Member, California Newspaper Publishers Association EDITORIAL CONGRESS NEEDS HELP Because Congress is not adequately equipped to carry out its "vital fiscal responsibilities, many millions of dollars have been appropriated in excess of actual requirements." Thus writes Senator McClellan of Arkansas, in Tax Review. And he buttresses it with some striking facts. For instance, the Senate Committee on Appropriations, in the 84th Congress, held a total of 330 meetings and consumed an estimated 900 hours on appropriations measures alone. There simply isn't time for members of Congress to study and digest the endless stream of measures upon which they must vote. The consequence is that they are forced to rely upon outside advice Thus writes Senator McClellan of Arkansas, in Tax Review. And he buttresses it with some striking facts. The consequence is that they are forced to rely upon outside advice, which may be bad as well as good. Senator McClellan wants machinery which will enable Congress to analyze more thoroughly and screen more effectively spending requests. He proposes to accomplish this vital objective by establishing a Joint Committee on the Budget, composed of equal numbers of members from the Senate and House Appropriations Committee, staffed on a non-political basis by outstanding experts. These Committees, then, would have available essential information such as the Bureau of the Budget provides for the Executive Branch. The Senator writes: "While the President is clearly authorized to propose, it is equally clear that the responsibility to dispose rests with the Congress." The Constitution specifies that unequivocally. But Congress, in this incredibly complicated and pressured age, cannot dispose intelligently without far better sources of advice, information, and intelligence than it now possesses. APPEAL OF STRENGTH Americans generally took heart when this nation and its Western Allies finally protested Khrushchev's ruthless slamming of the gate on East German refugees. But we cannot afford to be lulled into a comfortable illusion that we have scored an important victory over Russia. Khrushchev has been slamming gates on human freedom for a long time. He has demonstrated the horriness of the communist way of life in many satellites. Yet the so-called emerging nations still look with interest toward Moscow. Why? Simply because in this day of hard, practical international politics strength is the most admired attribute of all. The weak may be pleased with sweet reasonableness. They may welcome dollars and delegations. But realistic achievement is a powerful magnet to those who need help in order to achieve. And the horror of distrust cruelty can too easily be exorcised by the blind faith that "it can't happen here." Cruel as Khrushchev's action was in Berlin, it did achieve his purpose of integrating East Berlin and East Germany. If we of the free world are to win the final test we must soon come to the decision that action, not reaction, is to be our policy. But we must make it very clear that the might of right still stands ready to protect the decen-ries and the freedoms to which all men instinctively aspire. HOW FEW KNOW THEIR GOOD? "... how few know their own good, or knowing it, pursue." This thought of 18th Century English poet John Dryden can be applied to the mood of many Americans today. Why? Because we apparently are a nation suffer-ing from a split personality. We advocate freedom of the individual to pursue the heritage provided by our Founding Fathers; we mean about the burden of the growing tax load we carry. Yet, when we want something done, or run into an obstacle which seems to frustrate immediate satis-faction, we turn to the Federal Government to solve our problems, to satisfy our needs. All this increased asking, and diminished doing, on our part as individual citizens, stimulates the growth of a powerful, costly Central Government. It encourages the slide of our nation toward a Welfare State, a Socialistic Government, the ultimate loss of our individual freedoms and dignity. A responsible nation must have responsible citi-zens. WASHINGTON REPORT Congressman JAMES B. UTT Correspondence which I receive daily from my constituents indicates an interest and a deep concern over the recent UNESCO Treaty which is being submitted to the member nations for ratification. As yet it has not been considered by the United States Senate. It is my hope, as well as my conviction, that this treaty will not be ratified. However, the Executive Department of our Government has a history of tacitly implementing these treaties even though they have not had formal ratification by the Senate. The fact that this is in direct conflict with our Constitution seems to be of little consequence. UNESCO is a brainchild of the United Nations without the benefit of clergy. It is nothing more or less than an organization created to be the mouthpiece of the Kremlin and shows its pro-communist bias in all of its activities and publications. Its official publication, "The UNESCO Courier," constantly carries the communist line with such a pronounced bias that even the less thoughtful reader should be able to discern its purpose. It constantly makes the charge of racism and anti-Semitism against the Free World but with a total failure to comment on racism or anti-Semitism in the communist world. It refers to the Nazi persecution of the Jews as if this were the accepted doctrine of the Free World but never refers to the persecution of minorities within the Russian state, which our intelligence indicates is rampant. Any Russian denial is simply a self-serving declaration and without foundation. Utt Hits For Stand Congressman James (R-Santa Ana) took off of Congress last week to announce the actions of officials who issued bidding the use of Corps color guard in ing ceremonies of the California School of the Military in the Sporting Los Angeles. Utt (R-Santa Ana) took the floor of Congress last week to denounce the actions of Pentagon officials who issued orders forbidding the use of a Marine Corps color guard in the opening ceremonies of the Southern California School of Anti-Communism in the Sports Arena in Los Angeles. The fighting legislator also sent a strong letter of protest to President Kennedy, informing him of his intended action in warning his colleagues even though the original order had been rescinded by Secretary of Defense Robert McNamara. In his House talk, Utt said that it was a sorry state of affairs when local authorities could not make a decision to supply a color guard except through suffrage of the Pentagon. The letter to the President is quoted herewith: "Dear Mr. President, I am in receipt of correspondence from the Southern California School of Anti-Communism relating to the fact that this school had requested a Marine Corps color guard to present the colors at the opening of this patriotic rally. It appears that this request was granted verbally and then withdrawn in writing upon an order from Washington that no color guard would be provided. This is one of the most appalling things that has happened and indicates that the Pentagon, under the direction of its Commander-in-Chief is helping the Kremlin implement its memo of December 5, 1960, which is a complete blueprint to destroy every anti-Communist organization in the world. This action falls completely within the framework of the Anti-Anti-Communist program of the Kremlin. Is it the purpose of this administration to join hands with the International Communist Conspiracy to deliver this country without a fight? It appears to be part of the program for surrender. I intend to take this matter to the floor of the House today to alarm my colleagues as to the unprecedented length to which this administration is going to soften this country up for co-existence and then surrender.
