The Water Question.
Before the late rains, the best method of raising means to construct a ditch, by means of which the whole valley, lying west of the Santa Ana river, could be irrigated, was the sole topic of conversation upon the streets. All were seemingly o much in earnest that everal tracts of land situated near the foot-hills, were sold: the parties purchasing feeling assured that the ditch would certainly be built. Since that time however copious and seasonable rains have fallen, making the prospect of an unusually large crop of grain almost certainty, and now that there is no necessity for the immediate construction of an irrigating canal, the subject is completely ignored. The experience of the farmers during the past three years should have taught them that they must endeavor to render themselves independent of rain, that good seasons they must prepare for the dry years which will undoubtedly come, and that their future success depends in a great measure upon an artificial supply of water. This indirect advantages which would accrue to the community—the increase in wealth, in population and in commercial importance—by the construction of this canal, have been ably set forth in a series of articles upon the manufacturing resources of the valley, written by J. M. Guinn of this place, and published in the Southern California. All, both in town and country, are cognizant of the correctness of Mr. Guinn's views; all appreciate the importance to each one individually of having a reliable means of irrigation, but, though all are ready and willing to assist, no one will take anything seriously at a law firm suffering damage thereby. With the result therefore, to a youth if he has never been actually undoubtedly neglected to me either a useful or an armament of society? The Libel Suit of Calisher vs. Miller.
In country villages it is but seldom that a journalist is required to record attempts at black-mail. When such cases do occur, we deem it to be his bounden duty to censure in no measured terms, not only the act itself, but the existing causes which render possible such an attempt. Champerty—or the maintenance of a lawsuit, with an agreement to divide the thing in suit, in case of success—was, and is now, held in abhorrence by the bar of England. An attorney, suspected of such deeds, is looked upon with scorn and contempt; an attorney, proved guilty of the practice, is stricken from the rolls and soon sinks to the level of the lowest classes. The California Vine Groweration of Sacramento have appointed Dressel, of Sonoma, to represent interests of California in the West to commence at Vienna on the next April. In a circular ad vineyardists, they solicit control of different varieties of wine and manufactured. We quote from circular.

like all new countries, has still to eradicate
many evil customs, of which this is one of

are but few of the old residents of this
State who do not remember some instance
wherein a lawsuit, instigated by some
shrewd, unscrupulous pettifogger, has involved in ruin innocent and unoffending
parties. Only a few months ago a man of
the vilest antecedents, whose only aspiration was to be a vampyre upon the dregs
of society, brought suit against a citizen of
this town for defamation of character. The
allegations made in the complaint would
have held equally good against any resident of the place, for there was but one
opinion about his character. To save the
trouble and expense of a lawsuit, however,
the matter was compromised—which was
all that the vampyre and his legal statellite
desired.
At present, there is another libel suit of
the same kind in progress. Geo. Miller,
the proprietor of the Star restaurant, was
robbed, a few weeks ago, and, just after
discovering his loss, accused young Calisher of stealing the money. For this,
Calisher sues Miller for defamation of character, laying his damages at ten thousand dollars. This young man, who has assumed the name of Calisher, without a legal right to do so, has evidently been badly
advised. No one, not even the most upright, can submit their character to the

Washington, Feb. 11—The House Committee on Commerce have inserted in the River and Harbor Appropriation bill instructions to the Secretary of War to have surveys made with a view to harbor improvements in California. It includes Esler's Bay, Santa Barbara county.
A bill was introduced in the House yesterday, to amend the act incorporating the Texas Pacific. It is precisely similar to that introduced in the Senate last week. It provides that the Texas Pacific may connect with and consolidate with or lease any railroad at either end of their road, to make through connection to San Francisco.

In the House, the Sundry Civil Service Appropriation bill was made the special order for Wednesday; and the River and Harbor Appropriation bill for Monday.
The bill amending the Postal Laws passed. It provides that after July 1st letter postage shall be two cents, and daily papers, not exceeding four ounces, fifteen cents per quarter.
In the House, the Committee on Appropriations have agreed to insert in the Sundry Civil Service Appropriation bill $50,000 to construct a military telegraph from San Diego to Fort Yuma, and thence into the interior of Arizona.
Norfolk. Feb. 12.—The steamer Ariadne, from New York to New Orleans, went ashore. She is a total loss. The passengers are safe.
Washington, Feb. 12.—The Senate and House are busy counting the electoral votes.
New Orleans, Feb. 12.—Members of both Legislatures have met and are endeavoring to compromise the trouble.
