Hanna Welcome
A country-style "welcome home party," honoring Congressman Richard T. Hanna, will be held Aug. 24, in Sigler Park, Westminster, Walter B. Chaffee, chairman of the co-sponsoring 4th Congressional District Organization of Business and Professional Men, announced. There will be truckloads of free watermelon, square dancing, clowns, prizes and entertainment to make it a fun-filled afternoon for the entire family, Chaffee promised.
Fewer Frauds
The Orange County Welfare role, which carries the lowest case load percentage of any major California County, also ranks among the lowest in the percentage of frauds in its programs. Welfare director Granville C. Peoples has reported. No fraud violations or major irregularities were reported in Orange County during a nationwide study just completed by the federal government. Peoples said. The study was ordered by Congress to check on fraud and violations in welfare aid.
Palmer to Talk
William B. Palmer, director of activities for Savanna High School and a member of the Board of Directors of the Community Scholarship Committee for the Anaheim Union High School District, will explain to members of the Garden Park Hospital Guild the theory and practice of nursing scholarships at its meeting tonight at 8 p.m. in the conference room of the Garden Park General Hospital, Gilbert and Ball Rd.
IMSCO's home offices are located in Los Angeles and branch offices in Anaheim, Sacramento, San Diego, San Jose, San Rafael, Stockton, Phoenix and Las Vegas.
Navy Contract
Autonetics Division of North American Aviation has been awarded a $1,810,765 contract by the U.S. Navy Department Bureau of Ships, it was announced in Washington by Congressman Richard T. Hanna of Fullerton, Hanna said the contract, for work to be done at Autonectics' facility in Anaheim, was for 75 gyrascopes and 103 velocity meters which are part of the inertial navigation systems used aboard Polaris submarines.
Liquor Licenses
Fifty additional liquor licenses will be available in Orange County this fall according to Malcom Harris, director of the Alcoholic Beverage Control. Applications will be received at the Santa Ana office for 25 package store licenses and 25 on-sale general or bar licenses between Sept. 3 and Sept. 20.
$1 Million Bonanza
A rough estimate indicates that with all receipts from the Laguna Festival of Arts, Pageant of the Masters, sale of art on the grounds and the ensuing boost in sales for Laguna Beach motels, restaurants, service stations and other businesses during the five-week festival, the mid-summer extravaganza became a million-dollar bonanza for the community. More than 250,000 attended the Festival.

Inn Keepers Unite
Orange County Restaurant and Home Development Association, newly organized to promote the interest of inn keepers, is headed by Bob Nielsen of the Jolly Roger Inn in Anaheim, as president. One phase of the group's public relations program will be the award of a scholarship to a high school graduate for hotel and restaurant management training.

North American Life Insurance Co. of Chicago has appointed Investor's Mortgage Service Co. as mortgage loan correspondent in California, it was announced by William C. Bannerman, IMSCO president.

Tax Checkup
Appraisers from the State Board of Equalization have begun field work on a program designed to test the average relationship between assessed values and market values of taxable property in Orange County, according to Richard Nevins, Fourth District member of the Board of Equalization. This is part of a statewide intercounty equalization program. The primary purpose of this work, Nevins explained, is to see that this county gets its proper share of state school funds.
Named Treasurer
Robert D. Williams, assistant manager of the U.S. National Bank in Anaheim, has been elected to the executive committee of the Orange County Chapter of the National Foundation - March of Dimes. Arthur R. McKenzie, chapter chairman, announced Williams, who resides with his wife and two children at 711 N. Clinton St. in Orange, has been active in community affairs for many years, and is now a member of the Costa Mesa Downtown Optimist Club. In addition to his responsibilities, Williams will serve as Treasurer of the 1964 Anaheim March of Dimes campaign.
Two Promoted
Cannon Electric Co., whose large manufacturing and research facilities are located in Anaheim and Santa Ana, has promoted James H. Anderson of South Pasadena to the newly created position of director of operations. James K. Ogawa, Pasadena, was of the Los Angeles division.
Irving Pickler, Anaheim chant, has been appointed Board of Trustees of A Union High School District; the vacancy created by the retirement of Raymond B. Terry is a former presidee the board. Royal C. Martin newly-elected president of five-man board.

Pickler On School Board
Irving Pickler, Anaheim merchant, has been appointed to the board of Trustees of Anaheim Union High School District, filling the vacancy created by the re-ment of Raymond B. Terry. Terry is a former president of the board. Royal C. Martin is the newly-elected president of the e-man board.
Pickler's appointment is for the two remaining years of Terry's expired term. The post had been open since July 1.
Long active in school affairs and youth activities in the community, Pickler is the father of the children ranging in age from 19, two of whom are enrolled in the District's schools. The eldest son is a student at Fullerton Junior College, a daughter who is senior at Savanna High School, son in Brookhurst Junior High school, and the two youngest children attend elementary school in Anaheim.

The inertial navigation systems supplied by the Anaheim factory of Autonetics Division of North American Aviation Inc., for history's first submerged transpolar voyages helped prove the "operating concept" of the Free World's Polaris missile weapon system, Rear Adm. I. J. Galantin said.
Congratulating Autonetics on its past and present "contributions to the peace and safety of the nation," the Navy's Special Projects director and Polaris program chief praised Autonetics' ship's inertial navigation systems (SINS) which guided the Nautilus and Skate on their 1958 Polar cruises.
Four Autonetics employees made the Polar cruises as civilian technicians. One of them is Thomas E. Curtis of Downey who with Moore, has received the annual Thurlow Awards for achievement in inertial navigation. Others are Zane Sandusky of Orange, Roger E. Schmidt of La Habra and Robert E. Wadell of Buena Park.
Nautilus reached the Pole Aug. 3, 1958, and the Skate eight days later — Aug. 11. Both were equipped with forerunners of the SINS Autonetics provides for the U.S. Navy's Polaris submarines, the nuclear carrier Enterprise, missile-space tracking, navigation test and other vessels.
Anniversary
"It is particularly fitting that you at Autonetics mark the fifth anniversary of the Nautilus and Skate operations at the North Pole, for it was navigation equipment produced by you that helped make those under-ice explorations possible." Adm. Galantin's message to Autonetics' president John R. Moore said.
"You can well be proud of your part in those historic events. Nautilus and Skate did more than show that submarines could navigate under the polar ice. They proved that the operating concept of the Fleet Ballistic Missile weapon system was sound and that submarines could stay on patrol for weeks at a time ... and still have pinpoint navigation accuracy.
"Inertial navigation systems are the heart of our FBM submarines. 'Your efforts have helped bring us from the probings of the Nautilus and Skate to the point where our defense is vastly strengthened by the ability FBM submarines to merge for months and be exactly where they are."

Dependent and neglected children, the judge says, are unfortunates who, through no fault of their own, bear the brand of "juvie" because they are handled by the same court that handles delinquents.
"For them," he says. "there should be a separate court. Call it, for lack of a better name, The Children's Court. Then the world would know that the child who has been in that court is not a juvenile criminal but that he is the tragic result of an unhealthy social condition over which he has no control."

He concludes that a Children's Court should be completely removed from te court which handles the delinquent.
Judge Gardner also depicted fact that the juvenile officer denied constitutional rights for forced adults charged with a condition which exists: the juvenile is not "charged a crime."

Area Men on Camp Staff Scout Awards
Ken Huish, camp director of Camp Ahwahnee, Boy Scouts of America, Northern Orange County Council's 480 acre summer camp reservation, has announced the following staff members who assist with the camping program during the nine weeks of summer camping.
Harold Van Patten, Placentia will be program director; Bruce Moore, Placentia, has been named aquatics director with Lyman Groover of Cypress assisting.
Al Molker, Anaheim, is waterfront assistant and Jim Smith, Whittier, is astronomy director. Steve Carlson, Brea, will be nature assistant and Strut Hern, Garden Grove, will be assistant program and handicraft director. Gary Murdoch of Anaheim will assist Hern.
From Buena Park, Bob Malloy will be axe yard assistant; Greg Richards, Anaheim, will be pioneering assistant; Jack Trant, Buena Park is campercraft assistant. Jim Trant also from Buena Park will be assistant program director in charge of field sports.
Camp Ranger is Frank Moore, Jim Snyder is quartermaster both are from Fullerton. Assisting Snyder is Wayne Duncan of Buena Park. Bill Frenzel of Anaheim is editing and publishing the tri-weekly camp newspaper, the "Bugle Blast."

Rebekahs Plan Public Dinner
Lois Rebekah Lodge No. 268, Independent Order of Odd Fellows, held its regular meeting in the Odd Fellows Temple, 325 West Center St., Anaheim, Alice Robert, Noble Grand, presided.
Honors were extended to Henry A. Mang, Past Grand Patriarch of Grand Encampment of California; Ora B. Horn, Officer of the Guard, and Lillian Carson, on the Honor Guard, both of the Department Association Ladies Auxiliary Patriarchs Militant of California.
Plans were made to hold a public 6:30 dinner on Oct. 1, with reservations in charge of Adeline Provino, Vice Grand. Cards and gifts were voted sent to Vivian Kara, President of the Rebekah Assembly of California, and her husband, Jerry, on their wedding anniversary observance to be held in Sacramento on Aug. 21.
Henry Mang, reported receiving a letter, parts of which he read to the lodge, telling how happy Cora Steward is in her new home at the Odd Fellows Home in Saratoga.
The reception honoring Emily Lind, Chaplain of the Rebekah Assembly, to be held in El Segundo on Aug. 10, was attended by the local lodge.
Opal Meeker, President of Lois Thimble Club, announced that the regular meeting of the Club will be held at the home of Vivian Waite, Aug. 20.

TELEPHONE COMPANY RENTS ANAHEIM CITY-OWNED PARKING LOT
About sixty more off-street parking spaces were recently made available to Telephone employees in Anaheim. With the approval of the Anaheim City Council, Pacific Telephone leased a city-owned parking lot on Chartres Street.
