Here’s A Cheer
For Teacher Dear
Although we may joke in our "Colony Crier" column about teaching children higher matheforeign languages, we cannot but hail it as an advance in California education of great consequence.
Education in this State has suffered from the influence of John Dewey. His theories of education and his "learning by doing" have misled a vast number of young teachers.
Now we seemed to have returned to "learning by thinking," and we have started to utilize the learning potential resident in young minds. No more will we hear of weeks of "clay play" in our primary grades with our youngsters; they’ll be able to hold a penell when they learn to write."
Anaheim schools, fortunately, are teaching the "never approach" to mathmatics to children in the lower grades. Youngsters from the first grade up are not only learning that two and two equal four but they are learning why they equal four. Administrators are using a system of inservice training to teach teachers who never learned the "newer approach" in schools of education.
The elementary schools also begin conversational Spanish in the fourth grade, utilizing a TV hook-up so that truly bi-lingual teachers can train the children.
Pretty soon, well have to have a "Salute the Educators" week so that we can show our appreciation of the new approach.
We believe in teaching children to think while they're young. We trust that the love of thinking, the love of scholarship, and the strength of self discipline will be inculcated in them too.
So here's a cheer for the teachers of the "new approach." Long may we rave.

LETTERS TO THE EDITOR
Dear Editor:
I would like to complain about something which I believe to be legally right but morally wrong. Here in the Placentia school district we're facing the double session bogey man and misleading advertising which is trying to sell the public a bond issue.
Projecting future enrollments for schools is necessary to a degree in all intelligent planning for district administrators, but it must be remembered that even with the experts it is based on what could be rather than definite facts. However, when actual enrollment's today are compared with yesterdays projections and it is found that such projections have been very much on the high side, it becomes questionable when a district continues to increase earlier projected amounts.
The Placentia Unified School District in a 1959 bond flyer asked for funds to increase the size of the not then completed Kraemer Int. School on the basis that it would "be at capacity the day it opens its doors". This school was built for 520 students and did not reach this enrollment until late November 1962 — over 3 years later!
In June 1959, after passage of the Bond issue, plans to expand Kraemer for 700 students were brought before the Board with cost estimates of $372,000 and an expected completion date of September 1960. Yet, in 1961 voters were again asked to vote passage of a bond issue and state loan to include expansion of Kraemer.
In 1962 it appeared again that work was to be done as application was made to State Allocation Board for approval of 9 classrooms, 2 general science rooms, a special education room, etc. However, when approval was reported, it was made contingent upon passage of the 1963 Bond issue and State Loan. There had been earlier reports that this work would double the size of Kraemer, though mention of capacity for 1,000 students was never made.
Now we are told that such work would increase enrollment capacity of Kraemer by only about $800 portionment Will Provide" was much more general.
Now, the new flyer is the prize of all time with bars on the graph ambling into general vicinities and telling nothing specific. Work to be done with funds is mostly in general terms, but where it is specific seems to overlap again some earlier areas.
There appears to be deliberate intent to have the patrons of the school district believe a story of a booming school district without printing anything that can be nailed down against facts.
We have taken only one small area of this problem to illustrate what is taking place and to show the voters that extreme caution must be taken and more facts made available before plunging ourselves any deeper into debt.
The Placentia Unified School District is calling again for classrooms to house our children and those to come, but they have likened themselves to the boy who cried wolf when in the last two cases they have ploughed the money into everything but what they claim is needed so desperately.
There has been one elementary school completed for about ½ million dollars and another is underway, accounting for $1 million of the $5 voted. Approximately $1½ million of the previous $3½ voted went into sites, many of which are involved in court action. Yet the double sessions hangs heavy over our heads.
We need a policy of first things first!!!
There is no reason in this world why local bonding capacity, which is constantly growing, cannot take care of needs for some time.
We have no business and no moral right to continue in the role of welfare - chiselers borrowing from the state under their program of assistance to "needy districts."
Better to take the 13 cents tax increase now to pay off the previously borrowed $2 million than to put ourselves in the position of constantly striving to keep bonded to capacity, and then being threatened that the minute a bond issue is defeated we must increase tax rate to start immediate repayment Will Provide" was much more general.

In negotiating for the renewal of the United States' two bases in Portugal's mid-Atlantic Azores Islands, we have been dealing with a crafty statesman and a long-time dictator in the person of Prime Minister Antonio de Oliviera Salazar.
Negotiations with Portugal on this problem and others is both a simple and a complicated matter. It is simple because it involves only one man, Dr. Salazar, 73, and Portugal's dictator for 34 years. But the Prime Minister is a complicated man. He has been accurately described as ruthless and indifferent; scholarly, personable and a bit of a mystic.
The Portuguese-American agreement on the bases expired Dec. $1, 1902. We have spent something like $100,000,000 on base installations. They serve as a refuelling stop for our Strategic Air Command, a storehouse for atomic weapons and as a communications relay for military radio. They also are of some assistance to our commercial shipping and aviation because they provide weather and navigational information. In addition we have payrolls and purchases in the Azores which amount to $1,000,000 annually.

Too Quiet
There was a moment or two of page rilling and then silence. It was too quiet. I found it difficult to concentrate. I reread the first paragraph. Then the refrigerator turned on, its soft hum flowing in from the kitchen. Everybody looked up.
"What's that?" Linda asked.
"The refrigerator starting up," said Tony.
"The refrigerator makes noise?" she asked incredulously.
"All the time," said Charlie.
It stopped and we went back to our reading.
"How did those fingerprints get on the ceiling?" asked Tony, who had rolled over on his back.
Everybody looked at the ceiling. There was a five-minute discussion on who was tall enough to jump up and touch the ceiling with grubby fingers. Then silence once more.
I took a sip of coffee. It rumbled down my throat like Niagra Falls. Everybody looked up. I smiled, a little embarrassed. We went back to our books.
A cat meowed outside. Tony got up, went to the door and opened it.
"Scat!" he yelled. We watched him walk back and resume his position on the floor.
Charlie began to clip his finger nails, Linda got up and poured herself a glass of milk. I began to doze off.
Tony cracked his knuckles. I woke with a start. Everybody was looking at the blank TV screen.
"We'll get it fixed tomorrow," I said, yawning.
We all went to bed.

The vines will be mostly fuelling stop for our Strategic Air Command, a storehouse for atomic weapons and as a communications relay for military radio. They also are of some assistance to our commercial shipping and aviation because they provide weather and navigational information. In addition we have payrolls and purchases in the Azores which amount to $1,000,000 annually.
Economics Involved
Now Dr. Salazar wants us in the Azores and he is well aware of the hard economics involved. But he is angered about our attitude in the United Nations pertaining to Portugal's overseas colonies.
He thinks we might have been firmer when India invaded and took over Goa. He feels we have not given him as much backing as we might in recent crises. Further, he wants to secure the best possible bargain for Portugal.
Dr. Salazar has been described as the most durable of all the world's dictators. He still is firmly in control.
The Prime Minister has ruled Portugal as a bonevolent dictator—but nevertheless a dictator—as a succession of Presidents who held only nominal powers came and departed. He has imposed censorship in varying degrees. As in many other countries, the democratic traditional as we understand it in this country has never been strong in Portugal. The heavens to-wit: The moon looked very beautiful on Wednesday night. It was framed in circles of yellow, blue and red, alternating, and the effect was very pleasing.

It is said that the channel at Anaheim Landing has deepened by the action of the tides this winter and that it is in better shape than it has been for many years. Perhaps the time will come when the Landing will be as important a shipping post as in days ago.
This office is indebted to Mr. Sheffield for a number of exceedingly large and fine oranges grown in the Sheffield orchard in the southern part of the town. One of them is 13½ inches in circumference, which is phenomenally large, in view of the fact that the trees are yet young and small. Anyone having larger oranges are respectfully invited to bring them to the Gazette.
Mr. R. T. Harris has opened a general merchandise store about one and one-quarter miles west of Garden Grove. It is a flourishing neighborhood and he will probably meet with success.

country has been relatively stable
from an economic standpoint under Salazar, although living standards are horribly low. The nation’s $245 average yearly income
is the lowest in Western Europe.
MAJOR PROBLEMS
One of the major problems facing his nation today is his sucessor. Salazar has not groomed any other man to take over. In his case, the leadership could not be hereditary, for Dr. Salazar is a bachelor.
But the clock is running out on the Prime Minister, as it does eventually on all men. He has problems at home, but even greater ones overseas. He has imposed a stern rule on 11,000,000 people in Portugal’s 10 colonies, now the largest “empire” remaining in a world where nationalism and independence are running strong. Opposition is especially strong in Angola. The revolt there in March 1961 resulted in more than a thousand Portugese settlers and pro-government Africans being murdered by blacks who want more political and economic freedom. Dr. Salazar cracked down on the dissident elements and he sent $5,000 troops there to restore order. Raids have continued. More self rule has been promised but whether it will be sufficient and in time, only time will tell.
The Portuguese dictator speaks for the president of economics.
DEVOUT CATHOLIC
Antonio de Oliveira Salazar is a slender, erect, distinguished looking man, with combed-back gray hair and neatly-trimmed gray mustache. He was born in 1880, the son of a poor country school teacher. His parents were devout Catholics, and their son first studied for the priesthood. While he later turned to the field of education, he has remained equally devout in his Catholic Orthodoxy. He obtained a good education, through sacrifices by his parents, and joined the faculty of Portugal’s Coimba University as Professor of economics.
Salazar was 37, and had attained a national reputation for brilliance, when a group of Army officers seized control of the Portuguese government in 1926. The military men invited Salazar to become Finance Minister. The professor would agree only on his own terms, and the terms were a virtual dictatorship. The military junta refused and ran the country from one crisis to another for two years before calling on Dr. Salazar. He has been running the country ever since, for 34 years.
Salazar put Portugal onto a sound economic base by rigorously cutting government expenses—except for the military—by reducing wage, and increasing taxes. Portugal profited by remaining virtual World War II
