PAY RESPECTS TO LATE SECRETARY WASHINGTON, Oct. 27. -- The wheels of government slowed down and stopped today as a mark of respect for Secretary of Agriculture Henry C. Wallace, who died late Saturday after a brief illness. By executive order, all governmental departments were closed from 9 a.m. until 1 p.m., the period covering the time of the funeral services at the White House. Howard M. Gore, assistant secretary, who is the Republican candidate for governor of West Virginia, has abandoned all speaking engagements and returned to the capital to carry on the work of the department until President Coolidge designates Wallace's successor. His campaign in West Virginia, he said, will be carried on by friends. Early today the body of the late cabinet officer was removed from the Naval hospital, where death occurred, and taken to the stately East room of the White House, where the bodies of other government notables have lain in recent years. There, at 11 o'clock, the President and Mrs. Coolidge, cabinet officers, senators and other officials, gathered for the simple funeral services that proceeded the remains being taken to Des Moines for burial. Arrangements were made for employees of the department to view the body of their late chief between 12 and 1 o'clock. SENTENCE RIOTERS FREDERICK, Md., Oct. 27. — Jail sentences were meted out here today to one woman and 11 men for their part in the tarring. DECLARES GRACE IS DIVINE POWER The Sunday morning sermon at the Undenominational Church of the Lord (Holiness), 511 North Olive-st, was preached by Miss Eleanor Heughan, assistant pastor, from I Corinthians 1:4: "I thank my God always on your behalf for the grace of God, which is given you by Jesus Christ." The grace of God here, Miss Heughan said, includes the complete plan of human redemption, justification, sanctification, and the filling of the Holy Ghost, with the gifts and graces of the Spirit. She said that modern theologists have the word "grace" turned around, teaching that we need not keep the commandments of God because we are not under the law, but under grace. That is not the meaning at all, she said. Grace is divine power given unto us whereby we are able to keep those commandments, and be obedient unto God in all our ways, that "the righteousness of the law might be incarnated in us who walk not after the flesh, but after the Spirit." (Mom. 4.) Miss Heughan preached at the evening service from II Timothy 3:12: "Yea, and all that will live godly in Christ Jesus shall suffer persecution." She told the church that this is encouraging, that "unto us it is given in the mouth of Christ not only to believe on Him but also to suffer for His sake" (Phil. 1:29). She said that if a Christian thinks he is going to get through this world without being condemned by the devil and by ungodly people that he is sadly mistaken, but that none of these things shall daunt him. Mrs. Mary Shanks, who took a prominent part in the tarring party because Dorothy "vamped" her husband, received two sentences of nine months each, one for rioting and one for tarring and feathering. Each proposal or bid must be accompanied by a check certified by a responsible bank in an amount equal to not less than ten per cent of the amount of said bid, or a bond in like amount, executed by two good and sufficient sureties, who shall justify in double the amount of said bid in unnumbered property within the state of California, (other than property exempt from execution) or by a corporation authorized to execute bonds and undertakings within the State of California, which check or bond shall be made payable to said City of Anaheim, and the same shall be forfeited to said City as liquidated damages, if within ten days after the acceptance of any such bid, the bidding fails to enter into a contract with the City of Anaheim for the furnishing and delivery of said water pump. The successful bidder must, within ten days after the contract is awarded to him, enter into a contract with the City of Anaheim, providing for the sale and delivery of said water pump in accordance with Christ Jesus shall suffer persecution." This ought to encourage us to press on, she said, and not worry over the petty little trials that we encounter. Prince Tired by Strenuous Holiday NEW YORK, Oct. 25. Looking tired as the result of his strenuous vacation in the United States and Canada but declaring himself fit and regrettable of departure, the Prince of Wales sailed Saturday aboard the White Star liner Olympie for Southampton and London. The prince landed from the Canard liner Berengaria on Aug. 29 and with the exception of a brief full while he visited his Alberta ranch, spent a great deal of his time in dancing and riding. The last of his holiday was spent in Massachusetts, where he participated in a drag hunt, following which he boarded a special train for New York. Arriving here amid great secrecy, there was no crowd to greet the British heir when he entered an auto at the Pennsylvania terminal and was taken to the White Star line pier. Only a few persons recognized him. At the pier the prince was greeted by Sir Esme Howard, British ambassador to the United States and Captain Frank Howarth of the Olympie. "My stay in the North American continent has been a very interesting and happy one," the prince said before leaving. "I am sorry it is over and look forward to returning." COUNTY NOW HAS BEST DRAINAGE Orange-co can now boast of the most modern drainage system in California, according to Farm Avisor H.E. Wahiberg. Orange-growers were given an opportunity to see the actual construction operations of this system at 2 p.m. Saturday. A tour had been arranged by the Farm Bureau office and R.L. Loueks, engineer of the project, to start at the Stanley Concrete Pipe Plant on Ocean ave. 1½ mile east of Garden en Grove. The interesting points that were observed on the trip included inspection of a concrete pipe plant making pipe under rigid specifications for drainage purposes. Two huge ditch digging and tiling machine were seen in operation and some of the construction problems encountered in quicksand substrata. The system being installed by the Newhope Drainage District at a cost of $160,000 will use 2 miles of concrete pipe from 8 to 50 inches in size. The entire system will be covered. No open ditches will mar the landscape and obstruct right of ways. Sand boxes and large manholes will be shown to the growers, demonstrating efficient control of the drainage waters. A large stream of water will be seen discharging from the cutter—almost 150 inches of water, and this from only one-half of the system which has been installed to date. The Newhope district embraces about 4000 acres adjacent to the Santa Ana river on the west side, extending approximately from Ocean ave on the north to Talbert-rd on the south. The west boundary is roughly Verancave ave., south of Garden Grove. The letter, according to Dr. W. E. Ogden, county physician, complained that Suder had not treated the girl as a father should treat his daughter and that marks on her body would prove that assertion.
