In asking Congress for authority to resort to federal control and operation, Mr. Harding will do so only with the intention of using this authority in an extreme crisis, threatening the countrys economic system with complete breakdown. President Harding foresees no such contingency, at this time. He hopes that agreement will be reached amicably soon between the interests and groups immediately affected and concerned. If the warring interests cannot or will not agree, then the national government must intervene vigorously.
