Education was pushed aside for the sake of social welfare in California, yet in spite of increases in welfare costs of 4300 per cent since 1937, it has not done its job, nor lightened the load, not is it apt to do so.
This was the consensus of a talk by Assemblyman Robert Badham, (Rep.) of Orange County, before members of the Orange Republican Women's Club Tuesday. Luncheon in Kim's restaurant signaled the opening gun in the organization's new year.
Mrs. Fred Pinkston, vice president of the GOP women, presided. She recently assumed the gavel when Dr. Jane Lewis, president, resigned because of ill health.
"People in Orange County know what's wrong in government", Badham told his listeners. "They have sent a hard fighting delegation including Senator Murdy and Assemblyman Wetmore to represent them in Sacramento." He extended his complimentary remarks to Assemblyman Dannean as a "Democrat who is a credit to the people who elected him."
Badham outlined as the major threat to the State the fact that it is rapidly becoming Socialist through its badly administered social welfare program.
Some of the facts that he gave to prove his point:
Education has first call on all funds in the treasury, according to the constitution of the state of California. It did not get the funds available because social welfare took them.
In 1937 the first big expansion in social welfare was set up "to put the people back on their feet"
"Aid to needy children has now become aid to families with dependent children," Badham said "What it amounts to is plain old general welfare."
As a member of the social welfare committee, he said that he found "fantastic" the way that its meetings are conducted. Its chairman, he added is Assemblyman Phillip Burton, (San Francisco) who, according to Badham, "incited a riot among students which led to the filming of the controversial film, 'Operation Agolition'."
"He wields a heavy gavel," Badham said. "He will put through a motion by claiming it has been made by a representative obviously asleep, and he will say that someone else has seconded. This has happened to me and when I have then withdrawn the motion I have been over-ridden, or ignored."
Badham credited Burton for putting through a bill which calls for welfare by 1965, an additional burden to the taxpayers.
Orange State in Need
Santa Ana College continue fulfill its role of providing education tailored to needs of the community it serves. With enrollment at SAC increasing approximately 50 faster enrollments at state colleges universities, SAC offers so economic and curricular ad-tiges.
Higher education on a tuition-free basis is one reason more more students are taking advantage of it.
Orange State in Need Of Chairs for Lounge

Bull-sessions and informal social gatherings in the student lounge contribute a great deal to a student's education, most educators will agree.
However, lounges require two very important ingredients to make them both operative and successful: people and furniture. Orange State College now has the people, reports Associate Dean of Students Ronald M. Bristow but the people don't have the furniture. Here's why:
Recent legislation makes it possible to construct a new student union building from funds the students themselves would provide. Such a center could be ready at OSC in just a few years, but student leaders feel it would be unwise to purchase furnishings for their future student union several years in advance of its design.
"The Tub"
Presently, students in Orange County's first four-year state institution of higher education have dubbed their temporary lounging facilities as "the Tub" (garrulously derived from Temporary Union Building).
The two twenty-year-old wooden temporaries on campus have been made available for use as a student center and students have moved themselves in — but alas, they are sitting on the floor.
Therefore, anyone having used divan or chair, or any other type of furniture that could be used for the temporary lounge, is asked to call Dean Bristow (TRojan 1-3300) or the office of the Associated Students at TRojan 1-9602.
A cooperative resident house is also being established in the old Science Research Building and a few old beds and the like can be used there as well, Dean Bristow adds hopefully.
Region May Have Passed 1 Million
Orange County already may have well in excess of one million population.
Reports from the State Department of Finance census taken Aug. 12 indicate that Orange's population currently exceeds 55,000 and will hit 63,000 by next April.
George Weimer, Orange City Manager, reported the gain to city council.
The census confirmed city officials' belief that more persons lived in each housing unit than the state had given credit.
Latest figures show that 3.5 persons live in each housing unit rather than the 3.15 that the state had credited the city.
However, it will not help the city's tax return this year, said Weimer.

Move State College Averages
Good enough for admittance to a university are taken as a transfer later on the basis of good work at SAC.
Records indicate that college transfers from SAC earn a higheride point average than students to go directly to the university in high school.
The college transfer courses offered by SAC have proven to be the equivalent of any four-year college on the basis of acceptance.
To Get Parking County Employees
Additional parking space for county employees will be made available through a decision of county supervisors Tuesday to purchase five lots of Santa Ana property.
The supervisors approved the purchase with the intent to improve the property and lease the additional 105 parking spaces to county employees.
The property is located on the south side of Fifth Street between Ross and Van Ness Streets. The area covers the entire block.
