SAY BANDITS CAST VICTIM OVER WALL SAN FRANCISCO, Dec. 30.—Police from the Richmond station were today searching the ocean front in the vicinity of the Cliff House for the victim of bandits who are reported to have thrown a man over the sea wall after beating him into unconsciousness when he resisted their attempt to hold him up. Pedro Rodriguez told police he and a man he knew as "Pete" were held up and that when his companion resisted he was beaten unconscious with a blackjack and thrown over the sea wall. It is 50 feet to the ocean below at the point where the holdup is said to have occurred and a strong undertow probably carried the body to sea. PREDICTS DAWES PLAN WILL PAIL BERLIN, Dec. 30.—Failure of the Dawes plan for the rehabilitation of Germany was predicted today by Foreign Minister Gustav Stresemann unless the allies withdraw their troops from Cologne. The minister made the statement to foreign newspaper correspondents. "If the allies remain in the Cologne zone without endeavoring to compromise or find a possible solution for later simultaneous evacuation of the Ruhr and Cologne, then it will mean complete bankruptcy of the conciliatory policy which led to the acceptance of the Dawes plan," he said.
