PERT GIVES FUTURE IRRIGATION HIGHER CANAL WOULD BRING WATER HERE PILOT PLANS LONG FLIGHT IN HOME MADE Orange-co.'s only chance to obtain the water its growing population in the California-Arizona High Canal, George H. Maxwell, president of the National Reclamation Association and pioneer reclamationist, had an interest in daudience last night at the Elks' Clubhouse. Riverside and San Bernardino-co. are in the same condition. So is the country out Pasadena, which also could be commodated by selection of a pro-route. Maxwell was almost mobbed recently at Santa Barbara. Above foreground, Claire K. Vance, air mail pilot and his home made plane in which the continental hop. Facing it is his mail plane. Below, front view of Vance's home. Claire K. Vance, air mail pilot, shortly will attempt a 20-hour nonstop, coast-to-coast flight in a home made plane. Vance carries the air mail "over the hump," the mountains between Reno, Nev., and San Francisco and the plane in which he will attempt the long flight wa. built during his odd moments. The machine loaded, weighs 4,200 pounds, carries 350 gallons of gas and is capable of making the flight absence and ular air man months. The three counties will have no opportunity whatever of having their needs for water satisfied by any other canal, declared Maxwell. Under plan, Arizona and California would each receive approximately half of a total of 16,400,000 acres of water. Mexico would not be covered to the neglect of the Southwest. California's half would be divided approximately into equal areas between the Coachella and Imperial Valleys on the one hand and Interior Basin, of which the three counties are a part, on the other. That is, for the interior basin, 100,000 acre feet would be allotland or 5,500,000 second feet or 275,000 miners' inches. The three counties alone would receive several hundred thousand acre feet of water, amending to satisfy all their possible permanent requirements, said Maxwell. By High Line Canal, also, fully 100,000 acre feet of water would be saved, because a direct route has been picked out and evaporation would be at a minimum. The High Line Canal would start at the Pinnacles on the Colorado river and follow in almost a direct line the Southern Pacific railway to a point about half way between Whitewater and Cabazon Peak. Between the San Gorgonio Pass and the San Jacinto River there would be a tunnel 16 miles long, one end of which would be 1442 feet above sea level, the other 1426. It is this height above sea level that makes the High Line Canal alone available as an aid to the three counties' water supply. The Boulder Canyon plan would draw its water at a height of approximately 900 feet and could not accommodate Orange, Riverside or San Bernardino counties. The High Line Canal's dam would be built at Glen canyon and could be constructed in half the time, declares Maxwell. Wherever you look at plans for diverting the waters of the Colorado River, you see somebody, said Maxwell, under the guise of trying to protect the Imperial Valley from flood, working for some other object.
