Need for Bonds
Is Established
For the past several weeks the Gazette has brought to you the expert opinions of individuals intimately associated with a major item to be anticipated on the city bond election ballot this fall. This was planned, with the whole-hearted cooperation of the city government, in order that the voters of Anaheim could study the bond proposals in detail and obtain a good working knowledge of just what they were being asked to vote upon.
Bond issues, we have found through long experience, are too often decided by an electorate woefully ignorant of the proposal.
The proposals this fall are all important to Anaheim in one way or another and they should be determined with the forethought they deserve, not by the influence of some catch phrase at the last days before voting.
The major items which have been discussed during the past six weeks are:
4.9 millions for water improvements to include a reservoir and distribution lines as developed in the article by Superintendent Gus Lenain;
1.5 millions for three substations and a utility yard for the light and power services of the city as outlined by Superintendent Max Moody;
$3 millions for a needed city hall to be located at Broadway and Harbor as illuminated by an article by Mayor Rex Coons;
$2.5 millions for storm drains
government must ask of the an increase in tools and capacities if it is to be efficient adequate in its response needs of those it serves justifications for the items budget have been, we can properly spelled out in the prepared by the city officials concerned.
These are the reasons for support of the bond issue the basis for our conclusion.
We urged the publication articles at this time so that of the major issues could be quantely covered before the issue was finalized. The city act by July 23 to formalize content of the election and there was to be any great sition or doubt arise on the proposals it would be with the city officials to know o before July 23, rather than have an issue in the list for tion on October 8 that would cause of its unpopularity, jerize the others.

$2.5 millions for storm drains to minimize the threat of potential flood waters discussed by Public Works Director Thorton Piersall;
$750,000 for the building of sewer lines to reach into potential development areas as explained by City Engineer James Maddox.
And $300,000 for branch library requirements as pointed out by C.B. Miller, Board Member.
Some $13 millions for which the city would commit itself.
We are in favor of all of the issues proposed and believe they should all be approved.
The basic reasons for such a decision are these.
Anaheim has already chosen to by a community governed by a city government. This government, the people determined, shall be responsible for carrying out certain functions. To effectively carry out these functions the

We would be sadly remiss if we departed the editorial scene without bowing in acknowledgment to all of those individuals in Anaheim we have come to know and enjoy. The work of a newspaperman is filled with experiences with individuals, varying from the ludicrous to the sublime, but all stimulating.
In our first editorial in the Gazette we emphasized our abid ing interest in the individual spoke then that our policy "not to be so engrossed with the larger events that we neglect the most important gradient of the community: individual." We hope always be able, as Paul wrote to Romans, to rejoice with the who rejoice and weep with the who are weeping.

We have had this privilege will "get it all back." This is not an adequate, nor proper justification.
The only justification, and the one we have already iterated as a basis for our own approval, is that the citizens of Anaheim have long ago voted to have such a socialistic venture and now must, in all honesty, vote the means for their effective functioning.

THE MEASURE OF A MAN

THE MEASURE OF A MAN
By CAROL BAKER
There comes a time when man starts growing out instead of up; — reaching his full physical stature does not necessarily mean that he has entirely grown, because it is at this time that his world is expanding — his horizons broadening — Later, experience teaches him to limit his interest in knowledge, to specialize — to train himself for a chosen career. And it is at this time that we take the measure of a man. How well is he trained? Can we depend on him? Does he have good judgement?
A good way to take the measure of a man is to take a look at his habits — because the habits of a man are the key to his character. For example — a man of sound judgement checks in regularly with Harvey's Auto Body and Painting specialize in expert color matching and painting, collision repairs; and wreck rebuilding — as well as fea-Paintin specialize in expert color matching and painting, collision repairs, and wreck rebuilding — as well as featuring expert specialized work on Volkswagens, Renaults and Foreign Cars. If you are a foreign car owner — why not take the measures of a job well done at Harvey's Auto Body and Painting? You'll be glad you did.
