OPINIONS Chamber Calls for Action On Southland Mass Transit This newspaper does not stand alone in its view that all types of mass transit systems should be studied so as to obtain the maximum mileage of efficient transportation for each dollar spent by investors and the riding public. The Los Angeles Chamber of Commerce says the unique nature of rapid transit problems in this vast metropolitan area would seem to require thorough investigation of transit methods and facilities not widely used at present, as well as the possibility of novel but practical adaptation of widely accepted methods to fit the area's needs. This suggests there may be great merit in this newspaper's proposal that the taxi fleets of the many communities be operated on jitney routes covering the entire area. Given gasoline and license tax inducements and freed of certain restrictions, the taxis might be able to cruise continuously and their number increased so as to serve the entire area. It is probable that no public financing would be needed for this form of mass transit, since the taxi people would be in business for themselves. This newspaper repeats its recent editorial statement that no economically feasible mass transit system can be built to properly serve Los Angeles and Orange Counties because of the fact that the population is deployed too many areas that could not be reached by either buses or rail carriers. The Chamber of Commerce said that for any rapid transit system it must close to economical operation, must draw the commuter away from private modes of transportation. The suggests that the commuter would have to be induced to quit driving his car to and from work. At the present time, as for decades in the past, dependable and accessible transportation has not existed for millions of people in Southern California. It is senseless to expect a commuter to drive a car halfway to his destination in order to reach a bus or rail stop. If he could flag a jitney near his home it is unlikely that he would drive his car on congested streets and freeway. After years of dawdling and spending public funds for survey after survey and tons of reports the Metropolitan Transit Authority has come up with exactly nothing in the way of solution to Southern California's transit problems. A solution is of utmost urgency. No other system appears feasible the jitney system should be considered. Taxi fleet operators should take the lead in this direction. In Orange County" Women's Travel Director Points to Weekend Fun Carol Lane, women's travel director of Shell Oil Co., on Wednesday spoke at a luncheon at the Tamasha Town and Country Club before wives of 200 Shell dealers in Orange County on "Let's Go Adventuring." Places and activities in Orange County which provide the public with delightful brief vacation trips were described. She also exhibited a wardrobe for a weekend, packed in a 16-inch travel case. Miss Lane passed along her travel-tested tips gathered in her annual 60,000 miles of touring, and offered advice on traveling with youngsters, camping, trailer-ing, and boating, as well as showing numerous new items which add to the convenience of travel by car. Arnold Holme, Shell district manager in Anaheim, said the luncheon was an unusual opportunity for a supplying company to share ideas on travel with the wives of men engaged in providing automotive service to the public. Neilan, president of the Chamber of Commerce of the U.S. at the National Press Club in Washington, D.C., on August 7 charged that vote buying and election bribery have reached new heights and that it is not only done with the taxpayer's money but with his own connivance. Pertinent excerpts from the talks are printed herewith: "The Chamber of Commerce of the United States has recommended 117 specific areas in which proposed spending can and should be cut without impairing our national security or our essential Government services in the slighest degree. They total a reduction of 9.1 billion dollars in spending authority and 4.5 billion less in actual cash expenditures for this current fiscal year. These economies can be increased by returning to the States, counties and local communities the responsibility for projects which are basically local in nature. They can be achieved by resisting all expenditures for new functions or for the expansion doubt that such programs are essential to the urgent national-security requirement of the nation. "The Area Redevelopment Assistance Program is a case in point. The Administration wants to spend another 445.5 million dollars to expand this program of assistance to so-called "depressed areas," even though the experience of the last two years has proven this program does not work. "Economically depressed areas are" "Where does this vote buy, Government to pour out tax money, eased assistance, stop? Is the Federal allowed funds endlessly to out every community, every individual company that itself in trouble? Or is it the role of the Federal Government to tail this spending in order to create sound foundation for sustainable growth which will enable the wider American community to prosper? "The economies in federal spending accompanying such a return to responsibility are enormous. The necessary and they are practical. We cannot get them without a radical change in the political morality numerous citizens throughout our nation. "We are not going to get real emony in Government so long as members of Congress continue to as bagmen for their constituents, so long as many of the electorate continue to pressure them to do so. "Members of Congress find themselves under almost intolerable pressure from their voters to get more federal handouts, apparently the belief that someone else is pay for them. "Make no mistake. These pressures impare the effectiveness of our Congressmen and Senators to the point where they have less and less time give adequate attention to our real national interests and the national problems in which we are involved." Government supported by banks and circuses has been with us for long time, and no one believes that is going to be corrected overnight." During the summer they took her on a trip to tour of Spain, so she would "be able to know all about the country." Mr. Bofill works for the Viojes Maisans, a travel agency, as a director.
