Utt Raps Court; Rights Stressed
(Editors Note: The comments below were forwarded to us by Congressman James B. Utt from his Washington office. We feel his statements are well worth reading and study. We are therefore placing him in the role of a "guest editor.")
The "lightning on the left" has been rather devastating to the conservative point of view, but some of us escaped destruction and continue to "view with alarm."
I would like to call my readers' attention to the testimony of J. Edgar Hoover, Director of the FBI, given to the House Appropriations Subcommittee, and made public on June 5th of this year. Mr. Hoover testified that:
There are 761 Soviet - bloc diplomats and employees in this country, and these people "have been used extensively for espionage purposes."
There are 1,066 dependents of Soviet - bloc personnel here, "some of whom are also trained as intelligence agents."
During the year ending June 30, 1962, "Soviet officials alone made fourteen intelligence-collection and reconnaissance trips throughout the United States. They visited areas of strategic importance and closely studied industrial facilities and military installations collecting available maps, charts, photographs and other detailed data of intelligence of the majority opinion from the bench. In his written dissent he called the ruling "the baldest attempt by judges in modern times to spin their own philosophy into the fabric of the law, in derogation of the will of the legislature."
From the bench, Justice Douglas said Justice Black's opinion read "more like a congressional committee report than a judicial opinion." And he complained of its length: "The advantage of a long opinion . . . is that it is very difficult to see how it failed to reach the right result, because one gets lost in words."
I have been charging the Supreme Court with acting as a legislative body rather than a judicial body, and for this I have been referred to as a member of the "lunatic fringe." Of course, Justice Douglas is not exempt from his own critical charges, in that he has also been doing a little legislating on his own. But I have yet to hear anyone on the radical left, either on the Floor of the House or the Senate, even approach the criticism used by Justice Douglas in the above-referred case.

(You will recall that I recently strenuously objected to the fact that the State Department conducted a tour for Soviet delegation through the Richfield laboratory in Orange County.)
During the year ending June 30, 1962, "95 Soviet - bloc officials attended 65 technical, scientific and military conferences, exhibits and symposia in various parts of the U.S. They collected masses of available information and established initial contact with persons having potential for future intelligence recruitment."
Because the U.S. has an open society, much information can be obtained by the Communists legally, Mr. Hoover said. But when information is forbidden to them, Soviet officials use "trickery, deceit and false representations" to get it. An example: Since 1855, it has been illegal for Soviet citizens in the U.S. to purchase aerial maps, charts or photos of a scale of 4 miles to the inch or larger. Yet a single Soviet national, employed by the U.N., was able to purchase from a map company "200 or 300" maps, many of them of the prohibited scale. To get the maps, which covered "nearly all" the U.S., he simply posed as a student.
I have been warning Americans In almost this same language for the past several years, only to be rewarded by an eloquent outburst on the Senate Floor labelling me (by innuendo) as a "fright peddler."

Emergency Stockpiles Urged in Engle Bill
WASHINGTON, D.C. — Senator Clair Engle (D-Calif.) is author of a bill to set up food stockpiles near major cities to meet emergency needs in the event of enemy attack or local disaster.
Senator Engle explained that his bill would provide "rotary stockpiles consisting of:
— Ready - to - use foods,
— near centers of population target areas.
— Wheat, located near parking facilities.
— Feed grains, in deficit imported.
“In the event of an enemy attack,” Senator Engle said, transportation of food would disrupted severely. While we not expect any national food age, there could be a break in the national capacity to tribute food.
“Such stockpiles stored at telegic points could also be available to relieve distress by natural disasters.”
The food stockpile would built up gradually over a period of time. Senator Engle explains adding that this legislation is signed to keep the costs of operation to a minimum by thorizing a rotation plan would permit exchange of modities in the stockpile for purchased or owned by the modify Credit Corporation or other agencies or programs of Federal Government.

The women elected to give three Y Camperships at Camp Osceola, one music scholarship to Idyllwild and a donation to the Anaheim Girl Scout Council toward a member's attendance at the All-State Convention.
Other business conducted by the League at the meeting included an announcement that the Thrift Shop will be open throughout the summer from Tuesday through Friday. Hours will be from 10 a.m. to 4 p.m., Mrs. Marshall Stonestreet, committee chairman states.

Less Surgery Due to Drugs
The need of patients for surgery for tuberculosis is becoming less each year, according to a report from the joint Veterans Administration - Armed Forces large-scale studies of pulmonary diseases.
The number of operations for Pulmonary TB performed in the hospitals participating in the research has declined steadily since 1957. John Alderman, Director of San Fernando VA Hospital, said today.
He attributed the decrease in surgery for TB to increasingly successful use of drug treatment for the disease.
The VA - Armed Forces Research, under way since 1948, is the world's most extensive study of use of drugs against tuberculosis.

Active Season
Although the chapter itself is only six months old, a new slate of officers for the Anaheim Women's American ORT is already planning a heavy schedule of events.
ORT is the Organization for Rehabilitation through Training. It is a non-profit system of vocational training schools, operating 600 installations in 20 countries, on five continents, wherever vocational training can rehabilitate the underprivileged and raise economic and cultural levels. ORT's motto is to help a man to help himself. ORT students become productive, independent, self-supporting human beings, freed from charity.
Plans of the local group for the near future include a theater party at Melodyland Theatre on August 4, a coffeeklatsch for new members is being planned for August 13, and early in September there will be a barbeque and swim party.
Mrs. Leon Kraus has been installed as the new president of the Anaheim chapter.

Month-old Child At LA Hospital
Julie Mills, 1 mo., daughter of Mr. and Mrs. Marion Mills, 122 S. Walnut, Anaheim, has been admitted as a patient at Los Angeles Orthopaedic Hospital, it was announced today.
Anaheim is one of the many Southland communities whose handicapped children are cared for at Orthopaedic Hospital. Although the hospital serves private patients, no crippled boy or girl through the age of 22 who can benefit from orthopaedic care is refused admission regardless of race, creed, place of residence or family financial status.
