FOR YOUR INFORMATION By VIRGIL PINKLEY Editor and Publisher FEDERAL POWER GRAB LOCAL RULE AND RESPONSIBILITY FDR—HST—DDE—JFK ACTS LINCOLN AND FEDERALISM One or the biggest issues in American government and politics confronts us today, namely the transfer or more and more power to the federal government from local and state authorities. This battle for power could and should become a main campaign issue, especially if some Republican or Democratic champion on states rights really represented the trends and facts to the American people with simplicity, excitement, courage and persistence. But then we have mostly politicians these days and few statesmen. So, references to this basic and vital issue are given only passing reference, or statements are sweeping, couched in extreme utterances, or they are highly partisan. The issue of states rights apparently does not appeal to many politicians. They do not feel it is emotional enough. It does not enable bitter, personal attacks. Most politicians seem to favor "issues" such as expressed by the leading candidates for the governorship of California. One man charges the other is a "dirty inffighter who wants to use the governorship as a stepping stone to the White House." The other retorts that his opponent is a nice fellow but a bungler: Neither charges are supported by much positive evidence. One bureau, department or commission after another have been established to handle local matters which once were the concern and responsibility of local officials and local citizens. The clamor of home rule is an essential one in the American concept of political life. But for this to have a purpose and a meaning and to succeed, it requires local participation by all or most citizens. This trend toward greater bureaucracy in Washington expresses itself in President Kennedy's insistence that a Department or Urban Affairs be established and its head made a member of the cabinet. Along with this move, President Kennedy has asked for sweeping peace-time, standby powers to handle taxation matters constitutionally and traditionally reserved for the Congress. The establishment of a Department of Urban Affairs would lead to greater federal control of our cities and municipalities and to a lessening of their powers. More Federal Power The transfer of responsibility and authority from cities, counties and states to Washington made big, big, strides during the administrations of President Franklin D. Roosevelt. Few people realize how much additional power was grabbed by the late FDR for the federal government and more specifically the occupant of the White House. He led a Congress which was usually docile and which became largely a rubber stamp. His biggest defeat was his failure to pack the Supreme Court with his own selected justices. During the time Harry S. Truman was in the White House he utilized executive powers extensively, making many decisions before Congress or the nation were told and approved.
