Bruce Sumner, candidate for State Senator, today urged new reforms in the election laws to more clearly define candidate qualifications for public office. The former assemblyman, seeking the GOP nomination to succeed retiring State Senator John Murdy, said one of the first things he will do if elected to the State Senate will be to introduce such a bill. "The measure," Sumner said. "will first of all make it mandatory that any candidate for public office in the State of California must be a registered voter in this state." Sumner said he did not want to deal in personalities but his statements were obviously hurled against Democrat candidate Pierre Salinger for United States Senate. Salinger won a court order qualifying him on the ballot as a primary election opponent to ailing U. S. Senator Clair Engle, the incumbent. Salinger was determined to be a legal resident of California and thus qualified to file for the office. But Sumner said he was not a registered voter in California at that time. "He was registered in Virginia where he's apparently been voting for the past several years." Sumner declared. "Local office seekers must be registered voters in their area. Why should the U. S. Senate be an exception?" he asked. He said there also appears to be a need for more definitive legislation on filing deadlines as evidenced by recent resort to court orders to include candidates on the ballot. He is also looking into deadlines on bond issues and propositions appearing on either the primary or general election ballots and whether more definitive legislation is needed.
