FIRMLY AGAINST WAR IN CENTRAL AMERICA The first crystallization; under the new administration, of practical policy affecting a phase of America's relations with other countries is decidedly firm, although not belligerent in tone. Costa Rica and Panama are warned by the State Department at Washington to cease hostilities. American interests are jeopardized by the conflict, hence the interposition. That the new administration means business is evidenced by the fact that American warships have been dispatched to the zone of trouble and additional naval forces will be sent. If needed to protect American interests and to prevent destructive violence, The primary purpose of the administra-tion, it appears, is to safeguard the Panama Canal Zone. There is no indication that the Harding administration will go so far, in dealing with Latin American affairs, as to alienate those republics. On the contrary, it is evident that Mr. Harding desires very much to placate Latin America and to bring about an era of trustfulness and good feeling toward the United States. To this end he is pressing to ratification the Colombian treaty, by the terms of which the United States is to indemnify Columbia for the loss of the state of Panama and the Canal Zone. It is significant, too, in this connection that the Harding administration is starting out on the basis of having the United States, in the spirit of the Monroe Doctrine, deal with troubles on this hemisphere, instead of leaving them to the League of Nations, as has been suggested in the case of war between Costa Rica and Panama. The United States, however, in this particular controversy has its own vital interests at stake, in that the Panama Canal Zone is endangered. D. W. Committees of Congress, in fact, have begun already to delve into the intricate problem. That a tariff measure will be enacted, ultimately, which will afford, not only protection to American industries and products, but at the same time yield huge revenues, is a foregone conclusion. It also seems to be a settled fact that President Harding will recommend and a majority of the new Congress will approve the repeal of the excess profits tax, so as D. W. In a word, the whole list of federal imposts is to be scanned and overhauled and reductions will be made in whatever items it may seem practicable to cut down. The refunding of Liberty bonds is expected and other steps probably will be taken to spread the payment of national obligations over a longer period, so that future generations may share in paying for the benefits which the sacrifices of the World War will bequeath to them. Mean-time, the administration is pledged to strive for rigid economy in appropriations. Hence the outlook for the taxpayer seems to be more roseate, although, at best, it will be but a relieving, not a complete removal of, burdens. POOR OLD Russia! George Clark placed Mathews in the jail at an early hour in the morning, intending to take him to the county jail in Santa Ana in the evening. When the constable went to the jail after the prisoner he found him dead. But there is one thing which would tend to lend color to the theory that there is something mysterious about the San Juan jail. That is that two months ago a Mexican who was placed in the jail for robbing the cash register of a cafe at the Mission town made his escape and robbed the same cafe a second time. And now the jail has been moved. The result is speculation on the part of the superstitiously, inclined. Will the removal of the "haunted jail" scare the ghosts from the miniature prison, or will continue to make their presence felt, in the eerie hours of midnight, as some now say they do? Somewhere in the Santa Ana mountaina a spike buck, born and raised in captivity, is wandering out upon broken canyons and rugged crags. He is tasting wild twigs, and the water he drinks is of the gurgling stream. He is free. Unused though he is to going at will, his body is thrilled with the ecstacy of life in the open. A week ago the deer escaped from a pen at the County Park. The animal was born in a pen on the ranch of S. W. Nau at Tustin. His parents before him were used to captivity. The barking of dogs ought not to have caused him fright, but among deer, as among men, women and children, there is no accounting for fears. Several months ago two young deer were presented to the county by Nau. A pen was built at the park, and the deer were installed. The change brought consternation to one of the pair. She could not get used to the surroundings. Back and forth, and round and round, she trotted until she dropped of exhaustion, and died. The buck took the change philoso- down hill. J. B. The suggestion was made at Riverside, Concerning it, the Riverside Enterprise says: "Many favorable comments are heard as a result of the new white marks on the main streets of the city, indicating the places where cars should be parked. One Enterprise subscriber suggests that it might be feasible to burn marks on the streets where the white lines are, believing that they would show plainly much longer than the white ones remain and that white lines on the curb at the end of each burned mark would assist. The work of doing it, he believes could be accomplished with less inconvenience to the traffic caused by the present roping off period. All such suggestions are constructive and may assist in the improvement of a plan that is helpful to put Riverside in the forefront of cities attempting to do all they can for handling traffic." Is there to be a war of ghosts at San Juan Capistrano? The speculative at San Juan are asking questions such as these, following the removing of the miniature prison there about 60 feet back of its present site to make room for a modern picture-theatre. There would seem to be basis for the airy belief in some quarters that the San Juan jail is haunted. For did not George Matthews hang him to captivity. Only those who had developed that instinct highly and who were fleet of foot survived. Later generations were chased by hunters and dogs, and though born and raised within a pen, the young buck found himself unable to control his instinct for flight when a few days ago a big black dog belching forth a tremendous "woof" plunged up to the fence. The buck did not stop to reason why. He was seized with terror. It was a run of about 100 feet to the eight-foot fence, and somewhat realization of itself. CELEBRATED MINISTRELS COME Possibly certain people have forgotten they are ministrel fans because it has been so long since they had an opportunity to see a really first class ministrel. However, the fever or ministrel microbe will get them when the richly dressed, famous Georgia Ministrels appear here Sunday. The amusement question has by some people always involved the "questionable" amusement question, but that theme is never aroused by the coming of a high class ministrel like the "Georgias." Baseball games, a good circus and an up to date ministrel seem to be at least three forms of amusements which are never questioned by the scrupulous. The ministrel man has been known almost from the beginning of this world's history and was well known by the writers of Biblical affairs. It is this very characteristic of the ministrel which makes it capable of appealing to all classes and when famous Georgia Ministrels appear at the Grand Sunday afternoon and night there will be seen hundreds of people in the theatre who are not habitual theatregoers. SO. CAL. AUTO THEFTS BREAK ALL RECORDS According to auto club officials there were 456 autos stolen in Los Angeles since Jan. 1st, and thefts of cars in other So. Calif., cities has been in proportion. Los Angeles motorists lost 225 machines last month. This breaks all records.
