UNEMPLOYMENT MENACE MAY BE EASED The next Congress will be asked to proceed constructive to alleviate the suffering and hardship usually attendant upon periods of business and industrial dullness and consequent unemployment. A group of members of Congress believes that the federal government should take the initiative in formulating a program of extensive public works, to be launched whenever unemployment conditions become acute and distressing. The conference on unemployment, which President Harding summoned several months ago, urged that national, state and municipal governments seek to expand public works during periods of industrial depression. The movement which is under way in Congress would forestall hardships by having ways and means devised for instituting public works promptly when the cyclical periods of depression set in. This is wise and praiseworthy. It would be a godsend to men who depend upon their daily labor for their livelihood. And the general effect would be stabilizing and materially beneficial to the country. To have large numbers of men steadily employed and have the proceeds of payrolls put into general circulation as well as the money spent public works, would go cntwyp cm for structural materials used in public works, would go far toward ameliorating depressed economic conditions and toward restoring normal prosperity. EUROPE RESORTING TO HELP FOR ITSELF Word occasionally trickles through the maze of rumors and reports of a less assuring character, that Europe is turning its attention more and more to helping itself, in its economic stress. This is the very best word that could come from that distressed quarter of the world. The government and people of the United States should encourage this tendency, whenever and wherever in Europe it manifests itself. The United States can not afford to shoulder the financial burdens of Europe. Nor can this country reasonably be expected to lift Europe's economic structure out of its Slough of Despond. This country could, should and would help generously. But Europe must assume the burden, in the main, and the initiative should come from that part of the world. The first step toward real economic recovery in Europe would be to abandon militarism and to set the face of Europe toward permanent and just peace. This would give an impetus to economic effort that nothing else could or would. There is nothing to indicate what Colonel Roosevelt is doing in the spirit world. But it is fair to assume that it is no mollycoddle task. The process of Americanizing should begin at home. There are native-born Americans, of startling numbers, who are not American at heart. RURAL CREDITS MEASURE IN PROSPECT One of the outstanding achievements of the Sixty-seventh Congress, it is indicated, will be the consumating of legislation for extending credit facilities for the benefit of the agricultural interests of the country. This week should see a comprehensive measure agreed upon and adopted by House and Senate, ready for the President approval. Given credit accommodation commensurate with the importance of the industry, agriculture should expand and flourish. With expanded credit, farmers will be enabled to plant larger crops and buy the machinery and implements for planting and harvesting. And by the same token the husbandmen will be enabled to draw upon credits to market their crops, or to tide them over while they hold their produce for marketing. This should foster agriculture quite helpfully. And with prosperity among the farmers, the whole country would catch the reflex of it. California loses an eminent citizen in the death of Hon.
