Business Expands
In the Twelfth District as in the nation, overall business activity was continuing to expand as 1981 came to a close — so reports the Federal Reserve Bank of San Francisco in its January Monthly Review.
Employment in the Pacific Coast States rose slightly in December, and the rate of unemployment declined to the national rate of 6.1 percent; this is the first time since early 1961 that the Pacific Coast rate had not been above the national rate.
Reports from employers concerning hiring intentions in the next few months suggest further improvement in most major labor markets in the District.

Franklin Delano Roosevelt is the subject for scrutiny on "Perspective."
Events and changes during his terms of office will be covered on the biographical program. John Daly narrates the show on one of America's most controversial Volkswagons Lead Foreign Imports.
Foreign vehicles imported through the Port of Long Beach during February totaled 1151. There were also 1676 bicycles, 317 motorcycles and 243 motor scooters imported.
Leading the vehicles was Volkswagen with 1798 units, followed by Porsche, 92; Mercedes-Benz, 89; Alfa Romeo, 51; and Amphicar, 0.
Other models imported ranged from 1 to 18 units.
The previous February 475 units were moved through the port.
In December, personal income, seasonally adjusted department store sales, and new orders for lumber all rose in the District. Western Steel production declined in December, but expanded more rapidly in the first half of January than did national output.
Bank credit also increased rather sharply in December, reflecting in part the typical corporate borrowing to help make Federal income tax payments.
The regular quarterly survey of business loans made by Twelfth District banks in the first half of December indicated that the average interest rate on short-term loans was slightly below both the September and the year-ago levels.
The higher rate on savings deposits generally adopted by district banks attracted sufficient funds in the first two weeks of January to increase privately held savings accounts in contrast to a decline that usually occurs in the first part of January.
