HOW TO CUT DOWN COST OF BUILDING
Winter work in the various departments of the building industry keeps the mechanics busy the year round and reduces the contractors' overhead as it enables it to be distributed over more jobs.
A rather interesting work was recently undertaken by the New York Building congress tending to initiate a program to reduce the cost of building by adding more seasons to the industry, thereby eliminating both the rich periods when bonuses are frequently paid and the periods of unemployment.

A survey has just been completed analyzing the building situation. The findings are such that it is believed with the co-operation of all the elements contributing to the building industry a workable program can be put in operation that will be a material benefit to every phase of society from the laborer to the investor.
The congress conducted its investigation over a period of four months and the findings cover 29 distinct occupations as affected by the average employment variation of upward of 150,000 workers annually during the past 10 years.
Recognizing that the basic factors in the seasonal demand are winter and weather conditions, opportunity for investment, general business tendencies and emergency needs, attention is being focused on new construction subject to control.
In summarizing its investigation by congress finds that custom is really the biggest influence in causing the peak loads on the demand for labor, especially during the renting seasons. Careful business foresee is what is needed more than anything else to effect lower costs, with less waste, higher quality of workman ship and greater productoin, according to the reports.

A diverting comedy of modern marriage is the Goldwyn photoplay, adapted from a magazine story by Peter B. Kyne, "Brothers Under the Skin," which will be the attraction for three days, beginning tonight, at the United Theatre. Its thesis, that all men are brothers, when it becomes a question of marriage and a man's relations with his wife, no matter what their economic or social station in life, is one that permitted Mr. Kyne to weave a story about two New York households, one in a poverty-stricken flat; the other in a gilded Riverside Drive apartment house, that lent itself to veracious comedy treatment.
Mr. Kyne was aided by Director E. Mason Hoppe in making this transcript of marital struggles a real, and an amusing, human document. The veing of comedy, tapped early in the first reel, yields excellent tonnage of laughter until the final foot of the last reel. But there is a sub-stratum of powerful drama in "Brothers Under the Skin" which makes of it more than merely fine screen entertainment. There is an amount of truthful observation of human character in the marriage relationship that makes it something of a social study to the analytical minded spectator. Mr. Kyne is artist enough, however, to make a forward-marching story his main preoccupation. There is action aplenty in "Brothers Under the Skin"—action the most of which is of a humorous nature.
INFERNO ROARS IN CANADIAN WILDS

EAGLE ROCK, Dec. 11.—When William Spafford, 15, ran away from his Pomona home a week ago he was looking for fame and fortune.
The fortune failed to materialize, but he became a person of some distinction by the force of his poverty.
Picked up on the streets of Eagle Rock by the police, young Spafford become the first prisoner of the first jail that Eagle Rock has ever boasted. Mr. and Mrs. Amos Spafford sent word yesterday that they would come and rescue their son from quarters in the new jail.

The Plain Dealer: In reference to the flood control work now in progress on the river; The committee which has the work in charge is pushing it to the limit and is putting in a very substantial class of protection consisting of piles faced with hog wire in front of a six-foot embankment with brush between. One tier of brush, willows, with roots, is planted in the trench with the wire and the piles.
There has been more or less water in the river for a month and up around Colton it is reported that some damage has already been suffered by the overflow water. This may be taken as a warning to us to be prepared for heavier floods to follow as the snows are now piling up in the mountains.
