LEGAL NOTICES
RESOLUTION NO. 2243
RESOLUTION OF THE CITY COUNCIL OF THE STATE OF ORANGE DESIGNING ANNEXATION NO. 223 AND PRESCRIBING THE NOTICE TO BE GIVEN.
WHEREAS, the City Council of the City of Orange did on the 17th day of March, 1964 receive a written petition asking that certain territory described therein be annexed to the City of Orange; and WHEREAS, before the filing of said petition, the proposal for annexation of the territory hereinafter described to the City of Orange was submitted to and reported by the Boundary Commission of the County of Orange, State of California, with respect to the definiteness and certainty of the annexed boundaries; and WHEREAS, the territory proposed is annexed to the City of Orange situated in the County of Orange state of California, and contiguous to the City of Orange and is uninhabited territory, and said petition contained a description of said territory; and WHEREAS, the City Council of the City of Orange finds from evidence and reports received that at the time of the filing and receipt of said petition, it was and now is signed by owners of not less than one-fourth (%) of the area and not fewer than one-fourth (%) of the assessed territory of the land in such territory proposed to be annexed, according to the last preceding equalized County Assessment Roll; and WHEREAS, the City Council of the City of Orange finds from evidence and reports received that at the time of the filing and reception of said petition, it was and now is signed by owners of not less than one-fourth (%) of the area and not fewer than one-fourth (%) of the assessed territory of the land in such territory proposed to be annexed, according to the last preceding equalized County Assessment Roll available on the date the proceeding was initiated at the address shown in the assessment roll or as known said City. Clerk, and to any person who has filed his name and address and the designation of lands in which he has any interest either legal or equitable, said Clerk; that in the event land within the territory proposed to be annexed to the City of Orange is owned by a County, the City Clerk of the City of Orange shall also cause written notice such proposed annexation to be called to the Board of Supervisors such County. The foregoing notice should not less than twenty (20) days before the first public hearing on the proposed annexation.
The territory so proposed to be annexed to the City of Orange is located in the County of Orange, State of California, and described as follows:
Beginning at an angle point on the present boundary of the City of Orange, State of California, created by Annexation No. 168, said angle point on a line parallel with and 50.00 feet Northwestly with and 49.00 feet W. 178.51 feet more or less from the center line intersection of (Bakery Street)
BE IT FURTHER RESOLVED that notice be given that at any time before the hour set for hearing objections any owner of property within the territory proposed to be amended may file written protest against the annexation with the City Clerk of the City of Orange; any protest so filled must conform to the provisions of Section No. 35312 of the Government Code, and shall state the name of the owner of the property affected and describe it and area of the property in general terms; and BE IT FURTHER RESOLVED that the City Clerk be, and he is hereby authorized and directed to cause a copy of this Resolution to be published at least twice, but not oftener than once a week, in the Orange Daily News a newspaper of general circulation, published in the City of Orange, and also in the Anaheim Gazette, a newspaper of general circulation published outside of the City of Orange, but in the County of Orange; that such publication shall be completed at least twenty (20) days prior to the date being hereinabove specified; and BE IT FURTHER RESOLVED that the City Clerk be, and he is hereby authorized and directed to cause written notice of such proposed annexation to be mailed to each person to whom land within the territory so proposed to be annexed is assessed in the last equalized County Assessment Roll available on the date the proceeding was initiated at the address shown in the assessment roll or as known said City. Clerk, and to any person who has filed his name and address and the designation of lands in which he has any interest either legal or equitable, said Clerk; that in the event land within the territory proposed to be annexed to the City of Orange is owned by a County, the City Clerk of the City of Orange shall also cause written notice such proposed annexation to be called to the Board of Supervisors such County. NOTICE TO CONTRACTORS
Realed proposals will be received at the office of the Clerk of the Board of Supervisors of the County of Orange, Santa Ana, California, on or before Wednesday the 15th day of April, 1964 at 11:00 A.M. o'clock. While time they will be publicly opened and read in the room of the Board of Supervisors in the County Courthouse, Santa Ana, California for constructing a fence in accordance with the plans and specifications thereof, to which special reference is made as follows.
In the County of Orange, at O'Neill Park, construct a chain link fence approximately 9.688 feet in length.
Bids are required for the entire work as described herein:

The foregoing quantities are approximate only, being given as a basis for the comparison of bids and the County of Orange does not expressly or by implication assume that the actual amount of work will correspond therewith but reserves the right to increase or decrease the amount of any class or portion of the work, or omit portions of the work, as may be deemed necessary or advisable by the Engineer.
The county documents shall consist of Notice to Contractors, Form of Proposal for Agreement, Plans, Special Provisions, and Standard Specifications all of which are on file in the Office of the Orange County Highway Department and are hereby referred to and made a part hereof.
Plans, Special Provisions and other contract document forms will be available for examination without charge. Copies of all contract documents may be secured at the Office of the Orange County Highway Department, 400 West Eighth Street, Santa Ana, California.
Plans, Special Provisions (not including Standard Specifications or other documents included by reference) and proposal forms may be obtained by prospective bidders upon payment of a printing and service charge in the amount of $5.00, which amount shall not be refundable. All checks shall be made payable to Orange County Treasurer but should be mailed to the Highway Department, 400 West Eighth Street, Santa Ana, California. Copies of the Standard Specifications may be purchased for $1.56 tax included from the Department of Public Works State of California or the Highway Department, County of Orange, 400 West Eighth Street, Santa Ana, California.
No bid will be considered unless it is made on a blank form furnished by the County Road Commissioner and is made in accordance with the provisions of the Standard Specifications and Special Provisions.
The Board of Supervisors of the County of Orange reserves the right to reject any or all bids.
The bidders' attention is directed to the provisions in Section 8 of the Standard Specifications for the requirements and conditions which he must observe in the preparation of the proposal form and the submission of the bid.
Provisions of the State Contract Act are not applicable and prospective bidders will not be required to be prequalified.
Employer payments other than those itemized herein, as defined in Section 1772 of the Labor Code, are to be paid in accordance with the terms of the collective bargaining agreement applicable to the type or classification of the workmen or mechanics employed on the project.
Overtime, Sundays and Holidays — not less than one and one-half (1½) times the basic hourly rate plus applicable employer payments. The holidays upon which such rates shall be paid shall be all holidays recognized in the collective bargaining agreement applicable to the particular craft, classification or type of workman employed on the project.
Copies of all collective bargaining agreements relating to the work as set forth in the aforementioned Labor Code are on file and available for inspection in the office of the Department of Industrial Relations, Division of Labor Statistics and Research.
Attention is directed to Section 2-1-01G of the Standard Specifications providing for employment apprentices on the work. Every such apprentice shall be paid the standard wage paid to apprentices under the regulations of the trade union.
Employer payments will not be required to be prequalified.

In accordance with the provisions of Section 1770 of the Labor Code of the State of California, the Board of Supervisors of Orange County has ascertained the general prevailing rate of wages applicable to the work to be done to be as follows:

At a banquet at the Biltmore Hotel in Los Angeles, attended by approximately 1000 hospital officials from all parts of the State, Sister Jane Frances of St. Jude’s Hospital was officially installed as president of the Hospital Council of Southern California.

Safety Reminder
Capt. F. E. Winchell, commander of the California Highway Patrol's Anaheim Area, reminded motorists that a complete stop is required whenever they approach the dual flashing red lights of a school bus.
"This applies to vehicles going in either direction. They must stop before passing the bus and not proceed until the flashing red lights are turned off."
He pointed out that tow trucks, utility and road repair vehicles may display flashingamber lights under certain conditions — but never flashing red lights.
The only exception to the stoping rule, he pointed out, is on divided highway. Vehicles on the roadway opposite to the bus did not stop on display of the actual flashing red lights.
