After speaking with Patman, Carpenter said, "I wish Mr. Utt would show as much concern for his constituents as he does for the special-interest groups in his district. This looks like a case of the tail wagging the dog. A review of the information on which Rep. Patman based his remarks leads me to believe that there is no merit candidate for Congress in California's 35th District, declared today that 'the time has come for the Irvine Foundation to make a full public disclosure of its records." His statement came on the heels of a meeting with Rep. Abraham Ribicoff was the first to do it. He resigned as secretary of Health, Education and Welfare to run for the U. S. Senate in his home state of Connecticut. He made it. Pierre Salinger, White House press secretary for Presidents Kennedy and Johnson, resigned to run for the Senate from California, a state which, although he hadn't lived there for some time, he at least once could call home. Now there is Robert Kennedy. Having been shut out of contention for the vice-presidency, he seems on the verge of seeking a Senate seat. But brother Teddy is seeking re-election as the senator from the Kennedy home state and Bobby judges that not even Massachusetts might care to send two Kennedys to Congress at one time. So Bobby is eyeing New York as his constituency, a state in which he has no roots nor ever has had. Even those who feel that Bobby belongs on Capitol Hill are apt to be distressed if he does decide to run for the Senate from New York. In Britain, politicians routinely pick and choose their electorates. But that's not the way things are normally done in the United States, and we suspect we are not the only ones who find the method repellent.
