WAGES COLLECTED
More than three and a half million dollars in unpaid wages has been collected for California workers by the Division of Labor Law Enforcement of the Department of Industrial Relations during the period July 1, 1963 to June 30, 1963, according to State Labor Commissioner, Sigmund Arywitz.

In pursuance of a resolution of the Board of Supervisors of the Orange County Flood Control District adopted July 18, 1963, directing this notice. NOTICE IS HEREBY GIVEN that the said Board will receive in Room 215 in the Court House at Santa Ana on or before the hour of 11:00 A.M. of August 14, 1963, sealed bids or proposals for the construction of Fullerton Creek Channel from Knott Avenue to Western Avenue, Stanton Storm Channel from Knott Avenue to Western Avenue, and the Anaheim-Barber City Channel from Palmwood Drive to Station $54+00 and from Eucldle Avenue to Wakefield Avenue.
Bids must be made on the form provided for the purpose addressed to the Board of Supervisors, Orange County Flood Control District, marked "Bid for Construction of Fullerton Creek Channel, Stanton Storm Channel and Anaheim-Barber City Channel."
Bids shall be for furnishing all labor, equipment and materials in accordance with Plans and Specifications therefor for the following work:

Item 1 2,554 Linear feet of earthwork, Fullerton Creek Channel, on a per linear foot basis.
Item 2 2,954 Linear feet of earthwork, Stanton Storm Channel, on a per linear foot basis.
Item 3 2,217 Linear feet of earthwork, Anaheim-Barber City Channel, on a per linear foot basis.
Item 4 79 Cubic yards of portland cement concrete, Class "A", in structures, in place on a per cubic yard basis.
Item 5 4,530 Cubic yards of portland cement concrete, Class "B" in reinforced concrete channel lining, in place on a per cubic yard basis.
Item 6 1,724 Cubic yards of portland cement concrete, Class "B" in plain concrete channel lining, in place on a per cubic yard basis.
Item 7 548,050 Pounds of bar reinforcing steel in place on a per pound basis.
Item 8 2,650 Linear feet of Type I chain link fence, Fullerton Creek Channel, in place on a per linear foot basis.
The foregoing quantities are approximate only, being given as a basis for the comparison of bids, and the Orange County Flood Control District does not expressly or by implication agree that the actual amount of work will correspond therewith but reserves the right to increase or decrease the amount of any class or portion of the work, as may be deemed necessary or expedient by the said

All bids are to be compared on the basis of the foregoing schedule of work-items.
Notice is hereby given bidders that in accordance with the provisions of Section 1770 of the Labor Code, the Board of Supervisors of the Orange County Flood Control District has ascertained the prevailing rate of per cent tender for each craft or type of workman or mechanist to execute the contract which will be awarded the successful bidder, to be as follows:
FOREMEN: All foremen not herein separately classified shall be paid not less than $2.00 per day more than the daily rate of the highest classification over which he has supervision. APPRENTICES may be employed in conformity with Section 177.5 of the California Labor Code.
WELDERS: Same wage scale as craft to which welding is incidental (except as otherwise separately classified).

The rate of compensation for any classification not listed in the schedule, but which may be required to execute the proposed contract, shall be commensurate and in accord with the rates specified for similar or comparable duties.
Provided that not less than one and one-half times the prevailing rate shall be paid for any working time in excess of eight (8) hours in any one calendar day and for Saturdays, Sundays and seven legal holidays, to wit: New Year's Day, Memorial Day, Fourth July, Labor Day, Veterans Day, Thanksgiving and Christmas.
For less than eight (8) hours per day, the overtime rate shall be that fraction of the foregoing per diem rates that the number of hours worked beats eight hours.
Provided that notwithstanding the general provisions contained herein, Flaggmen, Guards, and Watchmen shall be paid not less than one and one-half times the prevailing rate for overtime (overtime shall be time worked in excess of eight hours per day or forty hours per week), and the straight prevailing rate for time worked on Saturdays, Sundays, and holidays where such time does not constitute overtime.
Bidders' attention is called to the above mentioned Statute which will require them, if awarded the contract, to pay not less than said general per diem rate of wages set forth in said resolution hereinafter mentioned, to all laborer workmen and mechanics employed in the execution of the proposed contract.
The biddner must submit with his proposal a satisfactory check certified on responsible bank or bidder's bond and payable to the order of the Orange County Flood Control District for an amount not less than ten (10) percent of the aggregate sum of the bid, as a guarantee that the bidder will enter into the proposed contract if the same is awarded to him, and in event of failure to enter into such contract said check will become the property of the District.
The amount of the bond to be given to secure a faithful performance of the contract for said work shall be fifty (50) percent of the contract price thereof, and an additional bond to the amount equal to fifty (50) percent of the contract price for said work, which bond shall provide that if a person or contractor fails to pay for any materials, provision or supplies used in, upon, for, or about the performance of the work contracted to be done, or for any other labor therEOF any kind, or for amounts due under the Unemployment Insurance Act with respect to such work or labor, that the surety or sureties will pay for the same, and also in case suit is brought upon the bond, a reasonable attorney's fee to be fixed by the court.
The Contractor will also be required to furnish a certificate that he carries compensation insurance covering his employees upon work to be done under the contract which may be entered into between him and the said District for the construction of said work.
No bid will be accepted from a Contractor who is not licensed in accordance with the law under the provisions of Division III, Chapter 9 of the Business and Professions Code of the State of California.
No bid will be received unless it is made on the blank form furnished by the Chief Engineer. The special attention of prospective bidders is called to the "Information for Bidders" annexed to the blank form of proposal for full directions as to bidding, etc.

INSTRUCTIONS TO VOTERS
To vote on any measure, stamp a cross (+) in the voting square after the word "YES" or after the word "NO". All marks except the cross (+) are forbidden. All distinguishing marks or erasures are forbidden and make the ballot void.
If you wrongly stamp, tear or deface this ballot, return it to the inspector of election and obtain another.
On absent voter ballots mark a cross (+) with pen or pencil.
MEASURE SUBMITTED TO VOTE OF VOTERS
Shall ANNEXATION NO. 211 be annexed to the City of Orange, California, and the property in said ANNEXATION NO. 211 be, after such annexation, subject to taxation equally with the property within said City of Orange to pay its pro-rata share based upon assessed valuation of all bonded indebtedness of said City of Orange outstanding or authorized, at the date of the First Publication of Notice of Election, for the acquisition, construction or completion of municipal improvements.
A cross (+) placed in the voting square after the word "YES" is the manner hereinbefore provided shall be counted in favor of the adoption of the proposition or measure. A cross (+) placed in the voting square after the word "NO" is the manner hereinbefore provided shall be counted against the adoption of the proposition or measure.
The qualified electors residing in said new territory so proscribed to be annexed to said City of Orange are hereby directed to vote upon the question of the annexation of said territory to the City of Orange and the subjection of said territory, after annexation, to taxation equally with the property within said City of Orange to pay its pro-rata share, based upon assessed valuation of all bonded indebtedness of said City of Orange outstanding or authorized at said date of the First Publication of this Notice of Election, to wit, July 18, 1963, for the acquisition, construction or completion of municipal improvements, by stamping a cross (+) on the voting square after the word "YES" on the ballots to be issued in said election, or by stamping a cross (+) in the voting square after the word "NO" on such ballots. If an elector shall stamp a cross (+) in the voting square after the word "NO" on such ballots, shall be counted in favor of said territory being annexed to incorporated in, and made part of the City of Orange to pay its pro-rata share, based upon assessed valuation of all bonded indebtedness of said City of Orange outstanding or authorized, at said date of the filing of said date of the First Publication of this Notice of Election, to wit, July 18, 1963, for the acquisition, construction or completion of municipal voting square after the printed word "NO", the vote of such elector shall be counted against such annexation.
The improvements for which bonded indebtedness of the City of Orange has been incurred, outstanding at the date of the First Publication of this notice, and the amounts thereof, and the maximum rates of interest payable thereon are as follows:
