tween people, land uses, and facilities.
It presents, in general terms, what the city might be like when totally developed in 1975 or 1985.
Another analogy might be the prospectus of a business corporation which takes into consideration its assets and deficits and combines these in such a way as to show the future growth potential of the corporation, and the conditions under which that potential might be realized.
The failure to have a general plan can cost the city industries and businesses which might otherwise consider locating in Anaheim.
Major industries and businesses because of their large capital investments, cannot afford to locate where these investments might be threatened. By the lack of a firm resolve on the part of the community to offer some guarantee for protection by long range planning and zoning ordinance, they can lose many such additions to economic growth.
The existence of a firm general plan and adequate zoning ordinance is both evidence and a continuing record of a community's land policies. Although the plan changes from time to time, it assures industries and businesses of an opportunity to be heard before changes are made in the plan.
The state law refers to a general plan as being 'comprehensive' — indicating the relationships and balance of all types of land use and public facilities for the ultimate development of the city and its surrounding area — 'long-term' — looking ahead as establishing general, as opposed to specific, locations and approximate sites of the necessary elements, but clearly and carefully considering relationship and balance.
Although 'what' and 'where' are generally defined in a flexible sense, the 'when' is not established and depends entirely on the growth of the city, its sense of values and its financial resources.
Commission chairman Mel Gauer and other members of the Planning Commission are explicite in pointing out that the Plan in no way obligates the city to an iron-clad pattern.
The General Plan itself comes up for review by the Commission and City Council each year and is also subject at any time, to petition for amendment by private citizens who may request hearings before the Planning Commission.
The intent is to keep the Plan as current and abreast of conditions as they develop as is possible.
An earlier edition of the General Plan was nearly completed in 1950 and got as far as work sessions with the planning commission when it was set aside to permit a concentration on the zoning ordinance.
At present the Plan is undergoing complete revision and reconsideration. The final form is expected to be presented to the general public in July through a series of informal presentations according to Planning Department Director Dick Reese and Commission Chairman Gauer.

A special county-wide convention on Youth for Community Service was held at Orange County State College, this Tuesday.
Attending from Anaheim were Anaheim, Western, Magnolia and Savanna High Schools, and Fremont, Orangeview and Sycamore Junior High Schools.
Co-sponsors of the Anaheim contingent were John F. McGraw Savanna High School principal and district governor, and Clinton Maseline. Fremont Junior High School vice principal.

The Plan program for Anaheim consists of several phases.
These include the development of the Residential and Industrial elements, Standard of Population Density, Parks and Recreation elements, Schools element, Commercial element, Other Community Facilities, Circulation element, and the final phase, public hearings.
The Commission is required by law to hold at least two public hearings on the plan, but as many hearings as necessary will be held.
The Commission will adopt the Plan and forward it to the City Council. The City Council is required to hold at least one public hearing before adoption of the Plan.
However, changes in the Plan as adopted by the Commission are referred back to the Commission for report and recommendation prior to adoption by the City Council.
Service groups and civic organizations within the city who are interested in information regarding the Plan can arrange a further explanation by directing written request to the chairman of the Planning Commission.
Part four of the series, the Zoning Ordinance, will be presented next week in the Gazette.

The Anaheim delegation had one follow-up seminar to discuss area youth problems. The development of a youth council similar to the Pasadena Youth Council is under consideration. Armen Sarafian, administrative dean at Pasadena City College and an authority on youth councils was a speaker at Fullerton.

Caltors Hear Discussion on Legislative Problems
The Anaheim Board of Real Estate at their weekly meeting in Disneyland Gourmet heard from F. McGrew discussing current legislative problems.
McGrew, Republican candidate for the 34th U.S. Congressional District, emphasized the vital importance of proper selection of representatives for local, state, federal offices.
McGrew pointed out that financial responsibility and control of mounting taxes was a major challenge.
