Christmas Work Opportunities Still Beckoning for Teenagers
Federal child-labor laws were enacted to protect the health and safety of our youth and ensure their education, but teen-agers will find many types of work open to them, especially during the holidays ahead.
This was today's word to young westerners from Frank J. Muench, regional director of the U.S. Labor Department's Wage & Hour division.
One type of employment which is often open to young workers during the holidays is in retail stores. The Federal law has nothing against 14. and 15-year-olds working in a variety of occupations in retail food service, or gasoline service establishments, provided they work no more than 8 hours a day or 40 hours a week during vacation periods.
In weeks when school is in session, these boys and girls may work no more than 3 hours a day or 18 hours a week. All their work must be done outside school hours and they may not work before 7 a.m. or after 7 p.m.
Jobs may include selling, office work, window trimming, cashiering, bagging and carrying out orders, clean-up work, price marking and tagging, and kitchen work.
The older job-seeker will find a wide range of jobs open, since 18 years is the minimum age for general employment under the federal wage-hour law. The 16- or 17-year-old may work in manufacturing and processing jobs or in any other occupation — except those which have been declared hazardous for minors under 18 by the Secretary of Labor.

Muench reminded employers that the Fair Labor Standards Act also sets minimum wage and overtime pay standards, which apply to all covered employees regardless of age.
For employment under traditional coverage of the Act, the with overtime due at one and one-half times the employee's regular rate of pay after 40 hours a week. In employment brought under the law by the minimum wage is $1.25 an hour 1961 amendments, which principally includes work in large retail and service establishment; the minimum wage is presently $1.00 an hour. Overtime is due after 44 hours in a workweek.
"After the holidays are over, Muench added, 'employee should encourage teenagers to return to school and continue their education.'"

These are jobs as a motor vehicle driver or helper, and as an elevator operator. Work involving riding a freight elevator, unless it is run by an assigned operator, is also prohibited to minors under 18.
Employers can protect themselves against unintentional violation of the law by obtaining and keeping on file an age or employment certificate for each minor they employ. This shows the minor to be at least the minimum age for the occupation in which he is employed. Such certificates are issued in California by local school officials.
Many holiday jobs, including some in local retail stores, would not come under the Federal law but might be subject to provisions of the State law. Employers should therefore take special care to check on the standards of their State law before employing young workers. If the State and Federal standards for the employment of
After being flooded with "phony mail" from his State on a recent occasion, U. S. Senator Thomas H. Kuchel of California has proposed a law under which heavy fines and jail sentences could be handed persons using false names or addresses on communications to Congress.
Joined by Senator Frank Carlson of Kansas in urging punitive action, the Senior California Senator and Assistant Republican Leader introduced a bill suggested by similar action of the California Legislature providing stiff punishment — fines up to $10,000 and prison up to five years — for failing to use the correct name on letters, telegrams, or other messages to Senators and Representatives. Carlson, the composer of Kuchel's measure, is ranking minority member of the Senate Post Office Committee.
Noting the importance of constituents' communications lawmakers wanting to know back-home sentiment on pending legislation and other subjects, Kuchel related to the State how he recently was flown with 3,000 telegrams "sent a result of pressure solicitation and bearing false signatures."
OCC Board Meeting Offices
The regular meetings of the Orange Coast Junior College Board of Trustees scheduled for Dec. 9 and Dec. 23 have been canceled.
The next board of trustee meeting will be Dec. 16 at p.m. in the board room of OCC Administration Building 2701 Fairview Road, Co Mesa.
The board scheduled the single meeting for December to avoid conflict with Thanksgiving and Christmas holidays.

Anaheim city councilmen are preparing to secure the land needed to make the long-sought 20-acre community park for the Westside a reality.
City Attorney Joseph Giesler reported to the council Tuesday that negotiations are well along for buying a 5-acre parcel to add to the 10 acres the city now owns just off the corner of Orange and Western.
In addition, the city plans to lease five acres from the Savanna School District, surplus land not needed for the Twila Reigel School at that corner.
The park had been sought by the park-study citizens committee as a 20-acre facility several years ago, but economy dictated
