Back from another news-gathering swing of six Southeast Asian nations my notebooks are still full of observations, some light and human interest episodes, and impressions of many courteous, brave and strong personalities in all stations of life.
The journey of some 38,000 miles was made entirely by jet aircraft and most of the miles were covered in comfort aboard the Philippines Air Lines DC-8 jets.
Generally speaking some progress is being made in most Southeast Asian nations. Living standards are increasing. We are doing a little better job than in the past, but we still have a long way to go in winning and keeping more friends and securing a better return on our investments, aid and efforts.
ILL - ADVISED PROGRAMS
We still have many poor or ill-advised assistance programs and they are not conducted by too many people with skill, adequate background and proper training and dedication.
I am convinced that at least half of our aid program is sheer waste. We have far too many working and out to get re-crooks and grafters. He has qualities of Western story hie.

They eager, intelligent, dedicated preserving freedom and speak or are learning the ages of the various countries. Many of them have adopted phans, are providing their keep and making educations sible for these youngsters.

We still have many poor or ill-advised assistance programs and they are not conducted by too many people with skill, adequate background and proper training and dedication.
I am convinced that at least half of our aid program is sheer waste. We have far too many long-range and costly programs. Most of our assistance should be confined to village and rural projects.
Most of our foreign aid should be spent on health, sanitation, agriculture, education, transportation and light industry or home and cottage crafts. We should have definite ground rules and agreement that they will be observed if we grant aid. We should make frequent checks and ascertain that money given or loaned is used honestly and efficiently. The governments receiving such aid should make these facts known constantly to their citizens.
Know Other Nations
Our technicians and government representatives should get out into the country, spend considerable time in rural areas and learn to speak the languages and dialects of the nations to which they are assigned. Russian representatives speak languages fluently and they live among the masses in villages and towns.
We must stop trying to get everyone to love us. This simply is not possible.
What we need to do is to induce people overseas to respect us. This we can do. We can earn and win respect. Once it is accomplished, love will follow in many instances.
As the leader of the free world we must really LEAD!
Most Asians are amazed about our weak and vacillating policy toward Cuba. They do not understand our handling of various situations in Latin America.
They are surprised about the way we treat many so-called neutrals. Frequently we assist them far more than our tried and proven friends and allies. Most of these neutrals, such as India and Indonesia and most African nations are "neutral" insofar as the Communist bloc is concerned, but they are not neutral when we are involved. Even as they proclaim more friends and securing a better return on our investments, aid and efforts.

Rapid population increase been reflected in a greater mand for exhibit space in eight annual Orange County ence Fair at Santa Ana Coo with more than 500 high school students accepted for the three show May 11-13.
Serious young boys and girls both public and private schools are working out their problems well ahead of the May 3 dead because only the finest exe can qualify for the coveted display in the SAC gym.
Of the schools are conducting science fairs from which small percentage of winners promoted to the countywide ad campaign.
Bids are regulated on a one system geared to the number science students in each school.
The great number of new selections in the last few years has low quotas so that only the outstanding exhibits can compete SAC for judging.

Protect Free World
Most informed people in Southeast Asia are afraid that we are pulling out of too many areas and bases too fast. On this issue they expect us to do what is necessary to insure our maximum security and protection of the free world.
Here again we must be ready and prepared for criticism and especially from the Communist world and our potential enemies.
We must learn that policies to keep various countries from falling to Communism may require some limited fighting on our part and we may lose a few lives. While this is regrettable, it is a part of the price we must pay to lead, to remain free and to hold Communism at bay. If we are not prepared to do this, we should turn in our suits and quit. This would lead to worldwide conquest and occupation, including our own beloved land, by the Reds. They are prepared and ready to pay any price to win their objectives which are still global conquest achieved through propaganda, sabotage, infiltration, double-dealing, falsehoods, subversion or actual military aggression.
Stop Comparisons
In our relations with other nations we should stop comparing their standards and practices with ours. In many cases they have been independent nations only a
Manila, Hong Kong and Bangkok are all in the midst of a building boom. Entire new areas are being constructed in Manila and Bangkok. In Hong Kong three and four story buildings are being torn down and ones of eight to twelve being erected in their place. Whole mountain tops are being sliced off and bays filled with the earth and rock to win new land for homes, factories and office buildings.
Speaking of Bangkok, some of the wildest taxi rides in the world take place there around the clock. Most of the drivers take their half of the right, right out of the middle of the street.
The Philippines are enjoying a widespread growth in industry, business and agriculture. Today there are 580,000 spindles at work employing 60,000 workers in textiles. Five years ago there were none. Soon a new large paper mill built by Col. Andres Soriano will be at work. The lumber business is booming. Increased production is being achieved in the mining industry, too, especially of iron and copper ores.
A promising citrus industry is commencing. And pineapples are being pushed hard, especially with all the labor troubles and costs plaguing the industry in Hawaii.

Santa Ana College students will observe Religious Emphasis Week with three campus programs next week, featuring an emphasis on the importance of moral and spiritual values.
The annual three-day observance will bring noted speakers to the campus on Wednesday, Thursday and Friday, March 27-29, with Association Dean of Students William Corser as Adviser.
Santa Ana Chief of Police Edward J. Allen will narrate a film on the menace of pornography, "Pages of Death," on Wednesday, March 27, at 12 noon.
On Thursday, the Wycliffe Bible Translators will present an assembly, based on techniques developed with linguistic ability to take one language and translate it into any other language.
Appearing in a student assembly on Friday at 10 a.m., will be Dr. William B. Van Valin, director of the Santa Ynez Medical Clinic. An international medical authority, Dr. Van Valin has worked with Dr. Albert Schweitzer and the late Dr. Tom Dooley.
Space Is Scarce For Science Fair
Rapid population increase has been reflected in a greater demand for exhibit space in the high annual Orange County Science Fair at Santa Ana College, with more than 500 high school and junior high school students to accept for the three day show, May 11-13.
Serious young boys and girls in both public and private schools are working out their projects all ahead of the May 3 deadline because only the finest exhibits can qualify for the coveted bids displayed in the SAC gym. Most of the schools are conducting local science fairs, from which a small percentage of winners are promoted to the countywide show.
Bids are regulated on a quota system geared to the number of science students in each school. The great number of new schools the last few years has lowered quotas so that only the most outstanding exhibits can come to C for judging.
Miss Martha Hawkins, of New York City, made them doing great damage to our country. They are misleading and give a wrong impression of time, sex, violence graft, divorce and excessive drinking. It is strange to go into any hotel room in Manila, Hong Kong, Bangkok or Taipei and find Gidan Society Bibles on dressers and then go outside and down the street to see one American film after another being advertised which gives a poor impression of our country.
Ebell Slates Election Date
Nominations and elections for the executive board of the Junior Ebell Club of Anaheim will be the first order of business at the April general meeting to be held on Tuesday, April 2, at 7:45 p.m. in the Ebell Clubhouse.
Final reports will be made by many of the special chairmen and Mrs. Richard Jackson, district third vice-president and convention chairman, will report the latest progress and plans for the district convention to be held in April, at the Newporter Inn.
A representative of the California State Forestry Division will show a film entitled "California and Its Natural Resources."

Are the exemptions for State income tax purposes the same as Federal?
ANSWER
While the exemption of $600 for each dependent is the same for State and Federal income tax purposes, the requirement for claiming a dependent is generally less restrictive under the State law, advises State Controller Alan Craston, chairman of the Franchise Tax Board.
The deduction is allowable under the California law without regard to the dependent's income, age, educational status, or the fact that the dependent files his own return, provided the taxpayer is related to the dependent and actually furnishes over half of the dependent's support.
A single taxpayer is allowed a personal exemption of $1,500 and a married couple an exemption of $3,000 for State purposes. These exemptions compare to the regular Federal exemption of $600 for a taxpayer or the $1,200 exemption allowed a taxpayer and his wife filing a joint return. California does not allow an additional exemption for taxpayers over 65.

Home Show Queen Contest April 3
Three top beauty queens will reign at various functions to highlight the annual Orange County Home Show which opens Wednesday, April 3, at the county fairgrounds for a five-day celebration.
A first-place queen will be selected from the host of beauties being sponsored by various organizations at the opening night ceremonies. The judging will take place at 7:15 p.m. from the New Products pavilion on the fairgrounds. But she will share some honors with two princesses chosen at the same time.
The show ends Sunday, April 7.
The show features exhibits of the latest products available for the home and garden, ranging from building materials to furnishings, according to John E. Backman, general chairman for the show.
Professional entertainment will also be offered each day of the show.
Time Limit On Burial Expense
Reimbursement for burial expenses of an eligible deceased veteran may be claimed from the Veterans Administration any time within two years after the veteran's permanent burial or cremation, it was noted today by Mort Webster, manager of VA's Southern California regional office.
Reimbursement not to exceed $250 will be paid toward burial expenses of wartime veterans or of peacetime veterans receiving service - connected disability compensation from the VA at the time of their death or who had been retired for disabilities incurred in the line of duty.
