A Time For Positive Action
Leadership, Not Timidity
The United States of America is by all odds the strongest nation on earth today.
We have more industrial and agricultural output than Russia and Red China combined, and probably as much as all Communist lands.
We hold in our hands awesome power to knock down and destroy utterly entire countries and civilization itself. No nation has our balanced air, sea, land, nuclear and scientific power.
Yet at times we act timidly — we hesitate and we accept positions and situations which we do not need to accept, nor which we should tolerate. We are highly indecisive on numerous international issues.
We are fearful that some small and backward but newly formed state in Africa, the Middle East or Asia might criticize us for acting with courage and vigor. We are the leading power in the world today, but we do not display this leadership in positive and resultful terms.
For too long the world has been led to believe that Russia is strong, or nearly as powerful as America. This is not true. It is a falsity and sheer Communist propaganda. Rus-
heavy diversion of investment into a number of sectors, including culture, into the armament program. This gamble has failed.
"Agricultural problems develop very rapidly and got more serious so that, instead of being able to on taking something away from culture in order to push ahead of armament program, they found they had actually to support agriculture to rescue it from a serious crisis. This has caused some last-minute shuffling of resources and a lack of patchwork policies. The situation now gotten to be quite grave."
Nutter believes that Russian growth has been overestimated in this country. I agree. I have visited Russia twice in the past 25 years and studied developments there carelessly over the years, utilizing a number of sources and contacts in the process.
The Kremlin now claims that put in Russia is 65 percent of U.S. put. Nutter says this is not so. Government estimates Soviet production at roughly 50 percent of Nutter, and I share his view, though it is smaller — probably in the 35-45 percentage range. The Virgil professor believes that Russian ingenuity

Russia and Red Chinese economies do not have our depth, our flexibility, our reserves or our output. They may do well one or two things simultaneously, but the remainder of the economy suffers.
The Kremlin may decide to concentrate on outer space and heavy industry, but agriculture, and virtually all other aspects of Soviet life are undercut, bled white and they suffer.
Russia will be years and years trying to catch up with us, if the centralized Communist economy ever does. There simply is no way for a tightly controlled, centralized totalitarian economy to compete with our free enterprise and enlightened capitalistic system. One largely is a holding operation — the other imaginative, creative and flowing with production.
In this connection I agree with most of the conclusions about Russia and her economic plight as given by Prof. G. Warren Nutter, head of the economics department of the University of Virginia, in an exclusive interview granted U. S. News & World Report. Nutter has traveled extensively in Russia. He is an expert on Russia. He says flatly that Russia is in deep trouble and he spells out clearly why.
Prof. Nutter says: "Russia is confronted by a whole set of troubles. The current problem stems directly from the gamble Russian leaders made in 1958 when they embarked on a heavy military and space program, thinking at the time that the agricultural problem somehow had been solved, and going ahead with the
Dealing with our lead and how might be threatened, Nutter declares:
"Given their system, I do not know how the Russians will ever draw abreast of the United States.
"You couldn't prove this one way or the other. A lot would depend what we do. We could mess our system up, you know, very quickly without too much trouble if we can tinue stifling private initiative a free enterprise.
"Now, they can easily draw abreast of us or pass us in certain areas in the military area, winter Olympic steel production, other things — I can't imagine their drawing abreast of us over all—their duplicating work we have — unless our system becomes more like theirs or theirs more lousy."
Will we ever be so stupid as to and match their failures and show comings by converting more of the system to theirs? Why should we want to substitute the world's marvel economy, finance, production, living standards and overall strength with a system which has never yet succeeded? Prof. Nutter and U. S. World Port have rendered a genuine service in publishing this factual and thought provoking article.

The legislature now appears to be in the mood to take some kind of action on the matters at hand here in Sacramento and I would say at this writing that we should adjourn by the first week in May.
There is a chance, however, that if fiscal matters are not ironed out prior to the approval of the budget the present stale-mate could continue.
This being an election year I do not look for any strong reforms save a few glaring inequities now existing.
The legislature has several legislative studies underway in educational financing, tax reforms, and other matters, which they would prefer to see completed before passing any reform measures.
So as I see it now there will only be mere stop-gap measures worked in conjunction with the budget for another year.
But in 1965 we should see some interesting developments with many reform bills.
Politically speaking, the legislature and the administration of Gov. Brown appear to be bogged down in several instances over general operations of state government.
It's been many years since the state government has come to this point of immobility and uncertainty. Quite frankly, I think it can be safely said that many leaders are concerned about the direction we are headed in many areas of government here in Sacramento.
It may be a healthy change for the better as we go along but right now I see considerable insecurity, hesitation and a lack of leadership.
Things couldn't get much worse, so they should get better.
This mood we are in, however, may be in part a reflection of the discord within the two major political parties, the far right in disharmony with the mainstream of the Republican Party and the far left with the Democratic Party.
The two extremes are pulling the party and unless we can unite them together, we face serious times ahead in taking our two party system.
But we are not a change if it is for us and perhaps many of us take a wait-and-see eye what develops.
It places a rather high den on our party leader aren't exactly in an position today.
I believe in a strong system. There are at sides to every issue and that has the best will usually win the people.
Those of us on the foul would prefer to see our party behind us, so together!
LAW IN ACTION
WHOSE NAME?
Man and wife own much of their property together. Title to some of this property is taken in the husband's name alone, some in wife's alone, or some in both names.
How you show the title to your property is very important. Many people, alas, take title to property without weighing the legal consequences.
Take Dan and Doris bought a car, and she asked them how they to take title to the car.
They didn't care too long as both names shown on the car: They have been in "Dan and 'Dan and Doris,' as husbands," "Dan and Doris' tenants," "Dan or Doris."
They decided on "Dan is," for no reason. Later in their car, they got into an intersection crash driving. It seemed the drivers were careless.

Let those among us who grumble at the rudeness of American youth heed the good manners of Danny Nowell.
Danny, 12, is an unintentional astronaut. He forgot to let loose and was pulled 3,000 feet into the air at the end of a rope dangling from a balloon over Mill Valley last weekend.
Fortunately for Danny, the pilot maneuvered his hot air balloon back to earth and the boy was deposited safely after several critical minutes of hanging up there in space.
One thing that struck me about the report of his misadventure was Danny's politeness.
He had been jerked aloft, the guide rope twisted around his wrist. The balloon soared skyward and the helmeted pilot in the basket could neither see nor hear Danny, dangling directly beneath him. At 3,000 feet the pilot happened to remove his ear pads and heard Danny's voice.
Even under such duress, Danny remembered his manners.
"Sir, would you please help me?" he called.
Notice that "sir."
How many of us, caught in the same predicament, would have started a call for aid with "sir"? Probably we'd have to say the least. It read, "Sincerely, Jesus Christ."
Not Satirical
Startled, I look back through the letter and found that it had been written by a man who lives under the delusion that he is Jesus Christ. The letter was not consciously satirical, or loaded with a misguided attempt at sacrilegious humor.
From all indications the writer was sincere.
"The purpose of this lettre is to let the world know that Jesus Christ is here. I am Jesus Christ," he wrote. "I found myself through my Word . . . I am here as an ordinary man."
And later on, "From cover to cover the Bible supports my position. I should like nothing better than to be questioned publicly (such as on worldwide TV) by the wisest men alive to prove that my position is thus supported."
I wonder, is there danger in such a deluded man? Should society take steps to protect him, or itself? Against what? Or should he be left to his own devices as harmless to society and joyous in his own mind?
The implications leave me troubled.
Party and the far left at odds with the Democratic Party.
The two extremes as well as the other fragmentation groups are pulling the parties apart and unless we can unite to keep them together, we face some serious times ahead in preserving our two party system.
But we are not adverse to change if it is for the better and perhaps many of us are taking a wait-and-see attitude to see what develops.
It places a rather heavy burden on our party leaders who aren't exactly in an enviable position today.
I believe in a strong two-party system. There are at least two sides to every issue and the party that has the best alternative will usually win the support of the people.
Those of us on the front lines would prefer to see a united party behind us, so work together!

So cheers to Danny for having a strong grip on the rope and on his manners, too. I'd like to hear more youngsters, with both feet safely on the ground; follow his example.
Deluded Man
For several days I've had a letter on my desk, worrying me. Each day I look at it, wondering what to do about it, if anything.
It arrived from a small town in Wisconsin and had a return address stamped on it, complete with zip code number. I had never heard of the town, or the name of the man in the return address.
Opening it, I found two mimeographed typed pages. The salutation was handwritten, "Dear Phillip Ault."
Then I glanced at the end, and had a shock. The handwritten signature was unexpected.

"I am not listening to every word you say."
Last Straw
That recipe I printed recently for elephant stew brought this inquiry from a reader:
"Do you know what you get when you cross an elephant and peanut butter?"
I admitted that I didn't.
The answer: "Either you have a peanut that never forgets, or an elephant that sticks to the roof of your mouth."
That is the first, and last, elephant joke to appear in this column.

Doris sued the other driver. After all, wasn't she just a rider when these two careless drivers collided and injured her.
No, the court ruled: She could not recover.
Why? you ask.
The law says that every car owner is liable for the negligence of a driver who has the owner's permission.
Doris was such an owner. Her husband was driving her car with her permission. As owner she was liable for her husband's driving. She could not sue herself.
Had she taken title differently, say in her husband's name alone, she might not be considered an "owner," and might have won damages. Even had she taken title as "Dan and Doris, husband and wife," she might have recovered. Under a special law, the husband's negligence would not bar her from suing the careless driver.
The way that you hold title will also affect your immediate right to deal with your property. Withdrawals or transfers or checking accounts, deposit boxes, and other personal property depend on how you first take title.
