L. A. MAN CHARGED WITH EMBEZZLEMENT
H. L. Blake of Los Angeles was scheduled to appear before Judge French this afternoon on the charge of embezzlement of about $40,00 from a Fullerton tire dealer. Blake, working on the Oswald building, got certain things and charged them to Oswald. Oswald is away and whether Blake had the authority to do this is not known. The arrest was made when he went away without the matter being straightened up.
The case of Jose Conejo, high school boy charged with stealing a bicycle, was also scheduled for this afternoon. He was released a week or so ago on a bail of 50,00.
HAVE PARENTS RIGHT TO WHIP CHILDREN
NEW YORK, Dec. 12.—Have parents an inherent right to punish their children?
"They have," decides Justice Salmon of the court of special sessions.
"They haven't," retorts the Alliance of Women's Clubs of Brooklyn, "and if Justice Salmon's decision gives parents a legal right to inflict corporal punishment, we women are going to see that such a medieval law is wiped from the statute books."
Thus the hands that rock the Brooklyn cradles have decided the rod must be spared.
If necessary, the 48 associated women's clubs, with their 10,000 members who have already taken official action on Justice Salmon's decision, are ready to carry the matter to the State Federation of Women's Clubs and make corporal punishment a campaign issue.
These are the reasons why corporal punishment must go, according to Mrs. R. C. Talbot Perkins, president of the Alliance of Women's Clubs of Brooklyn.
One—Because corporal punishment is brutal, a relic of the dark ages, entirely out of harmony with humanitarian principles.
Two—Because it makes children worse, not better.
Three—Because it injures a child.

Four—Because beating involves danger of injuring a child's health.
Five—Because whipping is a sign of pervision in the individual who inflicts it.
Six—Because it is contrary to all the true instincts of parenthood. Even animals do not punish their young by physical brutality.
CTLIFORNIA GAINS
WASHINGTON, Dec. 12. Congress now has to decide whether or not to admit 48 new members into House of Representatives.
If not, it must decrease the membership now allowed to 11 states. The 1920 census showed such distinct changes in population that the house must be increased by 48, or entirely reapportioned among states.
If the present membership of 435 is retained, as seems probable, here are the states that will win and lose seats in the house.
Gains—California 3; Michigan 2; Ohio 2; Connecticut 1; New Jersey 1; North Carolina 1; Texas 1; and Washington 1.
Losses—Missouri 2; Indiana 1; Iowa 1; Kansas 1; Kentucky 1; Louisiana 1; Maine 1; Mississippi 1; Nebraska 1; Rhode Island 1; and Veromnt 1.
