CRIMINALITY'S COST IS HUGE
Crime costs this country far more than war. It entails an annual burden of $10,000,000,000, according to expert estimates. This is from 14 to 16 per cent of the total national income of the United States. It is three times as much as Congress appropriates each year to carry on the government. One per cent of the population—or about 1,000,000 persons—is criminal. This means that each criminal costs the country $10,000 a year on the average. About 200,000 of this big army of criminals are in jail, prison or reformatory all the time.
This is alarming. It denotes a condition that is menacing to the social and economic life of the Nation. It burdens the honest, law-abiding people of the land with taxes, to maintain courts, police and constabulary, prisons and reformatories. It means that this big army of criminals, not only are a positive burden to society, through their crimes, but they are a burden in that they are non-productive. If all these criminals were honest and were honestly employed in useful industries, they would produce millions of dollars annually. So the country loses both directly and indirectly because of their criminality.
It behooves all reform workers to consider the vast menace that is entailed by the swelling ranks of the criminal class. Criminality should be combatted in every way possible—particularly by moral training of children in homes and in school.

PAUL PAINLEVE
The recent forced suspension of the French chamber, the seat to occur within a few days, has again brought the presence of the chamber, Paul Painleve into prominence.
Paul Painleve is a scholar for cook teaching for post-When he first came into prominence in 1900 he was proclaimed at the Ecole Polytechnique had been elected a member of Academy of Science. He was clairifying in physics and mathematics in 1910, when he cided to stand for the Fifth roundissement of Paris and elected. Before he accepted first portfolio, the Portfolio ofventions in October, 1915, he been reported of the Naval Board in 1911 and chairman of the val committee in 1914.
When the Briand cabinet reorganized in December, the Portfolio of War was of Painleve, but he declined it to accept it a few months later. March, 1917, from the hard Ribot.
It was then the beginning of defeatism wave in France, found dismal expression in multinies at the front after costly experiment of Nivelle Champagne in April, 1917. Leve succeeded Ribot after months and tried, for a time govern with Ribot and without Socialists. But the incubus Malvy in the Department of Interior proved too much. In November, came the revelation and with them the "Tiger."

POLITICAL FIRE FIGHTING—Modesto Heald
There is always a ridiculous side to any emergency and such a development has, of course, come to pass in the present effort to stem the tide of the forest fire evil. It is in the nature of politics — laughable, idiotic politics; politics that need exposure before they affect, adversely, the opinion of ill-informed people.
"Last year, 1923, Governor Richardson, practicing "economy" cut the state fire-fighting fund nearly in half," writes that seer of the forests, Ex-Governor Geo. C. Pardee. "The fire loss jumped, from less than $1,000,000 per annum for 1921 and 1922, to $12,-000,000 in 1923, the first in fire fighting 'economy'. This year, 1924, the second of 'economy' the fire loss up to July 1st, has been twice what it was last year for the same period."
Now isn't that interesting?
What the writer did not state is that over $11,000,000 of the total amount of $12,000,000 was the conflagration in Berkeley. It might be inferred, in consequence, that in spite of "economy" the gross fire loss outside of forests was less than in the previous year. It is to be wondered that the writer of the canard did not include all of the urban fire loss in the state of California and blame that upon the parsimony of the Governor.
There are in the neighborhood of 17,000,000 acres of state land in California that need fire protection. This year has been a record one in our history so far as water is concerned. When the emergency became acute the Governor, without further ado, directed that additional money from the emergency fund be diverted to the state forest fires forces. That money was in the emergency fund, in spite of the heavy drains made upon it by reason of the fight made upon the hoof and mouth disease epidemic, appears to knock the argument of any person against "economy" galley west. When the dire need for money came, then "economy" provided the means to fight. There are still funds, and doubtless, the Governor, who has been canny enough to conserve taxes and state funds will be able to dig further into the commonwealth's savings for greater protection in the form of dollars.
There has been no precedent for the drought of the present season. There has been no precedent for the fires this season. If the greatest spendthrift known in history had been in the Governor's chair at Sacramento the state would have been unable to cope with the situation. The elements do not answer the call of politics. They bow not to the dictates of "economy" or extravagance. They come and go and leave in their wake destruction and desolation.
The fire situation in California forests, both in and out of the federal domain, is a situation that is unparalleled. It must be
