Phillips has disclosed the County Board of Supervisors has received a complete report from the County's Flood Control Department on the flooding problem in the vicinity of Shaw Lane and the Richard Nixon School in the Yorba Linda area. The location of the problem and its drainage area of 80 acres is shown on a map which was drawn up by the District's Department, and shows that the problem was caused by two separate actions. First was the construction of an irrigation water canal across a naturan water course, leaving only an 8" pipe draining through the embankment. The canal is now owned by the Anaheim Union Water Co. Secondly, was the filling in the natural water course downstream from the Anaheim Union embankment closing off most of the drainage through the 8" pipe. Increased run-off, due to continuing development on the drainage area, combined with the restricted flow through and beyond the Anaheim Union embankment, causes ponding upstream from the embankment with resultant endangerment to two residences recently built on "metes and bounds" parcels. The solution to the problem, stated Phillips, will consist of constructing a 36" pipe line from upstream of the site of the Anaheim Union embankment downstream a distance of approximately 400 feet to the southerly side of Yorba Linda Boulevard. It is estimated that the cost of the construction within the Anaheim Union embankment will be $5,000. It is estimated that it would cost an additional $10,000 to construct the pipe through the Richard Nixon School. Restoration of the drainage through the school grounds will mitigate the problem considerably. The final solution will require the work within the canal embankment as well. The Anaheim Union Water Company apparently has no responsibility in that the embankment was placed about 1876 and with the consent of the affected land owners. The responsibility for correction of the condition produced by the canal embankment is questionable. This area is a portion of that proposed for annexation to the City of Anabeim in the fairly near future. Phillips said the Board referred a copy of subject report to County Counsel to act in his capacity as attorney for the Yorba Linda School District in arranging for restoration of the blocked drainage and referred a copy to the City of Anabeim as a prospective heir to the problem by reason of the current annexation proceedings.
