Hence, in its early years, it is possible to guide the child and direct it right and make such enduring impress that its whole character will be shaped and moulded according to these early patterns. Here in California the outdoor life for children is practicable at all seasons. So mild is the climate; it is possible so to construct and ventilate school buildings that the child, even in school, is constantly in currents of fresh air. In asking Congress for authority to resort to federal control and operation, Mr. Harding will do so only with the intention of using this authority in an extreme crisis, threatening the countrys economic system with complete breakdown. President Harding foresees no such contingency, at this time. He hopes that agreement will be reached amicably soon between the interests and groups immediately affected and concerned. But he is desirous of having in his hands an official remedy should worse com to worst. The Nation's vital activities must go on. Class struggles must not be permitted to choke the very economic life out of the country. Relief must be had in some way. If the warring interests cannot or will not agree, then the national government must intervene vigorously. Politics should be a game of thoughtfulness on the part of the voter, not a matter for heedless precipitancy. Rigid economy in government should be demanded by the people in every municipality, county and state, and in the Nation.
