Winchell Stresses Right of Way Laws Capt. F. E. Winchell, commander of the California Highway Patrol's Anaheim Area, cautioned motorists that they are required to yield the right of way upon approach of an emergency vehicle with red light showing and siren sounding. "Sometimes in confusion drivers continue to move because they are unsure from which direction the emergency vehicle is coming." "The law states that upon immediate approach of an emergency vehicle, drivers shall move to a position parallel with and as close to the righthand edge of the road or curb as possible, then stop. They must remain standing until the emergency vehicle has passed." "Never stop in an intersection," the captain said. He added that "pedestrians are required to remain on the curb or other safe location. If they are in the roadway, they should proceed to the nearest curb or safe location."
