RULES OF THIS OFFICE
All Communications, Marriages, Deaths and Advertisement should be sent to the Office prior before Thursday morning. In order to insure their publication on the following Saturday morning.
Feeling.
The cost of fencing is one of the most serious difficulties that the farmer has to contend with. In the old states it is nearly equal to the value of the land. In the State of Illinois alone the expense of the present system of inclosures is estimated at $125,000,000. We should call them exposures instead of inclosures for in nine cases out of ten the fence is not needed to keep stock in but to keep it out. Nicholas Biddle many years ago in an agricultural address at Philadelphia, declared what was then a new idea, that the primary object of a fence was to keep animals within an enclosure and not to keep them out of it. The principle is reasonable and just. The old law maxim "Si utere tuo, et alienum non lardas," so use your own as not to injure that of your neighbor, is but another expression of it. Two men for instance live side by side. One is a farmer, the other a stock raiser. The farmer's property hurts no body His grain, fruit and vegetables grow quietly His few cows, pigs and chickens are almost invariably kept up, taken care of and not allowed to destroy the property of others. He uses his own so that it shall not injure that of his neighbor. But mark the principle the other man goes upon as illustrated by the usual method of California stock raising. He raises no grain, no fruit, no vegetables, improves no land. Which man is right? which is the more useful member of the body politic? which supports churches, schools and makes the permanent improvements that add to the national wealth? under whose influence has southern California thrived and risen from the position of semi-barbarism that marked it a few years ago? Compare the chances of a man opening a farm here, with and without a fence. The land can be bought comparatively cheap and on easy terms. He needs little house-shelter and little clothing. If he has no money after making the first small payment on his land, he can get credit, until harvest, for store supplies. But if it is necessary to fence, this entails an expense that none but a rich man can meet. Lumber is high and is besides a cash article. Even if he himself does all the hauling, carpenter's work etc. of making the fence the bare cost of the material, is more than most men can stand. To put a cheap three board fence around a quarter-section farm would require an immediate cash outlay of not less than $1,000 besides all teaming and labor of construction. We desire to call the attention of our members of the Legislature to this question for it is a measure of reform that has been promised and the people expect that it will be fulfilled. There are three men to whom Los Angeles county particularly looks for assistance, the men whom she has honored with her choice to represent her in the Legislative body.

If the farmer can be protected against the depredations of roving stock, within fencing, the number of cultivated farms in this county will probably be increased one hundred per cent within the next two years.
People vs Kipp.
On Friday 29th ult Nicholas Kipp residing some three miles east of Anaheim, on the Santa Ana river, was arrested on a charge of rape, alleged to have been committed upon the person of Minerva Wilson, a girl between 15 and 16 years of age whose parents reside three quarters of a mile from Kipp's ranch upon the farm of Mr. Watson. Kipp was brought to town Friday evening by Mr. Wilson and others, surrendered to the officers of justice, and lodged in jail. Saturday morning the case was called for a preliminary examination before S. J Davis Esq., Justice of the Peace, and upon motion and affidavit of prosecuting witness, hearing continued
