LEGAL NOTICE
AN ORDINANCE PROVIDING FOR THE HOLDING OF A SPECIAL MUNICIPAL ELECTION IN THE CITY OF ANAHEIM ON TUESDAY, THE 3RD DAY OF FEBRUARY, 1925.
WHEREAS the Clerk has submitted to the Board of Trustees of the City of Anaheim a Recall Petition demanding the election of a successor to E. H. Metcalf, E. Knipe, Dean W. Hasson, and A. A. Slaback, the persons sought to be removed from office by said Recall Petition; and WHEREAS, the Clerk has submitted to the Board of Trustees of the City a Recall Petition demanding the election of a successor to Godfrey J. Stock, the person sought to be removed from office by said Recall Petition; and WHEREAS, said Recall Petitions were filed with the Clerk of said Board, and were found by qualified electors of said City equal in number per cent of the twenty-five (25) within said City for all the candidates the offices occupied by the numbers sought to be removed at the last preceding regular municipal election at which offices were voted for.
WHEREAS, said Recall Petitions contained a statement of the recall on which the removal or to such purpose paper consisting made by a qualified elector of said City and sworn to before an officer competent to administer oath that the affiant circulated that particular paper and was appointed the signatures thereof; and that according to the best information and belief of the affaint is the genuine signature of the which purports to be submitted, and of a qualified elector of said City; and WHEREAS, within ten (10) days of the date of filing said Petitions the Clerk examined, and from the records of registration, ascertained that said Petitions were signed by the requisite number of qualified electors, thereupon he attached to said Respects his certificate showing that as a result of said examination he found said Petitions to be sufficient.
NOW THEREFORE, the Board of Trustees of the City of Anaheim do ordain as follow:
SECTION 1. A special election is hereby called and ordered to be held in the City of Anaheim State of California, on Tuesday, the 3rd day of February, 1925, for the purpose of submitting to the intersection with the extended North line of the 15 foot alley lying north subdivision as shown on a map recorded in Book 7, Page 20. WHEREAS, within ten (10) days of the date of filing said Petitions the Clerk examined and from the records of registration ascertained that said Petitions were signed by the requisite number of qualified electors, whereupon he attached to said Petitions his certificate showing that as a result of said examination he found said Petitions to sufficient.
NOW THEREFORE, the Board of Trustees of the City of Anaheim decided as follows:
SECTION 1. A special election is hereby called and ordered in the City of Anaheim, State of California, on Tuesday, the 3rd day of February, 1925, for the purpose of submitting to the qualified electors of said City the question with respect to E. H. Metcalf be recalled from the office of member of the Board of Trustees of said City, long term. Emory Knipe be recalled from the office of member of the Board of Trustees of said City, long term. Dean W. Hanson be recalled from the office of member of the Board of Trustees of said City, short term. Anita Shabah be recalled from the office of member of the Board of Trustees of said City, short term and Godfrey J. Stock be recalled from the office of member of the Board of Trustees of said City, long term. Said special election shall be held and conducted, and the votes there received and canvassed, and the returns thereof made and the result thereof determined and declared according to the laws of the State of California providing for and governing the recall of elective officers of incorporated cities and towns, and the polls for said election shall be remain open during the time required by said laws.
SECTION 2. Nominations or said offices under said recall election shall be made by petition in the manner prescribed by Section 185 of the Political Code.
SECTION 3. The ballots to be used at said special election shall be such as may be required by law to be used thereat, and in addition any other matter required to be printed thereon by law shall appear thereon by law as required by law.

the right of each voter shall indicate by stamping a cross (X) his vote for or against said recall.
On such ballots, under each such question, there shall also be printed the names of those who have been nominated as candidates to succeed the person recalled, in case he be removed from office by said recall election; but no vote shall be counted for any candidate for such office unless the voter also voted on such question of the recall of the person sought to be recalled from said office.
A cross (X) stamped in the blank space at the right of the word "Yes" shall be counted as a vote for and in favor of the recall of said official; and a cross (X) in the blank space at the right of the word "No" shall be counted as a vote against such recall.
SECTION 3. Sample ballots containing the matter required to be printed on the official ballot, also a card stating the location of the precinct polling place of each elector, shall be supplied to the electors of said City by the City Clerk, but the failure on the part of any elector to receive such sample ballot for such notice, shall not be held to invalidate or affect the election in any manner.
In addition to the matter required to be printed on the official ballot, upon the sample ballot there shall be printed in not more than two hundred (200) words, the reasons set forth in the Recall Position for demanding the recall of said official, and upon the same ballot, in not more than two hundred (200) words, the officials may justify their course in office.
If a majority of those voting on such question of the recall of any incumbent from office shall vote "NO", said incumbent shall continue in said office; if a majority shall vote "YES", said incumbent shall thereupon be deemed removed from said office upon the qualification of his successor.
SECTION 4. For the purpose of such special election, the twelve voting precincts heretofore created and established by the Board of Supervisors of the County of Orange as the election precincts for that said City of Anaheim and adopted by order of said Board of Supervisors, together with their territory annexed to said City on Anaheim at a special election held on the 29th day of July, 1984, designated as "Industrial Site Addition" and described as follows—Beginning at the point of intersection of the center lines of Patt Street and La Palma Street as shown on a map of the Gressweaver subdivision recorded in Book 5, Page 47. JAPANESE WRITERS
TOKYO, Dec. 30.—In an interview today with Japanese news-papermen, Foreign Minister Shidehara advised Japanese newspapers not to stir up questions over the United States Pacific naval maneuvers and the immigration law.
He declared such agitation was detrimental to international relations and likely to have a "grievous outcome."
The foreign minister declared that Great Britain's Singapore naval base project was not intended as a menace to Japan.
Discussing the immigration ban, Shidehara said Japan had never been informed that the United States considers the immigration question a closed incident. He claimed that he believed the exclusion law was a bounder and thinks that America will some day recognize it as such and rectify the error.
In the meantime, he warned the Japanese newspapers, Japan cannot force the United States to re-issue the ban. Shidehara said that he has a plan for the reopening of the issue.

Major Gen. Charles P. Summerall, who will succeed Major Gen. Robert L. Bullard on Jan. 16 in command of the 2nd Corps Area, during the World War commanded successfully the 1st Field Artillery Brigade 1st division and 5th, 9th and 10th Army Corps of the American Expeditionary forces.
The new commander at Governor's Island is one of the general officers recommended by General Pershing in his final report as Chief of Staff or promotion to the permanent rank of Lieutenant General. Gen Bullard, who held the higher rank before the armistice and for some time thereafter, is another.
Gen Summerall was born in Lake City, Flanders appointed to the military academy from that state in 1888. He was a Colonel of artillery when the United States entered the World War. In addition to active participation in the hostilities in France as Brigade, Divisional and Corps Commander, Gen. Summerall represented the United States on the Inter-Aliied mission appointed by the Supreme Air Council.
Upon his return to the United States Gen. Summerall commanded the First Division at Camp Taylor, Ky., and Camp Dix, N.J. On Aug. 5, 1924, he was assigned to command the Hawaiian Department. On Oct. 2, 1924, he was detailed to command the Eighth Corps Area. His quarters at San Antonio, Texom which post he will go to Garnor's Island next month.
Gen Summerall will be succeeded at San Antonio by Maj. Gen. Ernest Hinds, now command of the First Division.
SERIOUS EPIDEMIC
LONDON, Dec. 30.—A mysterious epidemic is sweeping the Persian-Afghanistan border and 200 persons have died in the last 10 days, dispatched from Allahabad relate.
Doctors have been unable to diagnose the disease. The victims oring for tickets that they cannot bleed at the nose and mouth and their bodies turn yellow.

SAN DIEGO, Dec. 30.—Search was being made today of the waters of Mission Bay for the bodies of Claude and William Warren brothers, drowned yesterday when a row boat capized. It was believed possible that the bodies may have been swept out to sea.

LONDON, Dec. 30.—For the most part the English press was cautious today about the Rhine evacuation situation. The Morning Post, however, published an article by Brig. Gen. H. J. Morgan claiming that Germany has masked her reserve military strength. He contends that Germany has almost 500,000 fighting men in reserve.
