ANAHEIM, CALIFORNIA Thursday, February 22, 1962 SCREENING THE FILMS "Sergeants Three" is a film which brings to mind the comedian's line, "Now they'll be trying to make a Western from Ben-Hur." I am not going to come out and say I didn't like "Sergeants Three," but I think Rudyard Kipling's version of "Gunga Din" was just about the perfect treatment of the story of an outcast who makes like Gabriel on the horn and warns the troops in time to get their tails under cover. "Sergeants Three" is a blatant reworking of the famous saga of English army troops in India. We still have Indians in the picture, but Hollywood made the same mistake Columbus did... they got the wrong ones. The story centers on the western frontier and the uprising of a fanatic-al band of injuns led by Wa-Tonka, a sort of self-appointed messiah who preaches the decline and fall of the empire of the white man. Frank Sinatra is cavalry sergeant in charge of a detail assigned to hold a town recently raided by the Indians. Sammy Davis, Jr. is the Hollywood version of Gunga Din. The remainder of Frankie's "rat-pack," Peter Lawford, Dean Martin and Joey Bishop, play improbable roles in an improbable stream of action. What probably made the picture fall through so completely as far as I am concerned was the fact that with such a wealth of comic talent, the attempt was to make serious a faecial plot. If advantage had been taken of what was on hand, "Sergeants Three" could have been a first-class satire on "Gunga Din." Redeeming feature was Dean Martin. Ol' Dino, despite the attempt to be serious, just cannot help being funny. In a sea of such forced seriousness, Dimust have seen the ridiculousness of the whole thing and wunable to hold back. ANAHEIM Sumner In Sacramento By Assemblyman Bruce Sumner BUDGET SESSION OPENS. The bi-annual budget session of the California Legislature convened on Feb. 5. Shortly after we convened the Governor addressed a joint meeting of the Assembly and Senate to deliver his budget message and present his version of the 1962-63 budget for California. The budget is an astronomical $2,885,523,247 which is $200,000,000 more than the budget of last year and is the nation's largest. In addition to the budget, we heard the administration recommendations for bond issues for schools, parks, veterans' housing, and construction of state projects. Thus, in a period of three years, our state has gone from a pay-as-you-go capital outlay program with a substantial surplus in our state treasury to a budget which will be balanced by bon' issues. In addition, 1959 saw a better than $250,000,000 a year tax increase. Because the budget itself is 1,248 pages long, none of us have had a chance to digest it in detail. My immediate reaction is that there must be areas where we could make substantial cuts and that it these areas are not available, additional legislation should be introduced to change our state policies so that additional tax increases will not have to be proposed at the next session of the Legislature. Our state simply cannot afford some of the programs which have been put into effect during the last three years. PARTY POLITICS. This is an election year of more than ordinary importance to our state, since all of the members of the Assembly are up for reelection along with half of the members of the State Senate, and all of our Constitutional officers. Therefore, no one was surprised to see our session get off to a rather stormy start, with charges and countercharges flying across the floor of the Legislature. Both parties seem to have new vigor — the Democrats because of the election of Jesse Unruh as their speaker and the Republicans because of the tremendous boost in morale that was given our party with the election of a Republican assemblyman in a special election held in Stanislaus county and a Republican senator in Ventura county. RECESS BEGINS. The day after the session opened, we went into recess until March 7, to give the members of the Ways and Means Committee time to go over the budget in detail. As a member of the Ways and Means Committee, I will be devoting the next month to the consideration of the budget and will have more to report on it during this work session. With this Newsletter I am enclosing a map of Orange County indicating the new Assembly and Congressional district boundaries. I will be glad to send you additional copies if you need them.
