Friday, February 4, 1921 THE ORANGE COUNTY PLAIN DEALER Independent Newspaper, Issued Every Afternoon Except Sunday. R. W. LANEST, Manager. Subscription rate—In No. Orange-co. Outside No. Orange-co; Per year 40; six months, $2.50. Entered at the Postoffice at Anchelm, Calif., as second class matter. LEPERS GIVE FUNDS FOR STARVING TOTS Here is philanthropy that is philanthropy indeed! Lepers of the Molokai settlement, in the Sandwich Islands, have responded to Herbert C. Hoover's appeal for the starving children of Europe by subscribing $70 to the huge fund that is being raised. One contribution of $1,000,-000 has been made. Several others for very large sums have been reported. But none of them has just the heart-throb thrill of interest that this offering from the lepers has. Seventy dollars is a tiny sum, in a $38,000,000 fund. But that humble gift doubtless in the sight of God is exalted into foremost place, just as the Christ noted the widow's mite, but took no particular note of the more pretentious giving that was going on all about him. A body scourged with leprosy may encase a noble soul. That there is nobility of soul at Molokai this donation attests. BEAUTIFIED HIGHWAYS IS OREGON PLAN. Laws giving the State Highway Commission of Oregon power to acquire rights of way along highways for maintenance and preservation of scenic beauties, are urged strongly by Governor Olcott in a message to the Oregon Legislature. Governor Olcott also advocates making it unlawful to destroy trees along a state highway without permission of the Highway Commission and to thorize the commission to land for parks and parking. CALIFORNIA, it is to be hoped time will give attention to utilization of all its highways the preservation of scenic against mar and spoilage, the counties of the state he considerable care to this tion work with resultant thorofares which have b more picturesque. This a wealth of scenic grandeur along its roadways, riches of sightliness should served against violation hands. MANY BILLS PRESENTED LEGISLATURE Some 2200 bills already introduced into the California legislature. A few hundred expected after the recess. Estimated that approximate measures will have been by the time the legislators Sacramento, get down to work of the session. California, it is to be hoped, in due course will give attention to the beautification of all its highways and to the preservation of scenic beauties against mar and spoliation. Some of the counties of the state have given considerable care to this beautification work with resultant effects in orofares which have been made more picturesque. This state has a health of scenic grandeur and beauty along its roadways, and these shapes of sightlines should be preserved against violation by vandalism. ANY BILLS PRESENTED IN THE LEGISLATURE Some 2200 bills already have been introduced into the California Legislature. A few hundred more are expected after the recess. It is estimated that approximately 2500 measures will have been presented the time the legislators, again in Sacramento, get down to the real work of the session. This is not the greatest number of bills ever introduced at a given session of the California Legislature. The high water mark was reached in 13, when the total number of measures was 3922. That was far too many bills. So is 2500. There is no need of that many legislative actsments. The Legislature could possibly make intelligent investigation of that many bills at one session, even tho it tried to do so. It is waste of time and effort, and tentimes is pernicious, to have so many bills, with only a comparative few destined to be passed. REACH OF TRUST ENDS IN DISMAL DISGRACE The youthful teller of a bank over Ottawa, Ill., is held in prison, said have confessed that he plannedHow strikingly such cases as this stress the fact that "honesty is the best policy"; and how fearfully is the fact emphasized that criminal treachery and flagrant breach of trust bring disaster, disgrace and ruin! Suppose this boy—he is but 21—had escaped with several thousand dollars. Of what benefit would it have been to him? He never could have been at peace. He would have been in constant fear of detection and punishment. His conscience would have scourged him and his life would have been turned into a veritable hell on earth. Besides, he would have been anguished by the disgrace and suffering he would have caused his mother and the pain he would have brot to his friends. These delinquencies call for little moralizing. They preach their own moral. In every way, viewed from every angle, it is transcendently, incomparably better to be honest, upright and law-abiding, faithful unto every trust. ARE THE SHELVES EMPTY? The expected return to "good times" is based on the hope that manufacturers and dealers have been disposing of their old stocks, and that everyone has been "waiting for things to change." Information received in great volume in Washington indicates that shelves and bins are empty everywhere, and that those who have building projects have been holding off in the expectancy of better credits, cheaper supplies and lower labo costs. Summed up, the country has imitated Dickens' Micawber in "waiting for something to turn up" to the extent that Old Mother Hubbard is finding her cupboard bare. Congress can not pass laws that will help the plight of Dame Hubbard. If the above diagnosis is correct then there is only one solution of the situation, and that rests in renewed industrial activity. His confession is related in the news dispatches, as made in the presence of his mother. After wandering about the country in the dark, weary and foot-tire, the erring youth came back to one person on earth who could be good in him and love him, even so his lips confessed guilt. The Village Gossip Fred Fuller, of the First National bank, of Fullerton, tells a good one on W. P. Webb, Jr., local attorney and commander of the Anaheim post, American Legion, who was recently married. He said Webb started a chicken farm on the side, investing in a rooster and six old hens. But the hens had a serious drawback — they wouldn't lay. So Webb asked Fuller to start a contest with him in selling eggs that his hens might be instilled with civic pride. Furthermore, he purchased one of Mr. Fuller's laying hens that she might teach the others how the trick was done. As a result, yesterday, Webb reported that he gathered half a dozen eggs out of his own fowl-yard. YORBA LINDA TROOP TO MEET FULLERTON The challenge issued some time ago by Fullerton troop No. 2, of the Boy Scouts of America for a basketball game has been accepted by Yorba Linda troop, No. 1. The confidence expressed by the Fullerton troop does not worry the Yorba Linda troop, according to information received at scout headquarters. The Yorba Linda team promises to show the challengers a lively game of basketball. PROTEST ANNEXATION A committee representing the Newhope school district with Mrs. J. E.
