accepted. In consideration of a sum equal to five per cent of the taxable property of the county the railroad company agreed to build fifty miles of road, and further offered as a bonus to construct a branch to Anaheim within a specified time. The Company has built fifty-three miles of road and will have the Anaheim branch completed almost one year before its moral obligation compels it. It has fairly and honestly earned its money and, if its views of its own business requirements are deemed inimical to the interests of the public, they can find a remedy in action. It is bad taste and non-beneficial to seek that remedy in abuse. [Communicated.] THE ANAHEIM LIGHTER COMPANY. EDS. CALIFORNIAN.—In view of the improvements recently made in the shipping facilities of the Anaheim Lighter Company, I would beg the indulgence of a small space in your columns to briefly review the history of that Company, and to make some mention of its past, present and future action. The Anaheim Lighter Company was originated in 1864 with a capital stock of $10,000, divided into two hundred shares of $50 each. One hundred and seventy shares of this stock were sold, the balance remaining to this day in the hands of the Company. The purpose, for which the Company was originated, was in order to establish upon the co-operative system a private landing for the benefit of the proprietors of the Anaheim vineyards, and it was not until some years subsequently, and after a large immigration had settled in this section that its receipts were partially drawn from other than the vineyardists. Although the business affairs of the Company were conducted as closely and economically as possible, for several years the annual income proved insufficient to defray actual expenses. The mass meeting held at Memphis on Friday of last week to express the indignation of the representative South at any resort to lynch law, and which was especially called to denounce the murderers of the colored prisoners taken from the Trenton jail, is a fitting rebuke to the uncalled-for and sensational assertions that are being constantly made by numbers of Northern newspapers to the effect that the South is rapidly ripening for riot and revolution. The hoodlums of San Francisco and Sacramento have never been mentioned as representatives of either the social or political life of the Pacific Coast; whilst every riot in a Southern State is directly and baselessly charged to a spirit of disaffection. In reality the disordered condition of the Southern States results, not from a prudent desire by the true representative South to nullify the action of the Federal Government, but from the fact of that Government having placed in the hands of ignorance and superstition the power to do much and serious evil. In our promises of railway construction we, the people of Los Angeles county, are as we expect to become through the influence of the Herald—mighty; but, as we recall to memory the names of the San Bernardino and Newport, the Anaheim, the San Diego and Los Angeles, the Los Angeles and Independence, and the Truxton railroad incorporations, we regretfully acknowledge that as yet the performance has been nothing. These roads were originated by men of business and enterprise, man who knew what they were about, and who were about to build a railroad. This week the Los Angeles Coast Railway, fifteen miles long, and with a subscription list of already over fifteen thousand dollars, has been called into existence by men of "business activity and tireless energy," men who know what they are about, and who are about to build a railroad. Merely for the sake of appearances, if for naught else, we earnily and honestly hope the present corporation may successfully pass this Charphelis of Los Angeles county railways—the "about" whirpool, which has engulfed the entire number of its predecessors. In addition the loss of a lighter occurring, the Company became so heavily involved that it became necessary to increase the capital stock to $20,000. To do this, each share was made $100 cash, and was fully paid up. Most persons, unacquainted with the expenses attendant upon this business, and with the hazards consequent upon a continuous struggle with wind and water, deem lighterage charges exorbitantly high, and consider the system one of oppression to the producer, but a careful investigation of the history of this Company will clearly demonstrate the contrary. None of the officers have ever received any remuneration whatever; the business has been managed on the most economical scale possible, and now for the first time in its existence the Company is free from debt. The shipping community is prone to complain of the high tariff of charges, but an inspection of the rates, maintained by the Company, will show that no distinction has ever been made in favor of the stock-holder against the outside producer. For example, the shipment of grain costs per ton $150, whilst the vineyardists, comprising the original and a majority of the present stockholders, are charged for each ton of wine $3.22. It is a well-known fact that of the two articles a ton of wine is much more easily handled; therefore if any discrimination is made it is in favor of the shipper of grain and against the stock-holder. In view of the increased requirements of shipping trade of this section the Lighter Company has recently purchased an additional lighter, and is rapidly placing itself in a position to transact promptly all the business which may now and hereafter present itself. As soon as necessary repairs, which are now in course of completion, and the new lighters are paid for, a new and greatly reduced schedule of lighterage charges will be adopted. This can be advantageously done by means of increased business and on account of the tax, produced by paying interest on borrowed capital being now done away with. The company was called into existence as an accommodation for this section, and being neither intended as a money-making institution or monopoly, will always endeavor to best carry out the principle upon which it was founded.
