Kuchel Promises All Out Fight for San Luis Dam
U. S. Senator Thomas H. Kuchel, Anaheim, this week promised an all-out fight against a move by Senate liberals to block construction of the $400,000,000 San Luis Project, vital link in the system to bring Feather River water to Southern California.
Taking the position any action of Congress to reject the Federal-State contract for joint building and operation would be "a nullity," Kuchel said efforts to delay the project by lawsuit or Congressional rejection of the agreement would be "a sad disservice" to the entire state.
The comments were occasioned by introduction: Monday night of a resolution by Senator Wayne Morse, Oregon Democrat, calling on the Senate interior committee to disapprove the compact and in effect to require inclusion of a 160-acre land limitation provision in any agreement between the United States and California providing Federal financial participation in the project.
Kuchel revealed, the Senate interior committee in January formally approved the contract submitted by Interior Secretary Udall at the beginning of the current session, and doubted a majority now would change their position.
If Morse tries to have the disapproval resolution taken away from the committee in event of inaction before the deadline this week, Kuchel warned that such a motion could be put on the table or debated at length. Even should the Senate agree to let the Oregon Senator withdraw the resolu-tive action is needed by Congress except voting of money, he added and an initial fund to start building the dam already has been made available.
The San Luis undertaking is contemplated in the state water plan, Kuchel said and the latter was adopted by a majority of the people of California "who recognize the urgency of the water problem." Challenging Morse's assertion his opposition is an attempt to voice objections of "little people" in California, Kuchel remarked, "the people of California elected two senators who see eye to eye on this matter and support the contract and they speak for the people of California."
The California senator added the San Luis legislation was "generally sponsored by the California delegation in Congress, both Republicans and Democrats" and accused Morse and two colleagues who co-sponsored the dis-approval resolution. Senators Paul Douglas of Illinois and William Proxmire of Wisconsin, both Democrats, of "undermining the entering of a good faith contract."

The No. 1 taxpayer in Orange County, Southern California Edison Company, presented checks totaling $2,745,726.88 Tuesday as the final installment of local property taxes for 1961-62.
Along with the first installment which was paid in December, this payment brings the total of property taxes paid by the investor-owned electric company in this county to $5,491,651.61, according to Edison district manager J. A. Long.
The Edison Company's rank as Orange County's biggest single taxpayer now leads the No. 2 payer by nearly a million and a half dollars Long pointed out.
